Chennai Metro Rail Limited to incorporate leisure facilities, workplaces at Phase II's Thirumangalam station
In a couple of months, Chennai Metro Rail Limited (CMRL) will start the construction of four towers in Thirumangalam. According to CMRL officials, they have floated bids for the massive project, which is located opposite to the Anna Nagar West Depot, near the Phase I Thirumangalam Metro station. Sprawling over 3.85 acres, the project will comprise the Phase II Thirumangalam Metro station and four towers. While Towers A and C will have three basements, a ground floor, and nine upper floors, the station will be in Tower B, which will have a ground floor and nine upper floors. Tower D will have a ground floor and two upper floors.
In Tower B, the third floor will have the concourse and the platforms will be on the fourth floor. While ground floors will have retail and convenience stores in Towers A, B, and C, the first and second floors have been earmarked for commercial development similar to malls, and floors five to nine will have dedicated office spaces.
T. Archunan, Director (projects), CMRL, said they drew inspiration from mass rapid transit systems in Japan. 'Kokura Station is a classic example for transit-oriented development. Based on the land availability, we are taking efforts to incorporate this strategy in as many locations as possible. But Thirumangalam will stand out as a great example for transit-oriented development since trains pass through buildings, making the commute seamless for people. All they have to do is switch floors to take the train,' he added.
Manoharan Nambiar of Thirumangalam said that since there were apartments, a mall, and business establishments, the area suffered from traffic congestion both on weekdays and during weekends. 'Hence, two Metro Rail stations in Thirumangalam is a great boon to commuters. If commercial development and office spaces are planned alongside a mass rapid transport, it substantially improves mobility and does not add to congestion on the road,' he said.

Shankar, India Head, Government Advisory and Infrastructure Solutions, Jones Lang LaSalle Property Consultants, said Metro systems across the world were being developed from the perspective of transit-oriented development. 'At a time when there is a great demand for office spaces, building them in the same tower with a Metro Rail system will be a great way to do it. Companies will prefer it and take them since they don't have to spend on providing transport for their workers,' he added.
Sangami Nagarajan, an urban planner, said mix-use development always worked and would significantly aid in gradually nudging people to shift public transport in the future. 'Integrated development such as this are baby steps that will ensure that more people prefer public transport,' she added.
'Take for instance, the malls in the city. The one in Vadapalani has Metro Rail access, whereas the one in Velachery does not. Hence, the pressure on parking space is manyfold in the latter's case. Also, when stations are located close to the workplace or within the same tower, patronage for the transit system will be high, since people will readily opt for taking trains instead of their vehicles,' Ms. Nagarajan said.

CUMTA to come up with comprehensive mobility plan for city next month
A mammoth comprehensive mobility plan, packed with plans to push public transit in the city — be it Phase III and phase IV Chennai Metro Rail lines, bus priority lanes or Light Rail Transit —is set to be rolled out next month. The extensive document will chalk out sustainable plans on how to enhance mobility, shift people into using public transport, and introduce multi-modal integration and land-use planning for the next two decades. While the first executive committee meeting will be held between the Chennai Unified Metropolitan Transport Authority (CUMTA) and various government departments, the second meeting is slated to be held next week. If the executive committee approves the plan, it will be presented to Chief Minister M.K. Stalin for the final approval, sources said. 'The document focuses on the Chennai Metro Rail's phase III and phase IV networks. To feed into the main network, we are also exploring the Light Rail Transit network for one or two corridors. We are also considering bus priority lanes, a concept similar to Bus Rapid Transit. With dedicated bus lanes and the existing fleets, we can establish this system,' a source said. According to CUMTA, the existing MTC bus fleet is around 3,300, but the current requirement is nearly 6,000. By next year, the fleet size will increase to 4,500. It has estimated the fleet for the next 25 years. 'We have been giving a lot of impetus to increasing the share of public transport in the city — be it bus, Metrorail and suburban rail — which faced a significant decline post pandemic. However, the share of two-wheelers has risen from 29.6% in 2018 to 36.6% in 2023 in the overall Chennai Metropolitan Area,' an official of CUMTA said. If there is increased emphasis on public transport such as bus priority lanes, Chennai Metro Rail, and suburban rail, the footpath needs to be accessible and free of encroachments. CUMTA has identified 1,500 km for footpath improvement. Of this, work to improve 200 km will be taken up every year. 'Only 16% of the city roads have footpaths. Out of this, 12% have encroachments. The CUMTA has recommended separate operation and maintenance contracts for their upkeep for better accountability. So, whether it is the Greater Chennai Corporation or the Highways, we recommend that they float separate contracts. Our priority is to develop accessible footpaths on bus route roads,' the official said. Moreover, the CUMTA is looking to decongest East Coast Road and Rajiv Gandhi Salai by enhancing their connectivity, the official added.

TN govt unveils ‘deemed NOC' system for planning permits
Chennai: Starting July 1, the state govt rolled out a time-bound 'deemed NOC' system to streamline the process of obtaining No Objection Certificates (NOCs) for planning permissions. This step is expected to reduce red tape, bring transparency, and speed up project clearances, especially for the housing and infrastructure sector. "This is the first time a state has introduced this system. This GO was released on Oct 24, but norms for deemed NOCs have been released now. This is a welcome step for housing and other industries. This will save three to six months for getting NOCs," said S Sridharan, executive committee member, CREDAI National. Under the new framework, 11 key departments — including district collectorates, fire services, water resources, forest, CMRL, TNHB — must process NOC requests within 30 days, with the exception of the department of agriculture, which has a 21-day deadline. If no queries are raised within that period, the system locks further objections. Applicants then get 20 days to respond, after which the department has another 10 days to act. If no action is taken, the application is treated as "deemed approved initiated", though the document cannot yet be downloaded. Once deemed approval is triggered, departments get a final seven-day objection window. If no objection is raised, or if objections are not resolved within the system-defined periods, the NOC is marked as 'deemed approved' and can be downloaded by the applicant. Officials said that if an objection is raised within time, there's no fixed limit for the applicant to respond. Additional instructions clarify that NOCs involving central agencies such as Defence, Airport Authority of India, Archaeological Survey of India, National Highways Authority, Environment Impact Assessment Authority, and Southern Railways must still be obtained before planning permission is granted. In coastal regulation zones, approval from the competent authority must be secured before applying for planning clearance. The department of agriculture engineering has been exempted from issuing NOCs, as HACA validation is already considered sufficient. For power infrastructure, a separate NOC from Tangedco is not required for HT/LT lines passing through a site, as these will be verified by CMDA or DTCP. However, Tangedco approval is still necessary for Extra High Tension (EHT) lines such as transmission towers.

NTPC Green Energy commissions further 64.7 MW Khavda-I Solar PV Project
NTPC Green Energy announced that consequent upon successful commissioning, third part capacity of 64.7 MW out of 1255 MW Khavda-I Solar PV Project of NTPC Renewable Energy, a wholly owned subsidiary of NTPC Green Energy in Gujarat under CPSU scheme Phase-II Tranche-III, is declared on Commercial Operation w.e.f. 00:00 Hrs. of 30 June 2025. The first part capacity of 110.25 MW and second part capacity of 146.7 MW of aforesaid Solar PV Project has already been declared on commercial operation w.e.f. 06 June 2025 and 28 June 2025 respectively.
