Global Drugs Production At 3,708 Tonnes, 34% Jump From 2022: UN
Cocaine production, seizures and use all hit record highs in 2023, the UN drug agency said on Thursday, with the illicit drug's market the world's fastest-growing.
Illegal production jumped to 3,708 tonnes, nearly 34 per cent more than in 2022, and more than four times higher than 10 years earlier, when it was at a low, the Vienna-based UN Office on Drugs and Crime (UNODC) said in its annual report.
The current surge is mainly due to an increase in the size of the area under illicit coca bush cultivation in Colombia and updated yield data, it added.
Global cocaine seizures, too, recorded a high of 2,275 tonnes, marking a 68 per cent rise in the four years to 2023.
The number of cocaine users also grew to 25 million in 2023, up from 17 million ten years earlier.
"Cocaine has become fashionable for the more affluent society," UNODC chief researcher Angela Me said, noting a "vicious cycle" of increased use and production.
While Colombia remains the key producer, cocaine traffickers are breaking into new markets across Asia and Africa, according to the report, with organised crime groups from the Western Balkans increasing their influence.
Captagon
"A new era of global instability has intensified challenges in addressing the world drug problem, empowering organised crime groups and pushing drug use to historically high levels," UNODC noted.
In 2023, six per cent of the population aged between 15 and 64 are estimated to have used a drug, compared to 5.2 per cent of the population in 2013. Cannabis remains the most widely used drug.
Seizures of amphetamine-type stimulants also reached a record high in 2023, making up almost half of all global seizures of synthetic drugs, followed by synthetic opioids, including fentanyl, UNODC said.
The fall of ruler Bashar al-Assad in Syria last December has "created uncertainty around the future of the captagon trade", UNODC added.
Earlier this month, Syria said authorities had seized all production facilities of the illicit stimulant, which became Syria's largest export under Assad.
"The latest seizure data from 2024 and 2025 confirm that captagon is continuing to flow -- primarily to countries of the Arabian peninsula -- possibly indicating the release of previously-accumulated stockpiles or continued production in different locations," UNODC said.

Amritsar/Chandigarh: Drug cartel with Pak, Canada links busted; 60kg heroin seized
In a joint operation with the Border Security Force (BSF) and Rajasthan cops, a Punjab Police team busted an international drug cartel and seized over 60-kg heroin near Pakistan border in Barmer, officials said on Monday. In February, 30kg of heroin was recovered by Amritsar rural police after a smuggler was arrested. (HT photo for representation) This is the second biggest drug seizure made by Punjab Police this year. On May 16, Tarn Taran police had recovered 85kg of heroin after busting a narco-smuggling module controlled by Pakistan's Inter-Services Intelligence (ISI). The operation carried out by Amritsar police commissionerate led to the arrest of at least nine persons, including smugglers, traffickers and hawala operators from Punjab, Haryana, Rajasthan and Jammu & Kashmir, said director general of police (DGP) Gaurav Yadav. The DGP said preliminary investigations have revealed that the drug cartel was being operated by Pakistan-based smuggler Tanveer Shah and Canada-based smuggler Joban Kaler with the help of local kingpin Gursahib Singh, who was already lodged in Goindwal Sahib Jail but continued to run the network from inside the jail using a mobile phone. His phone was recovered with the help of jail authorities and his production warrant was obtained for deeper probe into Canada-Pakistan linkages, he said. Those arrested were identified as Gagandeep Singh alias Gagan (23), Jashanpreet Singh alias Jashan (20), Gursahib Singh (25), Kulwinder Singh, all from Amritsar, Rajeev Panjgotra alias Rajveer (29), Somnath (62), Prashotam Singh alias Kala, Rajinder Kaur, 42, all J&K residents, and a hawala operator. 'A case FIR No. 118 dated 17/06/2025 under sections 21-B, 21-C, 27-B and 29 of NDPS Act has been registered at the Chheharta police station,' police commissioner Gurpreet Singh Bhullar told reporters in Amritsar. Sharing more details, Bhullar said the operation began after Gursahib Singh was arrested last month with 1 kg heroin from Chheharta. Despite being in jail, Gursahib operated a smuggling network via his nephew Jashanpreet Singh and associate Gagandeep Singh, who were arrested with 102 gm heroin. Their interrogation led to recovery of 60- kg heroin consignment in Barmer, he added. Bhullar said during investigation, the hawala network used for routing drug money was also unearthed with the arrest of an operator. 'The operation was conducted under the supervision of DCP (D) City Ravinderpal Singh, ADCP (D) Jagbinder Singh, ADCP-2 Harpal Singh, ACP (D) Yadwinder Singh, ACP West Shivdarshan Singh, SHO Chheharta Vinod Sharma, CIA-1 incharge Amolakdeep Singh and CIA-2 incharge Ravi Kumar', said Bhullar. Bhullar said the probe also revealed that drugs were being smuggled from across the Indo-Pak border and routed through Rajasthan to Punjab, with further local distribution channels. Further working on backward linkages five more accused associated with Tanveer Shah of Pakistan were also identified and raids are being conducted to nab them, he said. In February, 30kg of heroin was recovered by Amritsar rural police after a smuggler was arrested. In October 2024, Punjab Police recovered 105kg of heroin in Amritsar by busting a cross-border smuggling racket after arresting two accomplices of a Turkey-based drug smuggler, Navpreet Singh, alias Nav Bhullar. As part of state government's 'Yudh Nashian Virudh' campaign that entered the 121st day, Punjab Police have so far arrested 19,801 drug smugglers.

Indian part of Cambodia ‘digital arrest' call centre held at IGIA
Gurgaon: Chasing money trail after a cyber fraud was reported in the city, city cops last week took into custody a 24-year-old woman from Delhi's IGI airport on the suspicion that she was allegedly part of a Cambodia-based gang that targeted Indians with 'digital arrests'. Khushboo, police said, belongs to Surat in Gujarat and told cops that she was working at a call centre owned by Chinese citizens in an area called Mango Park in Phnom Penh, Cambodia. At the call centre, staffers were allegedly taught to pose as police, CBI and customs officials to threaten online users and extort. Then, impersonators posing as CBI officers appear on video calls, claiming to 'digitally arrest' the person. Finally, scammers pretending to be income tax or customs officials extort money under the guise of investigation clearance," said Priyanshu Dewan, ACP (cyber). The ACP was leading the investigation into the Cambodia-based operations after an 81-year-old Gurgaon resident filed a complaint that she was cheated of Rs 2.9 crore in Dec 2024. The complainant said a caller claimed her Aadhaar card was linked to hawala transactions. Cyber cons then forced her to stay on a video call — or "digital arrest" — for three days while another person posing as a CBI officer coerced her into transferring money to avoid arrest. Based on this complaint, an FIR was registered at the Cyber East police station in the city under sections 318(4) (cheating), 336(3) (forgery), 348 (making or possession of any instrument for counterfeiting a property mark) and 340 (forged document) of BNS. Khushboo, investigators said, is the 16th accused to be arrested in the case. Cops arrested her from the Delhi airport on June 28 after getting a tip-off that she was flying back to India. During questioning, Khushboo told police she initially went to Dubai in search of a job in Nov 2023. From there, her friend's husband took her to Cambodia in Aug 2024. She joined the call centre and was paid 700$ (approximately Rs 60,000) to carry out cyber frauds. "Khushboo was assigned to the first team, which initiated contact with targets and instilled fear by mentioning criminal charges," said inspector Amit Sharma, in charge of the Cyber East police station. The 24-year-old said her colleagues at the Mango Park call centre were Indians, and there were several other call centres like theirs across the southeast Asian country. The amount that the gang amassed from cybercrimes was allegedly funneled through a network of fake accounts, police said. Cops traced one account, in which Rs 39 lakh was transferred, owned by another Indian citizen, Surendra. He allegedly gave access to the account to cyber cons in return for Rs 5 lakh. Police said the investigation in the case is ongoing.

MP dept orders probe against own minister over Jal Jeevan funds
The Madhya Pradesh Public Health Engineering (PHE) Department has ordered an investigation against its own minister, Sampatiya Uikey, over allegations of corruption linked to Central funds under the Jal Jeevan Mission. In a communication dated June 21, Engineer-in-Chief (ENC) Sanjay Andhavan directed a probe into claims regarding 'expenditure of Rs 30,000 crore given by the Government of India to Madhya Pradesh under Jal Jeevan Mission and investigation of properties of the Departmental Minister in Public Health Engineering Department and Executive Engineer-Mandla who collected money' for the minister. The letter was sent to the Chief Engineer of PHE Department for all regions of the state and the Project Director of the MP Water Corporation Limited, Bhopal. They have been instructed to submit detailed reports within seven days. Uikey did not respond to calls and messages seeking comment. The investigation stems from an April 12 complaint filed by Kishore Samrite, a former MLA from Lanji and the national president of Sanyukt Kranti Party, who alleged that 'ministers, officers and contractors' 'misused' the Central funds meant for providing tap water connections to rural households in the BJP-ruled state. Samrite's complaint, addressed to Prime Minister Narendra Modi, was referenced by the Under Secretary of the MP Government in a letter to the state PHE Department on May 30, ENC Andhavan's communication stated. In his complaint, Samrite alleged that '30 crore rupees given by the Government of India under Jal Jeevan Mission in the Public Health Engineering Department have been misused by ministers, officers and contractors.' The complaint alleged that Uikey took 'commission in this scheme' and a large amount was taken through a Mandla-based Executive Engineer. Samrite's complaint also alleged widespread corruption involving multiple officials and contractors across the state's water supply infrastructure projects. 'In this scheme, 3,000 completely fake work completion and utility certificates have been sent to the Government of India which should be immediately seized…,' his complaint read.
