Financial ombudsman rebuked by MPs over handling of ex-chief's ‘dismissal'

In a report published on Monday, the Commons Treasury Committee criticised Baroness Manzoor for declining to answer its questions about the ousting of Abby Thomas from her role in February.
The peer and chairwoman had been asked by MPs to explain why Ms Thomas had stepped down from her role as chief executive of the Financial Ombudsman Service (FOS) and whether any severance package was agreed.
She declined to do so, saying only that the move had been a 'mutual agreement' and citing her 'duties to safeguard the wellbeing of our employees' and 'protect the interests' of the ombudsman service.
In a letter to the committee on February 19, Baroness Manzoor claimed that 'as a member of the House of Lords, I cannot be required either to attend before the committee, or or to answer its questions,' the report says.
In Monday's report, MPs said that 'although this argument was strictly true' because Commons committees have no power to compel the Lords, 'it was unnecessary and disrespectful'.
Following Baroness Manzoor's letter, the committee ordered the FOS to submit details of any severance deal or financial package and any confidentiality or non-disclosure agreement negotiated between the service and Ms Thomas.
Although the FOS complied with the order, the committee has not published the details, claiming its decision not to do so reflects 'our awareness of the need to balance transparency against fairness to individuals.'
In its report, the committee sums up the reason for Ms Thomas' dismissal as a 'collapse in confidence' driven by 'fundamental disagreements' over strategy and operations between the board and the former chief executive.
'This collapse in confidence covered a broad range of issues and was not driven by a single event or topic,' it says.
'The mutual collapse in confidence led the FOS Board to dismiss Abby Thomas.'
Treasury Committee chairwoman Dame Meg Hillier said the service's failure to block Commons scrutiny should send a 'clear message' to others seeking to frustrate the process.
'I'm afraid that the handling of this situation by the senior leadership of the Financial Ombudsman Service has been deeply disappointing,' she said.
'The attempt to frustrate a House of Commons Committee from scrutinising the actions of a publicly accountable organisation ultimately proved unsuccessful.
'I hope this sends a clear message to any organisation considering similar action in future that Members of the House of Commons will have answers to the questions they ask on behalf of the British public, whether senior officials attempt to block them or not.'
Baroness Manzoor said: 'I highly value the Treasury Select Committee and the important role it plays in holding the financial sector to account.
'I am committed to providing open and transparent evidence to the committee, but there are rare instances when that can be difficult – particularly when it relates to employment matters.
'I have always treated the committee with the utmost seriousness and respect, and I know the Financial Ombudsman Service will continue to work closely with them in the future.'

Deakin University's Professor of Consumer Behaviour and Marketing Paul Harrison told Daily Mail Australia that shoppers needed to remember that the big supermarkets were moneymaking businesses and weren't there to look after shoppers. 'When they say things like they're making things better for you, it benefits them,' he said. 'Music puts us in a good mood to treat ourselves and puts us in a frame of mind where we feel safe. 'We find it hard to resist underlying vices. More upbeat music does get people to spend more on premium items.' Mr Harrison said if a store played sophisticated music, shoppers were more likely to be drawn towards buying 'the more sophisticated version of a brand'. He also said retailers wanted people in and out within 20 minutes, and the faster music helped achieve that target as people generally spent more per minute. Mr Harrison said a 20-minute shop with fast music encouraged people to buy items they may have been normally resistant to. In March, an Australian Competition and Consumer Commission (ACCC) inquiry into the Australian grocery sector found Coles and Woolworths were among the most profitable supermarkets in the world. The inquiry found they used promotions to make it harder for customers to judge whether they were getting a good deal or not. Woolworths customers who sign up to the Everyday Rewards program are offered deals and specials, and even get a $10 voucher for every $2,000 they spend in store. 'It's not much of a reward, but people like to feel like they're getting something,' Mr Harrison said. A Woolworths spokesman told Daily Mail Australia: 'We play music in our stores to make our customers' shopping experience more enjoyable.' 'The music that our customers hear in store is from a vast range of genres and eras to cater for the wide taste of our customers and team members, with a particular emphasis on supporting Australian artists,' he said.

Universities scramble to give out offers so they don't go bust

Universities have made a record number of offers this year as vice-chancellors scramble to fill places amid a spiralling funding crisis. More than two million offers were handed out to people applying for UK undergraduate courses starting this September, up 74,000 compared to last year and marking a nine per cent jump since 2023. It means more than nine in 10 people who applied for British university degrees before the January deadline this year have secured at least one offer. International students saw the highest rise in their overall offer rate, with almost two-thirds – or 64 per cent – of individual university applications proving successful. It is up from 59 per cent last year and 55 per cent in 2023. British teenagers will go into this summer's A-level results day more confident than last year's cohort, as the UK 18-year-old offer rate also rose, although marginally. Students can apply for up to five university courses through Ucas, with 80 per cent of entries from British Year 13 pupils resulting in an offer this year – up 1.2 per cent compared to 2024. It comes despite the application rate amongst UK 18-year-olds declining this year, suggesting universities have been more generous in handing out offers as they clamber to fill seats. Many institutions are grappling with worsening financial problems following a drop in overseas students and years of frozen tuition fees, with The Telegraph revealing earlier this year that a record 43 per cent are now in deficit. Nick Hillman, director of the Higher Education Policy Institute (Hepi) think tank, told PA: 'Universities nearly always prefer to fill their places than to have to close courses or make staff redundant, so I am not surprised that they are in such a scramble for students. 'Universities currently lose money on average on each home student but if you can enrol a few more students on lots of your courses then fewer of your courses will make a financial loss.' The Government announced last year that tuition fees for UK students will rise from September for the first time in eight years. Bridget Phillipson, the Education Secretary, confirmed the annual price of a degree will increase from the current £9,250 to £9,535 to help reverse the eroding value of domestic tuition fees, which have remained frozen since 2017. But vice-chancellors have warned the move will only go a small way in helping universities through the current crisis, after a dramatic drop in lucrative international students dealt a hammer blow to their finances. Universities have been rushing in recent months to boost their attraction to prospective foreign students, who typically pay much higher tuition fees than those from the UK. Ucas data published on Thursday showed the efforts may have begun to pay off, with huge rises in applications from some countries. It includes a 14 per cent increase in applications from the US, which may be in part driven by President Donald Trump's attack on America's top universities. Mr Trump has slashed funding for many elite US colleges, which he claimed have become hotbeds for ideological indoctrination. It has meant many American universities are now under pressure to bow to Mr Trump's demands for fear of losing research grants and other funding. The US leader said he wants to grant the federal government the power to vet admissions and influence hiring, and has also ramped up security checks on foreign student visas. Meanwhile, undergraduate applications from China jumped 10 per cent this year to hit a record 33,870, despite the growing popularity and reputation of Beijing's domestic universities. Nigerian applications to UK undergraduate degrees also rose by 23 per cent, in what will prove a lifeline for UK universities highly dependent on students from the country. There were fears that a Nigerian currency crisis, which pushed the naira to an all-time low against the dollar last year, could deter applications and place some British universities under significant financial pressure. The Telegraph revealed last year that Nigerian students make up more than a quarter of the postgraduate student population at some UK institutions, including Robert Gordon University and the University of Bradford. Ucas data primarily covers undergraduate degrees, but most international students come to the UK to study postgraduate courses. The latest figures suggest overseas students may be increasingly opting for undergraduate degrees in Britain following a crackdown on postgraduates being allowed to bring family members with them. The previous Conservative government imposed a ban on foreign student dependent visas for most postgraduate students, with a small number of exceptions including for PhD students. International students enrolling on UK undergraduate courses are unable to bring family members with them in most cases, but the ban on student dependents may have reduced the attraction of postgraduate courses.

Putin ‘ultimately to blame' for snuffing out 298 lives on downed MH17

Vladimir Putin ultimately bears responsibility for the downing of MH17 by Russian proxy forces over eastern Ukraine 11 years ago, a leading investigative journalist has said. Eliot Higgins spoke on the anniversary of the shooting down of the Malaysia Airlines passenger jet with the loss of all 298 people onboard, including 10 British citizens. The crime was one of the grim milestones in a pattern of hybrid military aggression that tested the West's resolve and ultimately resulted in the all-out attack on Ukraine. Among those being remembered today is Richard Mayne, 20, a student who was on his way to Australia to begin studying as part of his University of Leeds course. Russians Igor Girkin, Sergei Dubinsky and Ukrainian pro-Moscow separatist Leonid Kharchenko have been handed life sentences over the atrocity by the District Court of the Hague but remain at large because Russia refuses to surrender them. Higgins, who founded Bellingcat, was among the open-source investigators who unravelled the circumstances of the tragedy amid a fog of disinformation emerging from Russia. He told Metro: 'Dubinsky and Kharchenko have been pretty quiet in the last few years, unlike Girkin. 'Girkin posted a lot of statements online that criticised Russia's military performance in Ukraine following the 2022 invasion, which resulted in him being imprisoned for four years in 2024 by the Russian government on extremism charges. 'I suspect he would have had an easier time in a Dutch prison. 'As for the responsibility of Putin and the Kremlin, it's clear that Putin allowed the transfer of heavy weapon systems from Russia into Ukraine, so while there's nothing to indicate he ordered MH17 to be shot down, he does bear responsibility for allowing those weapons to be sent to Eastern Ukraine along with Russian soldiers, both in terms of the attack on MH17, and the broader loss of life in the conflict.' Richard's dad Simon has spoken of the day he waved his son off at Birmingham Airport in what would be the last time they saw each other. His son, heading for a year studying in Australia, was due to fly to Amsterdam to catch MH17 onwards to Kuala Lumpur. But as the Boeing 777 travelled over the breakaway Donbas region of eastern Ukraine it was struck by a ground-to-air missile fired by separatists. The Hague-decreed act of murder on July 17, 2014, also claimed the life of Loughborough University student Ben Pocock, 20, from Bristol. Aside from the UK victims, 196 were Dutch with many from other countries, including 43 from Malaysia and 38 from Australia. Eighty were children. Bodies and wreckage landed in fields of sunflowers — which have become a symbol of the tragedy — near Hrabove in the area seized by the rebels. Bellingcat gathered a plethora of time-stamped evidence, including photographs and videos, to show that a Buk missile launcher was transported through the so-called Donetsk People's Republic (DPR) on the day before the jet was shot down. The weapons system was operated by the 53rd Anti-Aircraft Missile Brigade, according to the researchers, who, along with other open source investigators, found images of it in transport. According to Dutch prosecutors, separatists in an agricultural field near the city of Snizhe in Donetsk congratulated each other after firing the missile, believing they had shot down an enemy aircraft. The Hague subsequently sentenced separatist military leader Girkin, commanding officer Dubinsky and executive commander Kharchenko to life imprisonment for murder in absentia and ordered their arrests after the district court trial concluded in November 2022. The court found they had caused 'devastating destruction' with 'unforeseeably serious consequences for the relatives.' The verdicts helped counter disinformation emanating from Russia about how the plane was downed, including alleged eyewitnesses who saw Ukrainian fighter jets in the vicinity at the time the missile was fired. The attempt to pin the blame on Kyiv contradicted earlier Russian media reports about the downing of a Ukrainian military aircraft. 'It gives [the victims' families] a sense of closure, that there's been a serious effort to establish the truth, and that there are convictions based on a thorough legal process,' Higgins said of the verdicts. 'With the amount of disinformation that was pumped out about MH17, having those official investigations helps them draw a line under events, rather than it feeling like an open question that propagandists are happy to answer with their own theories.' The verdicts were followed by the European Court of Human Rights ruling on July 9 that Russia is responsible for the loss of the plane. Kremlin spokesman Dmitry Peskov dismissed the ruling as 'null and void', according to the Kommersant newspaper. The judgement made in Strasbourg is largely symbolic as Russia broke with the court in 2022 and had prior not been complying with its rulings, although it was hailed as 'historic and unprecedented' by Ukraine. More than a decade on, the search for justice continues as Putin pursues his murderous full-blown attack on Ukraine and 'grey zone' tactics across Europe and the UK. In the Netherlands, families of the victims want the wreckage to serve as a reminder for future generations. A national monument already exists near Schiphol Airport. Higgins said: 'Following the convictions in the Dutch MH17 trial and the verdict at the European Court of Human Rights, there is still an ongoing case in the US where the family of a victim was recently given permission to go ahead and sue a Russian bank for enabling separatists in eastern Ukraine to continue their war, which resulted in MH17 being shot down. 'There's also an ongoing debate in the Netherlands about what to do with the wreckage. Some families are hoping for the creation of a museum to house the wreckage and tell the MH17 story for future generations.' Echoes of MH17 reverberated in the Azerbaijan Airlines crash that killed 38 people on Christmas Day. A Russian missile is thought to have brought down the plane as it tried to land at Grozny in Chechnya. Moscow said at the time that an investigation was taking place and it would be 'incorrect to make any hypotheses' before it concludes. Higgins does not see any clear lines connecting the two incidents but does believe there is a lesson for history in the puzzle he helped to solve. More Trending 'I think these incidents are different enough that there's no real pattern behind them, beyond the incompetence of the people operating the missile systems for the shootdown,' he said. 'MH17 was significant because it shows what happens when the West accepts lies told to them by authoritarian regimes in the name of diplomacy. Any authoritarian regime will continue to push at the boundaries of what's acceptable, so they know how much they can get away with before a significant reaction. 'With MH17 the failure to respond firmly to Russia's secret invasion of Ukraine set up the circumstances for the shooting down of MH17, and eventually the official invasion of Ukraine in 2022.'
