This comes in the wake of a court deposition by a daily-wage labourer, who under tight security on Friday claimed that he had personally buried more than 100 bodies in and around Dharmasthala. His identity has been withheld due to security concerns.
In a letter, Chowdhury said: 'In connection with the above subject and statement, a person has recorded a statement in court claiming to have buried hundreds of bodies in the Dharmasthala region.'
She noted that the Women's Commission had taken serious note of both the court statement and media reports aired on July 12, which mentioned the discovery of a human skull and included comments from the family of a missing medical student.
'The Commission has taken the media report and the statement of the man who claimed to have buried bodies very seriously,' she wrote.
'These suggest a disturbing pattern of severe abuse, murders, rapes, unnatural deaths, and disappearances involving several women and students over more than 20 years.'
She also flagged reports from families who had faced inaction from law enforcement. 'Many families have alleged that police did not respond properly when they went to file cases about their missing or deceased children,' the letter said.
Given the gravity of the allegations, Chowdhury called for an independent and high-level probe. 'I therefore request the formation of a Special Investigation Team (SIT) under the leadership of senior police officers to conduct a comprehensive and impartial investigation into cases of missing women and students, unnatural deaths, murders, and sexual assaults that have occurred in the Dharmasthala region over the last 20 years,' she wrote.
The state government has not yet issued a response to the demand.
The daily-wage labourer had first approached Dharmasthala police with a complaint on July 4. He was represented by advocates Ojaswi Gowda and Sachin S Deshpande. On July 10, he was granted protection under the Witness Protection Scheme, 2018. He appeared before the principal civil judge and judicial magistrate in Belthangady around 4.40 pm on Friday, wearing a mask and escorted by his legal team.
Inside the courtroom, he reportedly reaffirmed his claims and gave details about the locations where he said the bodies — mostly of women and young girls — had been buried.
His statement lasted nearly 80 minutes and was recorded in full. He was later taken into police custody for further legal procedures.
His advocates confirmed the witness protection granted to him. 'A communication to this effect was sent to us on the evening of July 10 by the authorities concerned. The complainant conveys his gratitude to the district judiciary, Dakshina Kannada, the police authorities in Dakshina Kannada and the Government of Karnataka for acting expeditiously on the request for witness protection,' the advocates said.

NEW DELHI: The Supreme Court on Friday told the Allahabad high court to expeditiously decide 'out of turn' the appeals in the 1984 ant-Sikh riots cases, emphasising that the four-decades-old tragedy was investigated only upon the court's intervention and any further delay would result in evidence of vital witnesses being lost. 'Keeping that in view, and most importantly the fact that with the passage of time, production of vital witnesses has become a difficult task, we request the high court to take up these matters on an out-of-turn basis and expeditiously,' a bench of justices Surya Kant and Joymalya Bagchi said, The court reviewed the UP government's status report, which indicated that the trial had been stayed in three of the 11 appeals pending in the high court. 'What bothers us is that in the 11 cases where the trials commenced pursuant to the charge sheets filed by the SIT, the high court has stayed the proceedings in three cases,' the bench said. The court stated that it did not wish to comment on the issue, as it might impact the accused's rights, but requested the high court to bear in mind that the investigation into these cases was initiated at the top court's intervention. '..all that we request is that the high court may take up these matters out of turn for their adjudication in accordance with law. We say so for the reason the unfortunate tragedy took place way back in the year 1984 and it is only because of repeated efforts made by this court that the investigations were revived, SIT was constituted and on completion of investigation, the chargesheet has now been filed,' the top court said. The UP government informed the bench that in most cases, the high court has condoned the delay in admitting appeals after a gap of more than 8,000 days. The court directed the state's Advocate General to deploy its best law officers having expertise in criminal law to assist in the hearing of the pending appeals. It further directed its order to be placed before the high court bench for necessary action. The petitioner, represented by advocate Jagjit Singh Chabra, requested the court to monitor further progress of the cases. SImilar monitoring is being done by the top court of appeals pending in the anti-Sikh riots cases pursued before the Delhi high court. The top court's attempts to bring justice to the victims of the 1984 riots had led to the constitution of a special investigation team (SIT) headed by former Delhi high court judge, justice (retd) SN Dhingra who analysed the riot cases that were closed. In a petition by S Gurlad Singh Kahlon, a former DSGMC member, the top court was informed of the shoddy probe conducted by the Delhi police which clubbed multiple murder cases into a single FIR and failed to register separate offences involving sexual assault, murder, etc.

The Special Investigation Team (SIT), led by Director-General of Police Pronab Mohanty, formed to probe the alleged 'sexual abuse, murders and burials' in Dharmasthala, officially took over the case files from the local police on Friday (July 25). Based on a complaint by a former sanitation worker in the temple town that he was allegedly forced to bury several bodies, an FIR was registered on July 4 and SIT was formed on July 19. Sources in SIT said that its first step would be to question the complainant in the case who has been provided protection under the Witness Protection Scheme, 2018. 'The complainant is at the centre of the case and his questioning will be the first step and based on that the next course of action will be decided,' a source said. Meanwhile, the local police had sought permission from the court to conduct brain mapping and narco analysis of the complainant, for which he has to give his consent.

New Delhi, July 25 (UNI) The Supreme Court today expressed dismay over the Allahabad High Court staying trial proceedings in three out of eleven cases related to the 1984 Anti-Sikh Riots, where trials had commenced after re-investigation and filing of chargesheets by a Special Investigation Team (SIT). A Bench comprising Justice Surya Kant and Justice Joymalya Bagchi observed, 'What really bothers is that in 11 cases where trials commenced pursuant to chargesheets filed by SIT, such trials have been stayed by High Court in three cases. "While we do not wish to impact the right of a suspect or accused to avail his/her remedy, including quashing of chargesheet, all that we request the High Court is to take up these matters out of turn and expeditiously for their adjudication in accordance with law.' The Court highlighted that the conclusion of these trials would take reasonable time, and availability of witnesses becomes increasingly difficult with the passage of time. 'It is only with repeated efforts made by this Court that the investigations were revived, SIT was constituted, and chargesheets have now been filed… judicial notice of the fact that conclusion of trial will take some reasonable time… most importantly, availability of witnesses, with passage of time, becomes a difficult task,' the Bench noted. During the hearing, the Court went through a compliance report filed by the State of Uttar Pradesh, which revealed that the contents of one FIR dated November 9, 1984, could not be recovered even by the CFSL. The CFSL report stated that, except for some sections, the rest of the FIR was fragmented. Considering its previous orders and the CFSL findings, the Court said no further action could be taken at this stage, but added that if any duplicate copy or related document is recovered, it should be brought to the Court's notice. Regarding four appeals filed before the High Court challenging acquittals in riot cases, the Court noted from the status report that these appeals were being actively pursued for hearings on the merits. The Bench impressed upon the UP Advocate General to deploy the 'best of the state law officers' having requisite expertise to handle these sensitive matters. In April as well, the Court had directed the State to appear in cases where trial proceedings were stayed and to take all necessary steps for their early disposal. Reiterating its stand today, the Court stated it had no reason to doubt that the High Court would conduct the cases expeditiously and take them up out of turn. Advocate Jagjit Singh Chabra appeared for the petitioners, while Advocate Ruchira Goel represented the State of Uttar Pradesh.
