
Citizens' welfare association demands municipal action on garbage charges and community centre access

The delegation raised objections to the "unauthorised" garbage charges being levied by the MC through property tax bills.
"The increase in garbage charges is not only illegal and illogical, but also a cheating practice. Most residents who overpaid last year have neither received refunds nor any adjustments," said SK Nayar, president, CWA.
"Official booklets issued during the tenure of former speaker and MLA Gyan Chand Gupta clearly stated that garbage collection from households was to be a free service, backed by a Rs 2.1 crore investment in vehicles and equipment.
Public statements were also made by him affirming that residents were only responsible for segregating garbage, not paying for its collection," said the delegation.
CWA demanded that MC should stop collecting charges from residents who do not use the service or who rely on private garbage collectors due to irregular or inconvenient MC operations. Residents in upper floors, senior citizens, patients, and working couples often face difficulty managing garbage due to inconsistent MC van timings, which they allege frequently operate after 2 pm or skip days altogether.
The second memorandum addressed the lack of access to community centres. Many centres across Panchkula sectors have been occupied by govt departments, leaving local residents without essential space for events or gatherings. The CWA urged the MC to ensure fair allocation of rooms for RWAs and senior citizen groups; provide exemptions from charges for small functions like birthdays or condolence meetings; and review the current online booking system, which they claim is ineffective and inconsistent.

Concluding the meeting, the delegation demanded that no garbage charges be collected until the service is made reliable and efficient. They also called for immediate refunds of excess fee charged in the previous year and complementary room allotments for community use.

Puri stampede probe report submitted to CM Majhi
Agency: PTI Bhubaneswar, Jul 31 (PTI) Odisha Development Commissioner and Additional Chief Secretary Anu Garg on Thursday submitted the inquiry report into the June 29 stampede near Sri Gundicha Temple in Puri that claimed three lives and left several others injured during Rath Yatra. The report, submitted to Chief Minister Mohan Charan Majhi, comes exactly within the 30-day deadline set for the probe. An official said Garg held different public hearing sessions in Bhubaneswar and Puri before preparing her final report. Apart from the hearing sessions, Garg took note of CCTV footage, video clips, still pictures of the incident, the official said, adding that the development commissioner prepared the report after holding discussions with different stakeholders like the police, administration, servitors, victim families and others. Three persons, including two women, were killed and over 50 others injured in the stampede near Shree Gundicha Temple in Puri during a ceremony related to the Rath Yatra festivities. The incident took place around 4.20 am on June 29 when thousands of devotees had gathered near the chariots parked in front of the temple. The Gundicha Temple, located around 3km from the 12th century shrine, is the aunt's house of Lord Jagannath and his siblings Subhadra and Balabhadra. In the aftermath, the state government initiated a probe to examine crowd management protocols and emergency response measures. Garg was also suggested to make recommendations on how to avoid such incidents in future, an official said. Immediately after the stampede, Majhi announced and ex gratia of Rs 25 lakh each for the next of kin of deceased persons identified as — Basanti Sahu (36) from Bolagarh, and Premakant Mohanty (80) and Pravati Das (42) from Balipatna. The government also removed the Puri collector and the SP and suspended two police officers for dereliction of duty. Though the details of Garg's findings and recommendations are yet be made public, the report will help the government understand the lapses and implement measures for the safety of devotees in future. The cabinet also approved the constitution of a backward classes commission to compile accurate data on the population of backward classes before the finalisation of the reservation roster. The cabinet recommended to governor Shiv Pratap Shukla to convene the monsoon session of the vidhan sabha from Aug 18 to Sep 2. Approval was also granted to a one-time relaxation of two years in the upper-age limit of candidates for the competitive exams of TGT and JBT posts, to be conducted by the Himachal Pradesh Rajya Chayan Aayog. A decision was also taken to reserve one seat per course in all govt, govt-aided and private technical institutions, including ITIs, polytechnics, engineering, and pharmacy colleges, for orphans. The cabinet also gave its nod to initiate the operation of lotteries in the hill state.

Nitish lays foundation stones of road and bridge projects in Muzaffarpur
1 2 3 Patna: Keeping his promises he made during Pragati Yatra in Muzaffarpur earlier this year, CM Nitish Kumar on Thursday laid the foundation stones of several road reconstruction and two bridge construction projects worth Rs 574.16 crore in Muzaffarpur town and its outskirts. Besides laying the foundation stones at a function held in Bhagwanpur Chowk, he also participated in two other functions and inspected the under construction Muzaffarpur bypass road. Two of his ministerial colleagues — water resources minister Vijay Kumar Choudhary and panchayati raj minister Kedar Prasad Gupta — accompanied him. He also held a dialogue with the beneficiaries of various schemes at Teacher Training College, Patahi, where two cheques worth Rs 105 crore and Rs 2.11 crore were given for 5,642 and 201 self-help groups respectively. The CM also interacted with the Jeevika didis. Among the bridges whose foundation stones were laid are a road over bridge with an approach road between Ramdayalu Nagar and Muzaffarpur railway station to be built at a cost of Rs 167.68 crore, and a reinforced concrete cement bridge of 174.24-metre length at Bhattagama Madhurpatti Ghat in Gaighat block, involving an expenditure of Rs 24.28 crore. Additionally, a 7km road from Chandni Chowk to Bakhri road will be completed, involving an expenditure of Rs 89.77 crore. A foundation stone was also laid for widening and strengthening of a 9.7km-long road from the Sheohar-Minapur-Kanti NH-28 to Raghai Ghat road with an investment of Rs 74.18 crore. The projects will be completed by Bihar State Bridge Construction Corporation, and road construction and rural works departments.
