Preamble of Constitution ‘not changeable' but was changed during Emergency, claims V-P Dhankhar
Vice President Jagdeep Dhankhar on Saturday (June 28, 2025) asserted that the Preamble of a Constitution is "not changeable" as it is the "seed" on which the document grows.
He said the preamble of no other Constitution has undergone change except that of India.
"But this Preamble was changed by the 42nd Constitution (Amendment) Act of 1976," he said noting that the words "socialist", "secular", and "integrity" were added.
"We must reflect," he said adding that B.R. Ambedkar did painstaking work on the Constitution and he must have "surely focused on it".
RSS calls for review
His remarks at a book launch event here came after the RSS on Thursday called for reviewing the words 'socialist' and 'secular' in the Preamble of the Constitution, saying they were included during the Emergency and were never part of the Constitution drafted by Ambedkar.
The Congress and other opposition parties have slammed RSS general secretary Dattatreya Hosabale's call for a national debate on whether the terms 'secular' and 'socialist' should remain in the Preamble, terming it "political opportunism" and a "deliberate assault" on the soul of the Constitution.
As Mr. Hosabale's strong pitch for a review of the two words inserted in the Preamble of the Constitution during the Emergency days (1975-77) kicked up a political row, an article published in an RSS-linked magazine Organiser said it is not about dismantling the Constitution but about restoring its "original spirit", free from the "distortions" of the Congress' Emergency-era policies.
Union Minister Jitendra Singh sought to defend the call by the second senior-most functionary of the Rashtriya Swayamsevak Sangh (RSS), saying any right-thinking citizen will endorse it because everybody knows that these words were not part of the original Constitution written by Dr. B.R. Ambedkar.

Baghel accuses BJP of stalling OBC quota implementation
New Delhi, June 28 (UNI) Senior Congress leader and former Chief Minister of Chhattisgarh Bhupesh Baghel today attacked the BJP, accusing it of deceiving the Other Backward Classes (OBC) community while pretending to champion their cause. Addressing a press conference at the AICC headquarters here, Baghel along with senior leaders Anil JaiHind, Jitu Patwari and Harish Chaudhary said, 'The true nature, character, and face of the BJP have now been exposed. Once again, it has been proven that while the BJP showcases the face of the OBC community, it actually betrays their interests.' The former Chhattisgarh CM said that in 1994, fourteen percent reservation was granted to the OBCs, which was later increased to 27 percent during the tenure of then Chief Minister Digvijaya Singh in 2003. He however claimed that the BJP failed to implement this increased quota, even under the leadership of three OBC Chief Ministers—Uma Bharti, Shivraj Singh Chouhan, and Mohan Yadav. Questioning the delay, Baghel said that there are no legal impediments to implementing the reservation. 'When the bill has been passed in the Assembly, approved by the court, and signed by the Governor, what is stopping the government from implementing it?' He also pointed to the unanimous decision of the Chhattisgarh Legislative Assembly on December 2, 2022, to provide 27 percent reservation to the backward classes. Baghel claimed that the Governor had assured publicly that she would not delay the bill if passed. However, despite the bill being sent to the Raj Bhavan on the same evening, the Governor reportedly said she was 'still studying' it, a process that remains incomplete even in mid-2025. 'This ongoing delay is a gross misuse of authority,' Baghel said, claiming that even the Supreme Court has reprimanded this inaction on multiple occasions. Terming the situation as 'deeply unfortunate,' Baghel alleged that the BJP is not only anti-OBC and anti-farmer but also displays blatant disregard for constitutional values. BJP working hard to bring back elected govt in Manipur: Biren Singh
IMPHAL: Former Manipur chief minister N. Biren Singh said on Friday that the Bharatiya Janata Party (BJP) is doing everything it can to restore peace and bring back a 'popular government' in the northeastern state. Our only aim is to end the crisis and bring peace to the state,' he told the media after attending a BJP meeting at Thambal Sanglen in Imphal, chaired by state BJP president A. Sarda Devi. He said the law and order situation has improved and no gunfights have been reported in the last eight or nine months. He praised Union home minister Amit Shah for working day and night to help bring back normal life. Biren also spoke about the serious problems caused by illegal immigration and drug trafficking. 'People are now beginning to understand how dangerous illegal immigrants and drugs are for Manipur and the Northeast,' he said. He added that the BJP has been asking the Centre to speed up the process of forming a new government. 'We want a government that truly represents the will of the people,' he said. BJP Manipur president A. Sarda Devi said the party has already informed central leaders about the people's strong wish to have an elected government. 'The Centre will take the required constitutional steps soon,' she said. When asked about unity within the party, Sarda said, 'Only time will tell. But we believe slow and steady wins the race.' She said that this is not the right time for political competition. 'Elections are not the priority right now. What matters most is peace and stability. We must act according to what the people want,' she added. Speaking on Sambhidhan Hatya Diwas (Constitution Murder Day), Sarda blamed the Congress for the Emergency declared on June 25, 1975. She said during that time, civil rights were taken away, opposition leaders were jailed, and the media was silenced. She explained that the BJP was not yet formed during the Emergency. It was the Bharatiya Jana Sangh that fought against the authoritarian rule. 'People now accuse the BJP of targeting the media, but back then, journalists were arrested and real press freedom was crushed,' she said. Sarda said peace, unity, and responsible governance are the BJP's main goals in Manipur. The party is working hard to bring back an elected government. When asked whether a new government could be formed before the six-month President's Rule ends, she said 'development will be seen,' but gave no clear answer. President's Rule was imposed in Manipur on February 13 after N. Biren Singh resigned as chief minister. Since then, the state assembly has been kept under suspended animation due to ongoing violence and political instability.
