NGT seeks inspection records of all cracker units in Virudhunagar
The directive comes amid a spate of fatal accidents at cracker units. The NGT bench termed the recurring deaths a result of 'systemic regulatory failure' and expressed concern over non-compliance with safety norms. The rising deaths year after year points to gaps in enforcement, the bench comprising judicial member Pushpa Sathyanarayana and expert member K Satyagopal observed, as PESO and state counsels pointed fingers at each other.
The PESO counsel admitted to widespread violations, including illegal sub-licensing and the prohibited use of mobile phones inside factory premises - a clear violation of Rule 10(6) of the Explosives Rules, 2008, which bans ignition sources like mobile phones and radios within 15 metres of areas where explosives are stored or handled.
So far, PESO has cancelled the licences of 10 units and suspended several others. However, the casualty data remains grim. In 2022, 18 people were killed in cracker unit accidents - 12 in PESO-licensed units and six in units licensed by the district magistrate. The toll rose to 39 in 2023, with 35 deaths reported from PESO units. This year alone, 43 deaths have already been recorded, 42 of them in PESO-supervised units.

464 tonnes of illegal sand seized since Jun 10: East S'bhum DC
1 2 Jamshedpur: East Singhbhum administration has seized 464 tonnes of sand, which were illegally mined from the riverbeds in violation of the National Green Tribunal's (NGT) four-month annual ban which came into effect from June 1, officials here said. Deputy commissioner Karn Satyarthi said a special task force (STF), which was constituted to enforce the ban, carried out 15 raids districtwide and seized 464 tonnes of illegally mined sand. Satyarthi on Thursday chaired a meeting with the STF personnel and instructed them to be more vigilant in rural areas like Baharagora and Gurabenda where sand mining by mafias is more frequent. District officials 15 vehicles, being used to transport illegally mined sand, were impounded. Nine FIRs were lodged in connection with the illegal trade activities along with a fine amount of Rs 3.33 lakh collected from offenders. Notably, there is an annual NGT ban on sand mining which is effective throughout the state from June 10 to Oct 15. As per the NGT orders the deputy commissioners of respective districts have been assigned the task for the implementation of the prohibitory orders. The officials have seized 66 vehicles in the past few months in this connection. Satyarthi also called for better coordination between various govt departments when raids are conducted against sand mafias, so that those involved can be weeded out completely. He also directed officials to ensure that in the brick kilns operating in the district no minors are employed. A strict vigil must be kept on the workforce of the kilns as there were allegations that few were violating rules and hiring minors at cheaper rate, the DC added.

NGT seeks full detail from Noida, Greater Noida on encroachment
GREATER NOIDA: The National Green Tribunal (NGT) has directed the Noida and Greater Noida authorities to furnish a comprehensive report detailing the people, properties, and locations involved in unauthorised construction activities in their jurisdictions. The case pertains to a petition filed in March 2024 by environmental activist and former municipal corporator Rajendra Tyagi, who flagged illegal residential and commercial development in 56 villages along the GT Road in Chhapraula region, Greater Noida. (HT Photos) The directive came during a July 28 hearing of an ongoing petition highlighting large-scale environmental violations in the region. The case pertains to a petition filed in March 2024 by environmental activist and former municipal corporator Rajendra Tyagi, who flagged illegal residential and commercial development in 56 villages along the GT Road in Chhapraula region, Greater Noida. These constructions, according to the plea, are being carried out without environmental clearances, approved layout plans, or the mandatory 'Consent to Establish' (CTE) and 'Consent to Operate' (CTO) under the Water and Air Acts. An NGT bench comprising justice Prakash Shrivastava (chairperson), justice Sudhir Agarwal (judicial member), and A Senthil Vel (expert member) noted: 'In terms of the earlier direction, reply affidavit dated March 26, 2025, has been filed by Noida. In that affidavit though it is vaguely stated that action has been taken against such illegal construction but details of the persons/projects/properties/places against whom action has been taken have not been disclosed.' It observed that the affidavit submitted by the Noida authority failed to clearly present the scale of illegal activity or the action taken. The photographs annexed with the affidavit dated much prior to the filing of the petition. Similar directions were issued to the Greater Noida authority and the district magistrate, Gautam Budh Nagar, to file detailed affidavits on the steps undertaken to check such illegal constructions. The tribunal also asked the District Ground Water Management Council to place its response on record. The UP Pollution Control Board has also been instructed to conduct an extensive inspection of the affected areas, and identify projects violating environmental norms. During Monday's hearing, advocate Akash Vashishtha, appearing for the petitioner, alleged an 'active collusion' between private developers and local authorities. 'Colonies have been developed barely five kilometres from the tehsil office. Sale deeds are being executed illegally, agricultural land is being converted without permission, and there is zero infrastructure for sewage,' he submitted. The NGT had earlier restrained all unauthorised construction in the region in its December 2024 order and had issued notices to multiple stakeholders in April 2024. The petitioner claims that over 20,000 hectares of arable farmland in Greater Noida have already been encroached, while a similar scale is being used for illegal plotting in Noida. The matter is scheduled for further hearing on October 8, 2025.

Vasundhara man demands over Rs 5 lakh from Ghaziabad civic body after ‘waterlogging damages' his Mercedes GLA 200d
A Vasundhara resident has sent a legal notice to the Ghaziabad Municipal Corporation seeking over Rs 5 lakh in damages after his Mercedes-Benz GLA 200d was allegedly damaged due to severe waterlogging in the area. The complainant also sought urgent corrective measures to clean and restore all drainage systems in Vasundhara and surrounding areas, giving the municipal commissioner 15 days to respond in writing, failing which he has warned of legal action. Demanding the full cost of repair, besides Rs 5 lakh towards mental agony and harassment, the complainant, Amit Kishore, a resident of Vasundhra's Sector 11, alleged that the waterlogging was the result of 'blocked drainage systems, uncleaned nullahs, and unchecked illegal encroachments', all of which fall under the municipal body's purview. According to the legal notice dated July 26, when Kishore was driving from Lajpat Nagar to Vasundhara on July 23, his 'Mercedes GLA 200 D was severely damaged after being submerged in logged water caused by the municipal authority's inaction and mismanagement'. The notice, issued through Kishore's lawyer Prem Prakash, added, 'The water logging was so extensive that vehicular movement became impossible and my client's car remained stranded, leading to mechanical and electrical damages.' It further stated that despite multiple complaints made by Kishore and other residents, no effective steps have been taken so far to address the drainage issues in the locality. Kishore, through his legal counsel, claimed that continuous efforts were made for several hours to start the vehicle but, eventually, a crane had to be arranged after which the car was towed to the Mercedes Service Centre in Noida for repairs. The legal notice also accused the Ghaziabad civic body of allowing illegal encroachments to flourish in the area, especially on public drains and open land meant for water runoff. Despite the direction by the National Green Tribunal (NGT) to remove the encroachments on the drain, no action has been taken, the notice said. 'There is explicit and credible information that your office has deliberately failed to act against illegal encroachments that obstruct drain outlets, and in some instances, municipal officials have even facilitated or protected such encroachments, directly violating the law and public trust,' it said. Responding to the legal notice, the civic officials said Kishore was a serial complainant. 'He has tried to tarnish the image of the corporation for personal reasons. The photo of the vehicle shown by Amit Kishore in his complaint, which had a Delhi number, clearly showed that there was no water even on the tyres,' read the official statement issued by the Ghaziabad Municipal Corporation. 'It has not been certified by any expert that the vehicle was broken down due to rainwater logging. No other such case has been reported in the city,' the statement said.
