Cayetano pushes for house arrest over ICC Detention for Duterte: 'Compassion Should Apply to All'
Senator Alan Peter Cayetano urged the Philippine government to appeal to the International Criminal Court (ICC) for a house arrest arrangement for former President Rodrigo Duterte instead of full detention while awaiting trial. In an interview with Boy Abunda posted on July 13, 2025, Cayetano said this is not a call for Duterte's release, but for a more humane form of custody—possibly inside the Philippine Embassy in The Hague—in accordance with both constitutional rights and international human rights standards. He emphasized that compassion should not be reserved for allies, saying, 'Even if you don't agree with someone, compassion should still apply.' Cayetano explained that Duterte's legal team had already filed for interim release, a provision allowed under ICC rules and seen in past cases like a Congolese rebel accused of crimes against humanity. The senator also cited Philippine examples such as the special detention of Leila de Lima and Senator Trillanes in military camps. 'Justice must be principled, not cruel,' Cayetano said, warning against a mindset of vengeance. He ended by stressing the importance of calm and compassion as the ICC process continues.

DND reaffirms commitment to 2016 arbitral ruling on South China Sea
The Department of National Defense (DND) reaffirmed the Philippines' commitment to the 2016 ruling of the Permanent Court of Arbitration (PCA) on the South China Sea on Saturday, emphasizing that the landmark decision underscores the importance of upholding international law in maritime disputes. In a statement marking the ninth anniversary of the ruling, Defense Secretary Gilberto Teodoro Jr. said the Arbitral Award remains a clear affirmation of the country's sovereign rights in the West Philippine Sea. 'The Philippines, a nation committed to peace and principled engagement, views this Award not just as a cornerstone of our foreign and security policy, but as an irreducible truth,' Teodoro said. The defense chief emphasized that the arbitral decision, which invalidated China's sweeping claims in the South China Sea, is not merely a legal document, but 'a resounding declaration that the only legitimate guide for the conduct of nations is the rule of law – never the imposition of might.' He further asserted that no degree of external pressure, revisionist interpretation, or geopolitical maneuvering can invalidate that truth. Teodoro also underscored that asserting the country's sovereign rights is not an act of provocation but a duty of the Philippine government. 'Defending our sovereign rights and jurisdiction is not an act of provocation. It is the sacred and fundamental duty of the Republic – an expression of our responsibility to our nation, to the Filipino people, and to the countless generations of Filipinos who will inherit this sacred trust,' he said. Issued on July 12, 2016, the PCA ruling favored the Philippines in its case against China and ruled that Beijing's nine-dash line claim had no legal basis under international law.

Palace on Cayetano's house arrest proposal for Duterte: 'Noted'
Malacañang offered a brief response to a Senate resolution proposing the interim release and house arrest of former President Rodrigo Duterte, saying only that the recommendation has been 'noted.' At a press briefing on Friday, Palace Press Officer Claire Castro declined to elaborate on Sen. Alan Peter Cayetano's proposal. 'Secretary of Justice Boying Remulla has already spoken about the interim release. And if there are such suggestions from Sen. Alan Cayetano, they are noted,' she said. Cayetano on Thursday filed an unnumbered resolution urging the Philippine government to negotiate with the International Criminal Court (ICC) for Duterte's temporary release and transfer to a Philippine embassy for house arrest, citing the former president's deteriorating health and advanced age. 'To grant this for the former president would be beneficial to his health, all while presenting no risk to the integrity of the ongoing trial,' Cayetano said in his resolution. However, Justice Secretary Remulla earlier rejected the request for interim release filed by Duterte's legal team. Duterte, who was arrested and extradited to The Hague in March, remains in custody at the ICC's detention facility at the Scheveningen prison complex as he awaits trial over alleged crimes committed during his administration's controversial war on drugs.
