‘We shouldn't be playing politics with the voters' will': Democratic lawmaker slams Gov. Newsom over Prop 36 funding
The law, which stiffens penalties for repeat drug and theft offenders, passed by an overwhelming majority in 2024. Despite the widespread support, Governor Newsom did not allocate any funding for the proposition in his revised budget proposal, citing the state's $12 billion deficit.
Democratic State Sen. Cathrine Blakespear expressed frustration over the funding battle on this week's edition of Inside California Politics.
'We just shouldn't be playing politics with the voters' will,' Blakespear said. 'The voters supported this at 68%. At the end of the day, we need to fund it. We need to implement this. We need to carry through on what the voters asked for, and that should be the bottom line.'

The former mayor of Encinitas was one of several Democrats who unveiled their own budget proposal last week, which includes $110 million in one-time funding for Prop 36. However, the nonpartisan Legislative Analyst Office says it's not enough.
'I don't know if that's the right number or not, because there are so many numbers that are floated,' Blakespear said. 'But I do know that we need to have money for courts and we need sheriffs to have money and we need probation officers to have money, district attorneys. Implementing it means that there are going to be more people who are involved in the criminal justice system.'
Governor Newsom, who openly campaigned against the proposition over concerns that it would drive up incarceration rates, argues it is up to local officials who supported the law to find the money. His office released a statement Wednesday saying he will nonetheless 'ensure the law is operationalized.'

'There are 400 more people in jail in San Diego County than there were before Prop 36,' Blakespear said. 'So clearly the idea that there's no money available and that the money's not needed. That's just clearly not true.'
Gov. Newsom must reach an agreement with the legislature before the start of the new fiscal year on July 1. Inside California Politics airs this weekend during the following times:

Marjorie Taylor Greene asks Trump to commute George Santos' prison sentence
Georgia Rep. Marjorie Taylor Greene wants President Donald Trump to commute the prison sentence of her disgraced former colleague George Santos, who's been locked up less than two weeks. Santos was sentenced to 87 months in prison for committing wire fraud and aggravated identity theft in April. He checked into New Jersey's Federal Correctional Fairton, located about 140 miles from Manhattan, on July 25. In her petition to the Office of the U.S. Pardon Attorney, Greene asks for Trump to consider setting the former representative from Queens free sooner than later. 'As a Member of Congress, I worked with Mr. Santos on many issues and can attest to his willingness and dedication to serve the people of New York who elected him to office,' Greene wrote. She conceded that Santos should be punished for his crimes, but believes his 7-year sentence is too severe. 'While his crimes warrant punishment, many of my colleagues who I've serve with have committed far worse offenses than Mr. Santos yet have faced zero criminal charges,' she claimed without offering examples. After lying about nearly all of his academic and professional qualifications to get elected to Congress in 2022, Santos was charged with crimes including a scheme to steal financial information from campaign contributors, then repeatedly charging those accounts without permission. He was expelled from the House of Representatives in December 2023. Greene wrote in her letter that commuting Santos' sentence would be an acknowledgement by the President that Santos had committed crimes, while also allowing him the opportunity to serve his community as a free man. Greene didn't specify when she believes Santos should be released. She concluded her request by using a term often used by the President in social media posts. 'Thank you for your attention to this matter,' Greene wrote. Santos complained in the days leading to his imprisonment that his pardon requests were not getting the President's attention. Trump has used his clemency power to excuse more than 1,500 criminals convicted on the Jan. 6 attack on the U.S. Capitol and has not ruled out pardoning high-profile sex offender Ghislaine Maxwell, but he hasn't showed an interest in working with Santos. Santos surrendered to prison authorities after bidding a dramatic adieu to supporters. 'Well, darlings… The curtain falls, the spotlight dims, and the rhinestones are packed,' he wrote on X before going to prison.

Stefanie Erin Kellenberger pleaded guilty on Monday, Aug. 4, to all 21 charges against her, according to Richland County Common Pleas Court records reviewed by PEOPLE. The 40-year-old, who describes herself on an Instagram account as a 'wife, mom, teacher,' will likely receive a 15-year prison sentence when she next appears in court in early October, according to the court records, which show the sentence she and prosecutors agreed upon ahead of her guilty pleas. The charges include 17 counts of unlawful sexual conduct with a minor and four counts of sexual battery, court records show. All of the charges are third-degree felonies. Kellenberger was first arraigned last October, seven months after she was placed on leave by the Shelby City School District, according to the local Richland Source. The outlet reported that the school district's superintendent informed parents in a letter that officials received 'unsettling' allegations against Kellenberger and that the Mansfield, Ohio woman was accused of sexually abusing an underage girl between February 2020 and October 2021, starting when the girl was as young as 13 years old. Kellenberger 'was immediately placed on leave and has had no contact with students or staff since the investigation began,' Superintendent Michael Browning wrote in the letter to parents at the time, according to the Richland Source. Two months later, Kellenberger was officially replaced with another teacher, the outlet reported. The Mansfield News Journal reported that prosecutors alleged in court that Kellenberger began grooming the underage student when she was 13 years old and began to sexually abuse her when she turned 14. "The relationship continued until the age of consent,' Bryan Dove, the assistant prosecutor for Richland County, reportedly told the judge, referring to Ohio's law that says 16 is the age of consent. "Consent was never an issue in this case," Kellenberger's defense attorney James Mayer III told the court, according to the newspaper. "It's an age thing." State prosecutors then told the court there was 'no use of force' in Kellenberger's sexual abuse. The victim reportedly recommended Kellenberger serve three years in jail, but the judge declared that sentence was too lenient, leading the defense attorneys for the disgraced teacher and state prosecutors to come to an agreement on the 15-year recommended sentence, according to the Mansfield News Journal. Kellenberger will also have to report with the county sheriff as a registered sex offender, court documents show. She is due back in court on Oct. 6.
