Sarawak secures China energy giants for floating solar

KUCHING: Sarawak takes another step to strengthen its energy security and environmental sustainability with the formalisation of a memorandum of understanding (MoU) with two of China's leading companies to develop a floating solar project at the Bakun Hydroelectric Plant (HEP) reservoir. Sarawak Energy Bhd, in a statement, said that the state's Ministry of Utility and Telecommunication, China Three Gorges International Ltd (CTGI) and Shanghai Electric Power T&D Group Co Ltd signed the MoU at the 2025 International Solar Photovoltaic and Smart Energy Conference (SNEC PV Expo) in Shanghai.
Advertisement 'The agreement sets the framework for the Sarawak government, CTGI, and Shanghai Electric Power to jointly undertake various studies and collaborate on the potential development of a floating solar facility with a capacity not exceeding 1,000 megawatts (MW) on the Bakun HEP reservoir,' the statement said. The signatories of the MoU were Sarawak's Ministry of Utility and Telecommunication permanent secretary Datuk Jafri Lias, CTGI vice-president Zhang Kai Hong, and Shanghai Electric Power vice-president Yang Xing Hai. The state's Deputy Utility Minister (Sarawak Energy and Petros) and Sarawak Energy chairman Datuk Ibrahim Baki represented Premier Tan Sri Abang Johari Tun Openg to witness the ceremony, alongside Shanghai Mayor Gong Zheng and Sarawak Energy Group chief executive officer Datuk Sharbini Suhaili. Abang Johari, in a keynote address for the event, which was read by Ibrahim, said that a strategic alliance with strong industry partners, such as CTGI and Shanghai Electric, would support Sarawak's aim of ensuring energy security and environmental sustainability. 'By 2030, Sarawak targets a 10 gigawatt (GW) generation capacity, and 15 GW by 2035, with renewable sources making up over 60 per cent of the capacity mix. 'With its vast renewable energy (RE) resources, Sarawak has the potential to become an RE powerhouse of the region,' he said. The keynote address further outlined Sarawak's progressive RE policies to accelerate its energy transition, including amendments to the state's Electricity Ordinance, to promote large-scale solar development, consumer-generated electricity, and independent power producer participation. The premier's address also presented the state's approach to solar energy, including solar-hybrid rural electrification, hydrogen-integrated solar systems, and the net energy metering scheme to support solar adoption in housing developments. Sarawak explores smart utilities, space tech in China working visit

KUCHING (July 15): The Sarawak government, through the state Ministry of Utility and Telecommunication, is embarking on a series of technical working visits to China to explore international best practices and advanced technologies in the fields of water supply, electricity supply, telecommunications, and the space industry. Led by its minister Dato Sri Julaihi Narawi, the visit spans from July 14 to 18 and covers the cities of Guangzhou, Shenzhen, and Hainan. 'We look forward to exploring potential partnerships with relevant agencies or companies in Guangzhou, particularly in areas such as capacity building, joint pilot projects, and the adoption of advanced technologies,' Julaihi said in a statement yesterday. The delegation's itinerary includes site visits to key infrastructure and high-technology facilities, such as the Nansha Huangge Smart Water Treatment Plant, Shenzhen Pumped Storage Power Station, Wenchang International Aerospace City, and the China National Space Administration (CNSA). Collaborative meetings with government leaders and department heads across the three cities are also scheduled. As part of the visit, the delegation has successfully conducted site inspections at key facilities in Guangzhou, including the 'Guangzhou Nansha Nanyue Water: Huangge Water Treatment Plant Phase II – Yuehai Kerong Smart Water' and 'Guangzhou Lijiao Sewerage Water Treatment Plant', two of the nation's foremost examples of advanced water treatment and smart water management. 'The visits provided valuable opportunities to study how smart systems, automation, and integrated designs contribute to sustainable and efficient urban water services,' added Julaihi. 'These engagements reflect the ministry's commitment to continuous improvement and innovation in delivering world-class utility services across Sarawak.' Sarawak launches guidelines for competency training, licensing in water supply sector

The launch took place on Friday during the MUT Service Excellence Awards (APC) and Innovation Awards 2024 held at a resort in Santubong. Speaking at the event, State Minister of Utility and Telecommunication, Dato Sri Julaihi Narawi, said the guidelines were introduced to provide a structured framework for accredited institutions to conduct training and examinations for the issuance of Main Layer and Pipe Fitter licences. 'This measure aims to strengthen competency standards and improve the overall quality and efficiency of water supply service delivery in the state,' he said. Julaihi added that the newly introduced guidelines not only serve as a foundation for implementing competency training and examinations, but also contribute to improving the quality of pipe-laying and installation work within the industry. He emphasised that the initiative aligns with Sarawak's effort to bolster the state's water supply sector. 'This forms one of the key criteria to ensure the smooth implementation of water supply projects in Sarawak, as it serves as an important prerequisite, particularly for contractors registered with the Contractor and Consultant Registration Unit (UPKJ),' he said. Julaihi further noted that in response to the increasing demand for skilled manpower, his ministry will continue to expand cooperation with qualified institutions to develop a larger pool of competent workers. 'I believe it is also necessary, where possible, to extend outreach to relevant stakeholders, especially our youth, so we can gather greater participation in training programmes for Main Layer and Pipe Fitter certifications in the near future,' he added. He also said the Sarawak government is also working to increase the number of competent persons in the electricity sector. 'One of the key challenges we face in implementing the Additional Late Applicant Fund (ALAF) across Sarawak is the insufficient number of competent persons available to enable contractors to carry out works effectively across the state.' Awang Tengah: Sarawak shifts focus to value-added exports and green energy leadership

KUCHING (July 2): The Sarawak government is actively pursuing value-added growth and is no longer focusing solely on raw commodity exports, said Deputy Premier Datuk Amar Awang Tengah Ali Hasan. The International Trade, Industry and Investment Minister said the state is now laying the foundation for advanced manufacturing, green economy initiatives and digital-based exports as part of a long-term strategy to build a more resilient and innovation-driven economy. 'We are investing in the future, which is in renewable energy, semiconductors and high-value sectors that will position Sarawak as a major economic force in the region. 'Our focus has thus shifted because we want to go beyond exporting crude oil, gas and palm oil,' he said during his keynote address at the launching ceremony of Sarawak Export Day 2025 held at a local hotel here today. He added that Sarawak is poised to lead the country in green energy development, with active initiatives in hydropower, solar, biomass and hydrogen production. To support this ambition, Awang Tengah said the state has amended its Electricity Ordinance to allow greater investor participation in boosting generation capacity. 'We have set a clear target in which by 2030, we aim to generate at least 10,000 megawatts of electricity, and by 2035, 15,000 megawatts which will all be from clean and renewable sources,' he said. Awang Tengah also mentioned that Sarawak will be developed into a hub for semiconductor manufacturing and aerospace economic activities, reflecting the state's shift towards high-technology industries and global competitiveness. These sectors, he said, offer enormous potential, and Sarawak wants its local players to seize the opportunities and grow alongside global industry leaders. Commenting on investments, he said the state government's message is clear: investment is the cornerstone of Sarawak's future, not only to boost exports and gross domestic product but also to transform the economic landscape, drive technological advancement, and ensure inclusive prosperity for Sarawakians. 'Since 2021, Sarawak has approved over RM102 billion in investments involving 1,180 projects. These projects are expected to create nearly 23,000 job opportunities and open doors for small and medium enterprises (SMEs) to participate in supporting industries,' he said. To further boost global engagement, Awang Tengah said Sarawak is expanding its international trade network, adding that in addition to existing offices in Singapore and Brunei, a new trade office will soon open in Pontianak, Indonesia. Also present during the event were Deputy Minister of International Trade, Industry and Investment Datuk Dr Malcolm Mussen Lamoh, Malaysia External Trade Development Corporation (Matrade) chairman Datuk Seri Reezal Merican Naina Merican and other officials.
