Repeat offender charged with felony credit card fraud and theft
WPD said that an investigation led them to Kenneth Matthews, who had unlawfully obtained the victim's credit and bank cards.
Police said Matthews also used the cards several times charging them to around $1,000 on their cards in just one day.
Matthews also had a prior conviction for unlawful use of personal identifying information and the charges were filed in 2024 on March, stated WPD.

Even though those cases were pending and Matthews was out on bail, California voters passed Prop 36 which was aimed at addressing the retail theft crisis by increasing penalties for repeat thieves, said WPD. The law went into effect on Dec. 18 and after two days, Matthews was arrested during a retail theft blitz operation that was conducted by the California Highway Patrol's Valley Division at Target in Woodland.
Matthews was observed ticket-switching and paying only around $2 for around $200 worth of merchandise. He was stopped by CHP as he left the store with unpaid merchandise and was arrested after a record check revealed that he had numerous qualifying convictions making the conduct a felony charge.
District Attorney Jeff Reisig said, 'California voters have spoken by an overwhelming majority, passing Prop 36 by nearly 70%, calling for change and accountability for repeat theft offenders. This case is just one example that demonstrates the need for the changes that voters have rightfully demanded. The Yolo County District Attorney's Office will continue to fight to ensure that the voters' will is done by holding serial thieves accountable in a meaningful way to combat the retail theft crisis.'
These convictions stem from Matthews' repeated thefts in Yolo County from The Home Depot, and Target, and the unauthorized use of credit cards that belonged to residents in Woodland, said WPD. At many Home Depot stores from July to December 2023, police said he was caught on camera ticket-switching, as he would scan a lower-priced item in place of the expensive item he had chosen.
Home Depot Loss Prevention team caught Matthews scheme who then submitted their reports directly to the Yolo County District Attorney's Office through the FastPass program and charges were filed in 2024.
On March 25, WPD stated that Matthews pled no-contest to retail theft with two or more prior convictions, grand thefts, and unlawful use of personal identity information. Additionally, he admitted to eight prior qualifying convictions.
WPD said per the terms of the plea, Matthews will be sentenced on May 20 at around 9 a.m. at Yolo Superiors Court to three years and four months in local prison.

A Democrat lawmaker was arrested on Monday after being caught shoplifting at a Target store in Bethel, Connecticut. The Democrat lawmaker, who publicly admitted to the incident, blamed the shoplifting episode on being in a 'rush' to bring items to his grandmother in the hospital. According to Bethel Police Department records obtained by the CT Mirror, 33-year-old Connecticut State Rep. Raghib Allie-Brennan was arrested at a Target store in Bethel on Monday and was later issued a misdemeanor summons for 6th-degree larceny. The CT Mirror reported that a Bethel Police Department summary of Allie-Brennan's arrest showed that the 33-year-old Democrat lawmaker was detained by loss prevention personnel at Target. The outlet noted that the Target personnel informed the police that they recognized Allie-Brennan from 'previous unreported larcenies.' According to the police summary, law enforcement officials reviewed security footage that showed the Democrat lawmaker trying to leave the Target location with $26.69 in unpaid items. I was in a rush to bring items to my grandmother in the hospital, the store didn't have bags, and I was juggling multiple purchases. While I do not have a record, I take full responsibility for the error and am working through the legal processes to resolve the matter quickly and respectfully.' The 33-year-old lawmaker added, 'I respect the law and Target's right to enforce their loss prevention policy, and I remain committed to serving my community with transparency and integrity.' In a statement obtained by the CT Mirror, Connecticut House Speaker Matt Ritter, a Democrat, claimed that Allie-Brennan 'recognizes the high standard to which I hold our members and is taking responsibility for inadvertently leaving the Target self-checkout without scanning several items.' Texas Starbucks customer fumes over ‘illegal' joke that barista wrote on her cup: ‘It's offensive'
A Texas Starbucks customer claims she and her culture were the target of an 'offensive' joke written on the lid of her drink by one of the store's employees. Blanca Lopez, who is Hispanic, ordered a horchata latte during a trip with her two daughters to the Starbucks inside the Irving, Texas Target store on June 23, CBS Texas reported. One of Lopez's daughters noticed their mother's cup had a message scribbled in black marker across the clear lid, an abnormality for a company known for writing customer names on the side of its products. 'What do you call a sick eagle?' the cup asked, according to a photo obtained by the outlet. Fraudster who carried around ‘bedazzled' gun sentenced to hard time over identity theft ring conviction
Some criminals live a life of crime — this one led several lives, 26 of them at least, according to federal prosecutors. Jessica Bailey Sowell, 32, of Charlotte, was part of an identity theft ring that used stolen credit cards and fake driver's licenses to wrack up nearly a half-million dollars in debt, according to Russ Ferguson, US Attorney for the Western District of North Carolina. While executing a search warrant in a hotel room where Sowell was staying, federal agents recovered a lavishly decorated weapon: 'a Taurus G3 9mm handgun, bedazzled with sequins on the barrel,' prosecutors added. United States Attorney Sowell ran up other people's tabs buying anything from everyday items at Target and Walmart to high-end clothing and luxury cars during a year-long crime spree across the south, according to officials and reports. 'Sowell created fraudulent identification documents with the stolen personal identifying information, which she used at banks, hotels, and retail stores to obtain money and merchandise, and to rent hotel rooms and cars,' federal prosecutors said. Advertisement 'Over the course of the investigation, law enforcement found letters, bank cards, and checks in Sowell's possession that belonged to at least 26 victims of identity theft,' Ferguson said in a statement. On Monday, she learned her fate. 'Sowell was sentenced to 57 months in prison followed by five years of supervised release for bank fraud, aggravated identity theft, and unlawful possession of a firearm,' according to prosecutors. She was also ordered to pay restitution in the amount of $47,190.25. Authorities also found two handwritten journals with the names and credit information of multiple victims; and 23 driver's licenses from different states with Sowell's photograph, according to prosecutors. During a search of a rental vehicle Sowell was using, investigators found a credit card in the name of an ID theft victim, receipts for merchandise purchased with the victim's credit card, an identity card printer and multiple blank identity cards as well as holographic stickers, prosecutors said. 'The defendants used the stolen identities of real persons… to create identification cards in the victims' names, but with the defendants' photographs,' the indictment states. 'Prosecutors said they opened credit cards at places such as Lowe's, Walmart, Belk, Kohl's and Target, and purchased vehicles from multiple CarMax dealerships in the Carolinas, Tennessee and Georgia.'
