Gurgaon tops in Haryana school education rankings, southern districts fare poorly

Gurgaon district in Haryana has topped in state's school education performance, according to the Performance Grading Index for Districts (PGI-D) released by the Union Ministry of Education for the academic years — 2022-23 and 2023-24– on Wednesday.
The district scored 422 in 2022-23 and 429 in 2023-24, achieving the Uttam-3 grade.
The PGI-D assesses 74 indicators across six categories: outcomes, effective classroom transactions, infrastructure, school safety, digital learning, and governance processes, with a total of 600 points. Gurgaon scored 182/290 in outcomes and 79/90 in effective classroom transactions in 2023-24.
Other southern districts of Haryana, including Mahendragarh, Rewari, Nuh, Palwal, and Faridabad, were ranked the state's lowest performers. Mahendragarh scored 305 in 2022-23 and 308 in 2023-24, placing it in the Prachesta-1 grade. Rewari scored 297 in 2022-23 and 304 in 2023-24, also in Prachesta-1. Nuh scored 267 in 2022-23 and 271 in 2023-24, falling in the Prachesta-2 grade. Palwal scored 256 in both years, remaining in Prachesta-2, while Faridabad scored 250 in 2022-23 and 258 in 2023-24, also in Prachesta-2.
Southern districts scored lower, with Nuh at 142/290 in outcomes and Palwal at 12/50 in digital learning in 2023-24.
The PGI-D grades districts based on their overall score out of 600 points, with each grade representing a percentage range: Utkarsh (above 90%, 541–600 points), Uttam-1 (81%–90%, 486–540 points), Uttam-2 (71%–80%, 426–480 points), Uttam-3 (61%–70%, 366–420 points), Prachesta-1 (51%–60%, 306–360 points), Prachesta-2 (41%–50%, 246–300 points), Prachesta-3 (31%–40%, 186–240 points), Akanshi-1 (21%–30%, 126–180 points), Akanshi-2 (11%–20%, 66–120 points), and Akanshi-3 (up to 10%, 0–60 points).
No district in Haryana achieved Utkarsh or Uttam-1, with Gurgaon's Uttam-3 being the state's highest grade.
Chandigarh, Punjab, and Delhi were the top three performers in the PGI 2.0 States' report for 2023-24, with scores 703, 631.1, and 623.7 respectively. No State/UT has scored in the higher ranges of 761 and above out of a total score of 1,000 points.
Kerala, Gujarat, Odisha, Haryana, Goa, Maharashtra, and Rajasthan also scored in the 581-640 range. The state that scored the lowest was Meghalaya (417.9). Just above it were Arunachal Pradesh (461.4), Mizoram (464.2), Nagaland (468.6), and Bihar (471.9).
In the middle range of 521-580 were Uttar Pradesh, Tamil Nadu, Karnataka, Andhra Pradesh, West Bengal, Madhya Pradesh, Himachal Pradesh, and Uttarakhand.
The PGI was introduced in 2017, and the Ministry revamped it as PGI 2.0 in 2021. The latest report, covering the years 2022-23 and 2023-24, draws data from the National Achievement Survey 2021, the Unified District Information System for Education Plus (UDISE+), and information on the mid-day meal programme (PM-POSHAN).
The scores are meant to help states/UTs identify areas where they need to make interventions. Of the 36 states/UTs, 25 saw an improvement in their scores in 2023-24 compared to 2022-23. Chandigarh scored 687.8 in 2022-23, and Punjab scored 614.1, followed by the Andaman and Nicobar Islands at 606.4, and Gujarat at 602.2.
Chandigarh was the top scorer in 2021-22 as well, with a score of 659, followed by Punjab (647.4) and Delhi (636.2).
'Since the grading and the indicators have changed, the results of PGI 2.0 are not strictly comparable with the previous PGI reports, though the pattern of achievement seems to be like the previous PGI results. The maximum deviation of a score of 302 or 42 per cent in the state of Meghalaya suggests that extra efforts are needed from these States to reach the top slot. However, the maximum deviation of 51 per cent noticed in 2017-18 has reduced to 41% suggesting that, PGI has helped these states to bridge the performance gap amongst states and Union Territories over the years,' the latest States' report stated.

Kolhapur district scored 345/600 in PGI 2023-24 placing it first in Prachesta-I category (meeting 51-60% of the set targets), followed by Satara, Solapur, Sangli, Ahilyanagar, Mumbai, Nagpur, Washim, Pune, and Jalgaon. The PGI report evaluates public schools based on 600 marks across five parameters — outcomes, classroom transactions, infrastructure, digital learning and governance. The Prachesta-I category is one of the nine grades in the PGI framework, indicating a decent level of performance and efforts towards improvement. Districts in this category are working towards achieving higher grades, such as Uttam and Utkarsh. Kolhapur ZP chief executive officer S Karthikeyan said, "We studied the shortcomings based on the marks obtained in PGI 2020-21 and 2021-22, and framed a time-bound programme for improvement. Mission Utkarsh was one such programmes that we implemented. We made the funds available for the repairs of the school toilets, buildings, ramps and set up purified water units," Among the five parameters, outcomes have a total score of 290, including learning outcomes, quality and teacher availability. Railway Ministry approves regularisation of Vijayapura-Mangaluru train

MANGALURU: The Railway Ministry has approved the South Western Railway's proposal to regularise the services of Train No. 07377/07378 Vijayapura-Mangaluru Central-Vijayapura Special, thereby bringing much relief to passengers. Dakshina Kannada MP Capt Brijesh Chowta said that the long-pending demand to regularise the Vijayapura–Mangaluru train has been fulfilled, much to the relief of passengers between the two cities. "This move will benefit patients from North Karnataka seeking medical care in Mangaluru, students pursuing education in coastal districts, and regular passengers. Much gratitude to our Union Minister of Railways Ashwini Vaishnaw, Minister of State for Railways V Somanna for enabling this," Capt Chowta wrote on X. The Ministry stated in a notification dated June 27 that it approved the proposal of South West Railways for regularisation of 07377/07378 Vijayapura – Mangaluru Central Special as 17377/17378 Vijayapura – Mangaluru Central Express. "The above regularisation may be given effect from an early convenient date," the Ministry stated. Passengers had to pay enhanced fares on the Special (train on demand) services compared to the regular services. As per the June 27 notification, the departure timing of Train No. 17378 is 4.45 pm from Mangaluru Central and will arrive in Vijayapura at 11.15 am. Meanwhile, Train No. 17377, Vijayapura-Mangaluru Central Express, leaves Vijayapura at 3 pm to reach Mangaluru Central at 9.50 am. The Vijayapura - Mangaluru Junction train was introduced in November 2019, and later the special trains were cancelled during the Covid-19 pandemic. After the restoration of the services from December 1, 2021, the route was extended to Mangaluru Central from April 2024. The trains will have stoppages at Basavana Bagewadi Road, Alamatti, Bagalkot, Guledagudda Road, Badami, Hole Alur, Mallapur, Gadag, Annigeri, Hubballi, Yalvigi, Haveri, Byadgi, Ranibennur, Harihar, Davangere, Chikjajur, Birur, Kadur, Arsikere, Hassan, Sakleshpur, Subrahmanya Road, Kabaka Puttur, Bantwal, and Mangaluru Junction.

The Railway Ministry on Friday, June 27, approved South Western Railway's proposal to regularise the services of Train No. 07377/ 378 Vijayapura-Mangaluru Central-Vijayapura Express Special thereby bringing much relief to patrons who had been demanding regularisation of the services. Dakshina Kannada Member of Parliament Captain Brijesh Chowta on Saturday (June 28, 2025) said, 'Pleased to share that the long-pending demand to regularise the Vijayapura-Manglauru train has been fulfilled, much to the relief of passengers between the two cities. This move will benefit patients from North Karnataka seeking medical care in Mangaluru, students pursuing education in coastal districts and regular passengers.' He further said, 'Much gratitude to our Minister of Railways Shri Ashwini Vaishnaw and Minister of State Shri V Somanna for enabling this.' Consequently, the services would run with regular numbers, Train Nos. 17377 and 17378, from an early convenient date. Passengers had to pay enhanced fares on the Special (train on demand) services compared to the regular services. Change in departure timing The Ministry had in June first week approved SWR's proposal to revise departure timing of Train No. 17378 from 2.35 pm to 4.45 pm from Mangaluru Central with effect from July 1. The June 27 notification regularising the services mentions departure timing as 4.45 pm from Mangaluru thereby indicating the regular services too would commence from July 1. The departure timing of Mangaluru Central-Vijayapura Express at important en-route stations from July 1 would be as under; Subrahmanya Road 7 pm; Hassan, 10.30 pm; Davanagere, 1.50 am; Haveri, 3.02 am; Hubballi, 4.50 am; Gadag, 6.20 am and Bagalakote, 7.58 am. The train reaches Vijayapura at 11.15 am instead of 9.35 am. There is no change in the timing of Train No. 17377, Vijayapura-Mangaluru Central Express that leaves Vijayapura at 3 pm to reach Mangaluru Central at 9.50 am. Introduced in 2019 Introduced in November 2019 between Vijayapura and Mangaluru Junction, the special trains were cancelled during COVID-19 outbreak and were restored from December 1, 2021. They were extended to Mangaluru Central from April 20, 2024. Passenger associations in Mangaluru, Davanagere, Hubballi and Vijayapura, the then Dakshina Kannada MP Nalin Kumar Kateel, incumbent Capt. Chowta and Vijayapura MP Ramesh C. Jigajinagi had urged the Ministry to regularise the services. The Indian Railway Timetable Committee (IRTTC) too had recommended the regularisation in 2022. The Ministry had been extending the special services every six months.
