Albanese government's 'First Nations Clean Energy Strategy' slammed for prioritising symbolism over substance
Former Senior Trade and Investment Commissioner Michael Newman argues in a damning report that the strategy represents a wider trend in government energy policy that prioritises appearances over affordability and reliability.
He warns that this 'multi-objective' approach dilutes focus on grid reliability and affordability, and risks leaving Indigenous communities worse off.
'Electricity supply policy needs to be stripped of its multiple, and often incompatible, objectives. The focus must be on delivering reliable, affordable energy - not cultural outcomes,' he states.
The First Nations Clean Energy Strategy, released earlier this year, outlines a vision for Indigenous participation and co-ownership in Australia's energy transition.
But Newman suggests the policy lacks engineering credibility and over-relies on social justice framing, with the report even echoing frustrations heard during community consultations.
'We have more sun than you can poke a stick at, and our trees grow sideways because we have more wind than you can imagine - but our energy is still not reliable,' one participant said.
Shadow Minister for Energy and Emissions Reduction Dan Tehan also dismissed the government's strategy, claiming Labor have no plan to put the First Nations Clean Energy Strategy into action.
'Where is Labor's strategy to deliver cheap, reliable energy for all Australians? The only strategy they had, they walked away from at the last election,' Tehan told Sky News.com.au.
"There is no mention in this document of 'cheaper energy' or Labor's promise to lower energy bills by $275, which has still not been delivered.
'There is no mention of the cost to taxpayers of Labor's ideologically driven renewables only energy policy and how much taxes will have to increase to pay for it. It once again shows Chris Bowen is not up to the job.'
Newman's critique also draws on examples from the Northern Territory, where poorly coordinated solar investments led to instability, system collapse, and rising household costs following the shutdown of gas generation.
'Despite repeated warnings from Electrical Trades Union engineers about the risks of closing the gas-fired Ron Goodin Power Station, the system collapsed,' Newman writes.
'Thanks to poor grid configuration, consumers also suffer frequent disconnections. And as the cost of electricity rises, $20 power cards run out sooner.'
Newman also raises concerns about the emergence of what he calls an 'identity-based industry', arguing that 'dubious claims to Indigenous ancestry' are being used to access clean energy grants, subsidies, and regulatory fast-tracking.
'By embedding reconciliation rhetoric into technical infrastructure planning, we risk weakening both the energy system and the integrity of Indigenous self-determination,' he warns.
Former National President of the Labor Party Warren Mundine weighed in on the Strategy, believing that the action plan has merit but needs to be put into action quickly with a little less pandering to communities, and more focus on "all Australians."
'It seems that it's not being done quick enough. It's great to use lovely language and try and include everyone by stroking their egos, but that's not really going to work if you don't have a concrete plan on what you're going to do,' Mundine told Sky News.com.au.
'This is not about helping all the different communities in Australia that they list by pandering to them, it's about helping everyone. For these types of strategies, there needs to be more action and not appealing to the masses.'
Mundine outlined his way of speeding up the process with regard to the Clean Energy Strategy that will help all Australians.
'Obviously, the place you start is in the regional areas with the gas projects. Get those projects up and running quickly. That creates economic prosperity to the communities in the region, and in turn it supplies gas and creates economic growth in those areas,' he said.
'It's the same regarding residential solar energy which would help get people off diesel, and another would be lifting the ban on uranium mines.
"They are three basic ideas that I have come with on the spot, and they could be done quickly, so, if the government want any other help regarding this strategy, they can give me a call.'
However, Climate Change and Energy Minister Chris Bowen defended the strategy as essential to building a fairer and more inclusive clean energy economy.
'To me, the energy transformation is one of our best, if not the best, opportunity to ensure that First Nations people benefit from and have some ownership of the wealth we will create as we re-engineer our energy system,' Bowen said during his address to Australian Energy Week in June.
He acknowledged the strategy is still in the early stages, with most funding not yet flowing.
'The Strategy is important, but I don't pretend that it has as yet even started to work. Funding for much of the strategy begins on 1 July.
'Funding is just the start. We will need to work together across our sector to make the strategy a reality.'
He positioned the policy as part of a broader national effort to deliver a modern, lower-emissions energy system.
Still, critics argue that unless the government shifts its focus toward engineering feasibility and measurable delivery outcomes, policies like the First Nations Clean Energy Strategy may struggle to overcome growing scepticism.

Opposition Leader Sussan Ley has called for Anthony Albanese to adopt an action plan put forward by the country's peak Jewish body to combat the 'rising tide of anti-Semitism' in Australia after a spate of attacks in Melbourne. What I hear from the community is there have been many task forces, there have been many talkfests, many conversations and many words. What they are really calling for is action. 'What is so clear is that hate can never be normalised. It can never be excused. It can never be explained away,' Ms Ley said. 'It is not the tolerant multicultural country that we hold dear. Enough is enough. 'Today's visit is about solidarity, it is about important next steps that we need to take.' It comes as several Opposition Leaders wrote to the Prime Minister urging him to hold a dedicated National Cabinet against anti-Semitism. However, Mr Albanese insisted his Government was focused on action when asked about the call in Tasmania on Tuesday. 'Every time an issue comes up, people say, 'Let's have a National Cabinet',' he told reporters. 'Let's be clear. People don't want a meeting. They want action. Action is what they want.' Mr Albanese said the attacks 'deserve condemnation' and labelled anti-Semitism as a 'scourge' that 'has no place in Australia'. He said the Government had already responded substantially with increasing security for synagogues, Jewish schools and community organisations. 'We have a task force. What we do is take on security issues. We take advice from security agencies. That's precisely what we have done,' he said. 'One of the reasons why this gentleman has been caught so quickly is because the CCTV that was in place there was as a direct result of Commonwealth government funding. In addition to that, the reinforcement of the door of the synagogue was done with that Commonwealth security funding. 'We will respond to any request constructively.'

Taxpayers hefty bill to send bureaucrats and minsters to climate summit revealed, as Chris Bowen defends use of funds
The federal government spent almost $2 million sending 75 bureaucrats and two ministers to the 29th United Nations Climate Change Conference in Azerbaijan in 2024. A collection of answers to questions on notice asked by former shadow finance minister Jane Hume has uncovered that the Albanese government spent a whopping $1.5 million sending a delegation of bureaucrats to last year's COP29 climate summit. An average of $20,000 was spent to send each of the 75 civil servants to the conference, with a further $102,343.69 spent to send transport Energy and Climate Change Minister Chris Bowen and his staff to Baku. More than $20,000 was also used to fly the Assistant Climate Change Minister Josh Wilson to the same conference. The total bill came in at an exorbitant $1,672,000. The mammoth contingent included 42 representatives from the Department of Climate Change, Energy the Environment and Water, 25 officials from the Department of Foreign Affairs and Trade and two civil servants respectively from the Department of Agriculture, Fisheries and Forestry and the Department of Finance. A representative from the Australian Prudential Regulation Authority and the Department of Health and Aged Care also jetted to the South Caucasus country. Documents from the Independent Parliamentary Expenses Authority also showed that Mr Bowen's travel expenses for the COP29 summit stood at $33,049.03, with his staff raking up a $68,601.66 tab. Mr Bowen only attended the conference's second week. Shadow finance minister James Paterson blasted the government and relevant department heads for their excessive use of taxpayer funds and labelled the conference, which resulted in few binding climate initiatives a 'talkfest with nothing to show for it.' 'On Labor's watch, power prices and emissions are both up – and so is spending extravagant sums of taxpayers' money on climate junkets,' Mr Paterson told The Australian. 'The Albanese government must justify why they sent almost 100 people and spent millions of dollars on a delegation to a talkfest.' 'While Australians were struggling to pay their electricity bills, Chris Bowen, Josh Wilson, and at least seven government departments and agencies were travelling on the taxpayer dime with nothing to show for it.' However, Mr Bowen refused to accept accusations of waste and slammed the Coalition's attitude on climate change. 'The LNP doesn't believe in net zero anymore and now apparently they don't believe in sending ministers to COP either,' a spokesperson for Mr Bowen told The Australian. 'Given [former prime minister] Scott Morrison took 39 people to the Glasgow COP they are also nothing more than hypocrites.' It was separately discovered that the government spent substantially less in previous years on international climate conferences than that of 2024. This includes spending $1,075,000 for its pavilion at the COP26 at Glasgow in Scotland in 2021, $971,682 on the COP27 climate conference in harm el-Sheikh, Egypt in 2022 and $831,549 for COP28 in Dubai. Australia is currently competing with Turkey to secure hosting rights for the COP31 conference in 2026. The government has stated it is unable to provide the total expected cost related to holding the summit.

‘Not feasible': Bank axes more branches
The bank running Australia's third-largest network of branches will shut 10 branches in the coming months. Bendigo Bank will axe nine regional branches and one in Melbourne from early August to late October. The bank said it was 'proud of its regional heritage' but pointed to fewer people using the branches and higher business costs as reasons to shut the doors. In February, the federal government struck a deal with the big four banks (ANZ, NAB, Commonwealth and Westpac) to not shut any more regional branches until mid-2027, as about one-third of regional outlets have closed since 2017. 'To preserve what makes our bank unique, we must balance our physical network presence with the need to continue investing in the changing preferences of our 2.7 million customers,' Bendigo Bank chief executive Richard Fennell said. The regional closures are accompanied by one closure in Melbourne. The closure leaves Korumburra without a physical bank in a town of just less than 5000 people; residents will have to drive 15km to the next town to see and speak to a teller. It is a similar story for Bannockburn's 6400 residents, but they will need to drive more than 20km into Geelong. Malanda residents are being presented with a similar scenario, with the closest bank branch in the next town 20km away. Bendigo Bank said customers could still bank at any one of 3500 Australia Post stores. Federal Liberal MP Mary Aldred represents the seat of Monash and the town of Korumburra. 'For many of my constituents, including older Australians, people with a disability and small business owners, face-to-face banking remains essential,' she wrote in a letter to the Bendigo Bank boss. 'Travelling to another town to access a branch is just not feasible for many of your customers.' Ms Aldred urged the bank boss to reconsider the closure and talk to Korumburra residents about the effects. 'The branch is the last remaining bank in Korumburra. The closure will leave the Korumburra community … (with) serious disadvantages for residents and businesses alike,' she said.
