Bilateral frictions to overshadow Marco Rubio meeting with Indo-Pacific partners

Economic Times01-07-2025
U.S. Secretary of State Marco Rubio hosts his Australian, Indian and Japanese counterparts on Tuesday, seeking to boost efforts to counter China even as trade and other bilateral disagreements introduce friction into the relationships. The four countries, known as the Quad, share concerns about China's growing power, but their ties have been strained by President Donald Trump's global tariff offensive from which none of the Quad members have been spared. Other issues are also putting pressure on relations.
Japan, the key U.S. ally in the Indo-Pacific, postponed an annual ministerial meeting with the U.S. State and Defense Departments that was supposed to be held on Tuesday. Press reports said this followed U.S. pressure for it to boost defense spending further than previously requested.
The Financial Times said last week the demands came from Elbridge Colby, the third-most senior Pentagon official, whom analysts say has also recently created anxiety in Australia by launching a review of the massive AUKUS project to provide that country with nuclear-powered submarines.
India, meanwhile, has differed with Trump's claims that his intervention and threats to cut off trade talks averted a major conflict between India and Pakistan after militants killed Indian tourists in the disputed Kashmir region in April. Rubio hosted a meeting of Quad ministers in his first diplomatic engagement as secretary of state on January 21, the day after Trump began his second term, a move meant to underscore the importance of the Indo-Pacific region. Trump has since been distracted by issues elsewhere, including most recently the Israel-Iran conflict. Tuesday's meeting will be a chance to refocus attention on the region seen as the primary challenge for the U.S. in the future. After a joint session with Quad foreign ministers, Rubio is expected to hold bilateral meetings with Japan's Takeshi Iwaya, India's Subrahmanyam Jaishankar and Australia's Penny Wong. State Department spokesperson Tammy Bruce told reporters on Monday the Quad partners would "reaffirm our shared commitment to a free and open Indo-Pacific. "This ministerial reinforces our joint resolve to defend sovereignty, strengthen regional maritime security and build resilient supply chains," she added. Speaking at an event in New York on Monday, Jaishankar addressed U.S. ties by saying "relationships will never be free of issues," and adding: "What matters is the ability to deal with it and to keep that trend going in the positive direction." Referring to the Quad, he said there were a lot of issues that needed to be discussed in the Indo-Pacific, including maritime security, technology, pandemic preparedness and education. "I think we'll get good results," he said. NO TROPHIES In January, the Quad said officials would meet regularly to prepare for leaders' summit in India expected later this year. Arthur Sinodinos, Australia's former ambassador to Washington now with the Asia Group consultancy, said bilateral issues could overshadow the meeting, from which Washington is keen to see a greater Quad focus on security. "Australian audiences will be looking for clues on the U.S. stance on AUKUS as well as on trade," he said, adding that there also was interest in when Australian Prime Minister Anthony Albanese would secure a first meeting with Trump. Nicholas Szechenyi, a Japan expert at Washington's Center for Strategic and International Studies, said U.S.-Japan ties appeared to have lost momentum since a February summit between Japanese Prime Minister Shigeru Ishiba and Trump. "The two leaders heralded a golden age in U.S.-Japan relations, but there are no trophies to put on the mantle at this stage," he said. "The tariff negotiations are all-consuming, and the Japanese appear exasperated by the administration's public lectures on defense spending." Richard Rossow, an India expert, also at CSIS, said Trump's approach to India on trade and security interests had been "clumsy," but the long-term strategic and commercial reasons for deeper cooperation remained largely unchanged. "So, the chances of further cooperation remain viable, even if the mood is less conducive," Rossow said, while noting the slow pace of staffing senior roles critical to managing day-to-day U.S. dealings with India, with no ambassador nominated and State and Defense department positions also unfilled.

Five TN fishermen arrested by Sri Lankan Navy

Five Tamil fishermen from Rameswaram were arrested by the Sri Lankan Navy for allegedly crossing the International Maritime Boundary Line (IMBL) and fishing in Sri Lankan territorial waters near Neduntheevu (Katchatheevu) in the early hours of Tuesday. According to sources in the local fishermen's association, the fishermen had ventured into the sea on Monday night in a mechanised boat and were fishing near Katchatheevu when they were intercepted by a Sri Lankan Naval patrol. The Sri Lankan Navy personnel took the five men into custody and seized their boat. The arrested fishermen are likely to be taken to Kankesanthurai or Talaimannar, where they will be handed over to local authorities for further legal procedures. This is the latest in a series of such incidents involving Tamil Nadu fishermen being apprehended by the Sri Lankan Navy. In mid-July, seven fishermen from Rameswaram were arrested under similar circumstances, and their boat was also confiscated. They were later remanded to judicial custody in Vavuniya. Earlier this year, in February, 32 fishermen were detained in a single operation, and five boats were seized. The repeated arrests have sparked concern among the fishing community in Rameswaram, who say their livelihoods are being disrupted. 'The sea is our only means of survival. Every time someone is arrested, it creates fear among others,' said a representative of the fishermen's union. Fishermen's associations have repeatedly urged both the Indian and Tamil Nadu governments to take up the issue with Sri Lanka and ensure a long-term solution. They have also called for the retrieval of confiscated boats, which represent a significant financial loss for the families involved. Tamil Nadu Chief Minister M.K. Stalin has in the past written to Union External Affairs Minister S. Jaishankar, seeking strong diplomatic intervention to secure the release of arrested fishermen and prevent such incidents in the future. With tensions persisting in the Palk Strait, the issue continues to pose a major challenge to the safety and livelihood of Tamil Nadu's coastal communities.

"In Q2FY26, it (Torrent Pharma) has also launched gEntresto in the US, which should drive up the momentum in this segment. Growth across Germany is expected to be tepid in coming quarters, as regulatory issue at the supplier's plant will likely take time to estimate revenue/Ebitda/PAT CAGRs of 28 per cent/28.2 per cent/20 per cent over FY25–27 with flattish margin of 32.6 per cent in FY27 boosted by acquisition of JB Chemicals," the brokerage firm stated, while maintaining 'Hold' rating on the stock with a higher target price of ₹3,530 (earlier ₹3,500).

Nifty, Sensex open in red due to consistent FPI selling, US tariff uncertainty

Mumbai [India], : The Indian stock markets opened on a weak note on Tuesday, weighed down by persistent foreign portfolio investor selling and concerns over a delay in the India-US trade deal, which may lead to a 15 per cent tariff. The Nifty 50 index opened at 24,609.65, down by 71.25 points or 0.29 per cent, while the BSE Sensex opened lower at 80,620.25, registering a loss of 270.77 points or 0.33 per cent. Market experts noted that Indian equities are currently in an oversold zone, and while a short-term technical bounce is possible, a sustained rally will likely return only if FPI flows turn positive. Ajay Bagga, a banking and market expert, told ANI, "Indian markets are facing consistent FPI selling, with secondary market FPI sales in July crossing ₹ 36,000 crores. The market is bipolar, with the primary market offering seeing strong interest and promoter selling crossing ₹ 130,000 crores year-to-date. There is no catalyst on the horizon, as the US-India trade deal seems delayed and at a 15 per cent tariff rate at best." He added, "Indian stocks are in a heavily oversold zone and the monthly expiry of a very long July is approaching with a fifth week of weak sentiment, weak positioning and underwhelming earnings. Somewhere a technical bounce will come from these oversold levels, but right now a catalyst for this is lacking. Time to hunker down and wait for things to consolidate. Ten months are over since the last all-time highs. It seems to be a lower-for-longer wait ahead." On the global front, markets shrugged off the US-EU trade deal and focused on a week packed with data on earnings, job growth, unemployment, and central bank actions. Experts noted that markets are experiencing "Trump Tariff ennui," a weariness from repeated cycles of aggressive trade threats, temporary reliefs, and eventual deals settled around the 15 to 20 per cent tariff range. Asian markets were cautious ahead of the outcome of the US-China trade talks in Stockholm, expected to conclude tonight. According to the South China Morning Post, the China tariffs deadline may be pushed by 90 days. Deals with China, Canada, and Mexico are still awaited, while markets are focusing on economic indicators and central bank policy guidance. Back home, in the broader NSE indices, the Nifty 100 was trading flat. The Nifty Midcap 100 index was up by 0.11 per cent, while the Nifty Smallcap index was down by 0.04 per cent. Among sectoral indices, Nifty IT continued its decline, down by 0.36 per cent at the time of filing this report. Other sectoral performers included Nifty Auto, up by 0.06 per cent, Nifty FMCG gained 0.22 per cent, Nifty Media surged 0.34 per cent, Nifty Metal rose by 0.41 per cent, Nifty Pharma gained 0.19 per cent, Nifty PSU Bank up by 0.28 per cent, and Nifty Realty was higher by 0.20 per cent. Akshay Chinchalkar, Head of Research at Axis Securities, said, "The Nifty finished 156 points down yesterday and ended below the crucial 24,700 mark. Technically speaking, the ongoing decline has the 24,400-500 support area in its sights as long as immediate resistance at 25,000 is not challenged. The real test for bulls will be at 24,200 should prices get there." On the earnings front, several major Indian companies including Larsen & Toubro, NTPC, Asian Paints, Varun Beverages, GMR Airports, GE Vernova, TD India, Bank Of India, Apar Industries, Piramal Enterprises, New India Assurance Company, Amber Enterprises India Limited, Star Health & Allied Insurance Company, Welspun Corp, and Deepak Fertilisers and Petrochemicals Corporation are scheduled to announce their Q1 results today. In other Asian markets, Japan's Nikkei 225 index fell by 0.83 per cent, Singapore's Straits Times declined by 0.44 per cent, Hong Kong's Hang Seng index lost 1.25 per cent, Taiwan's weighted index dropped 1.01 per cent, while South Korea's KOSPI index bucked the trend, gaining 0.61 per cent.
