Developers have a new plan for the heart of a Bay Area mountain after facing opposition

A developer no longer plans to build a giant warehouse on the site of an aging quarry on San Bruno Mountain – but the revised proposal includes a data center and advanced manufacturing facility instead.
Orchard Partners LLC unveiled the downsized plan at a community meeting in Brisbane this week in an effort to appease environmentalists who raised concerns about noise, traffic and adverse impacts on the mountain's endangered butterfly species.
Instead of the 1.3-million-square-foot, three-story warehouse proposed last October, the developer is now proposing a pair of two-story industrial buildings totaling about 900,000 square feet. One building would house the data center, while the other would host a combination of warehouse space and advanced manufacturing.
'We came back with something that's materially smaller and has materially fewer truck trips,' said Don Little, a partner at the Lafayette-based real estate company. 'I think in all respects we've touched on and addressed the key issues that we were told about.'
But some environmentalists say the revisions are just fiddling around the margins of what they see as a fundamentally flawed project, and they have vowed to keep fighting it.
'To us, it's not really as much about the type of industrial use — it's that there will be an industrial use in a place that has potential to be a mountain again,' said Ariel Cherbowsky Corkidi, executive director at environmental nonprofit San Bruno Mountain Watch. He also said the downsized proposal is 'still a really massive project that's inappropriate for the site.'
The project would retain the planned 62-acre footprint, with 36 additional acres annexed to Brisbane and protected under a conservation easement, and another 46 acres offered to San Mateo County as conserved habitat. The semi-idle Guadalupe Quarry, which since 1895 has supplied stone for construction projects including San Francisco International Airport, would be permanently shut down to make way for the facility.
Developers say the new proposal cuts back disruptive truck traffic while offering Brisbane just as many benefits as the original project; both projects, they said, would create more than 1,000 jobs and generate around $1 million in annual tax revenue for the city of roughly 5,000. Orchard Partners would also contribute $1.8 million to the San Bruno Mountain Habitat Conservation Plan, which funds efforts to manage habitat for the mountain's endangered butterfly species.
With the swap from warehousing to data farming and advanced manufacturing, the expected jobs created would be 'distinctly different and probably more modern, maybe more in keeping with the Bay Area,' Little said. Developers say the switch responds to acute demand for the facilities on the Peninsula, and to residents' desire to create more high-skilled jobs than a warehouse would.
But environmentalists say the switch to manufacturing raises fresh concerns.
'I don't know what they're going to produce or what kind of pollution that would entail,' said Del Schembari, a co-founder of local group Mountain Butterfly Collective, who has been rallying Brisbane residents against the project.
Developers said they can't speculate on what types of manufacturing might be sited in the facility because tenants have not been identified yet.
Orchard Partners had hoped the project would go before the Brisbane City Council early next year, but that timeline will now be pushed back, Little said. The firm plans to formally withdraw the original proposal and submit the new one in the coming months.
Then, the city will determine if the proposal warrants a new environmental impact report, a process that would take months, said Brisbane community development director John Swiecke. City staff were in the process of reviewing more than 400 pages of public comment attached to the original report, but they paused the work after Orchard Partners said it might change course. Environmentalists contend that the first report was itself deficient and failed to consider a range of negative impacts.
Little said the proposal has changed substantially enough that conducting a fresh report would be 'likely.' The developer would also need to secure a range of county, state and federal permits, all of which are pending, he said.
Some environmentalists raised concerns that the revised project could be exempt from environmental review under the reforms state legislators passed this week to the California Environmental Quality Act, which include waivers for advanced manufacturing.
Swiecke said he could not say whether the project would be exempt until city staff reviewed the CEQA reforms carefully and until they have the developer's formal proposal in hand. Developers said the possibility for a CEQA exemption did not factor into the decision to switch to advanced manufacturing.
When presenting the new proposal at Monday's meeting, Little said, he wasn't sure how community members would react, but he came away 'with some new optimism.'
'What we got, and what we have now, is a lot of authentic open channels with the community,' Little said, 'and we're going to absolutely continue this level of exchange all the way through.'
Environmentalists showed no signs of backing down.
Corkidi, who called the new plan 'a humorous letdown,' said his ultimate goal is to end all industrial activity on the mountain and allow a 'true recovery' of the quarry. That would require a land trust or other entity to purchase the site, since it's privately owned. Corkidi said he did not yet know how that would happen, but that he hoped successfully blocking the redevelopment project would 'change the dynamic' and encourage developers to sell the land.
'Our current aim,' he said, 'is to prevent this inappropriate project from happening and keep the opportunity alive for something different to happen.'

Plane-leasing companies that seized four aircraft from Flair Airlines in 2023 are seeking damages from the budget carrier, alleging it failed to make rent payments by the deadline and ignored repeated default notices. The allegations were detailed in a statement of defence and counterclaim for US$30.9 million filed in Ontario Superior Court on June 26. In March 2023, Flair Airlines filed a $50-million lawsuit against Irish-based Airborne Capital Inc. and a trio of affiliated leasing corporations, alleging they 'secretly' found a better deal for the Boeing 737 Max aircraft with a third party and then set up Flair for default. Flair said at the time it received no notice over the 'unlawful' seizures, which took place at airports in Toronto, Edmonton and Waterloo, Ont., precluding the airline from alerting or rebooking customers. The airline then found itself down by more than a fifth of its 19-plane fleet, forcing it to cancel multiple flights. 'The lessors sent agents to seize the aircraft in the middle of the night as passengers were boarding planes for spring break vacations,' Flair's statement of claim said. But Airborne Capital has said that Flair 'regularly' missed payments over the previous five months, prompting the plane seizures, and that it had been in regular contact with Flair's representatives about its obligations. None of the allegations in Flair's lawsuit or the countersuit have been tested in court. In new court documents, the lessors deny any breach of contract or duty to act in good faith, saying the seizures were necessary to protect the value of the aircraft. They said the seizures took place at Canadian airports to avoid stranding passengers overseas and were timed overnight to prevent disruption during busier daytime hours. 'Flair's action is an attempt to recover self-inflicted losses arising from its own defaults,' the countersuit stated. 'For months, Flair failed to make rent and other payments when due under the leases. It ignored repeated default notices in which the lessors expressly reserved their rights and remedies under the leases, including to terminate the leasing of the aircraft and repossess the aircraft.' The leasing companies said they 'repeatedly advised that the continuing arrears were unacceptable.' They also denied that the seizures were related to a more profitable deal with a third-party. 'In fact, it took the defendants several months and significant cost ... to re-market and restore the aircraft to a suitable condition before they could be re-leased or sold,' the document stated. 'Two aircraft required major repairs because one or more of their engines were unserviceable due to defects uncovered post recovery from Flair.' In a statement, Flair CEO Maciej Wilk called the counterclaim a 'predictable response' to Flair's lawsuit. 'The company does not comment on active litigation, but would like to point out that the claims in question relate to events that occurred over two years ago,' Wilk said. 'Flair continues to maintain and cultivate productive and positive relationships with all of its stakeholders, including its customers, lessors and other industry partners and remains focused on executing its strategy and commitment to be Canada's most reliable and affordable airline.' This is a significant development for Broadcom, whose chips are widely used in devices worldwide. Imposing tariffs on EU goods could lead to higher costs and weaker demand, potentially creating headwinds for the company. A resolution on this front would help mitigate that risk. Strong Financials, Premium Valuation Fortunately for Broadcom, its solid financial position provides a cushion against potential cost pressures. As TipRanks data shows, the company holds $9.47 billion in cash and short-term investments and has been steadily reducing its debt, giving it the financial flexibility to navigate rising expenses if needed. As is often the case with stocks carrying high earnings expectations, AVGO trades at a substantial premium. Its price-to-earnings (P/E) ratio stands at 99.5, well above the IT sector median of 29.38. To be fair, a portion of this premium appears justified: Broadcom is delivering exceptional revenue growth of 33.85% year-over-year, more than five times the sector median of 6.34%, mainly driven by demand for its AI chips. However, with such lofty expectations baked into the stock, any slowdown in growth could leave it vulnerable to a sharp correction. Is Broadcom a Buy, Sell, or Hold? On Wall Street, AVGO boasts a Strong Buy consensus rating, based on 27 Buy, two Hold, and zero Sell ratings over the past three months. AVGO's average stock price target of $293.80 implies an upside potential of ~7% over the next twelve months. Last month, Morgan Stanley analyst Joseph Moore assigned a Buy rating on AVGO stock with a price target of $270. He expressed optimism regarding Broadcom's growth potential in AI, noting that the 'anticipated acceleration in processor sales and the continued strength in networking are expected to drive future performance.' Meanwhile, Bank of America analyst Vivek Arya has upped the ante with a price target of $300 alongside his Buy rating. In addition to Broadcom's diverse product portfolio and potential in AI, the analyst lauded the company's 'blend of capital appreciation and consistent dividend growth.' Broadcom's AI Edge Brings High Expectations Wall Street's optimistic view on Broadcom (AVGO) appears well-founded. The company is capitalizing on strong macro tailwinds—particularly rising demand for AI—and continues to show solid improvements in its core business fundamentals. The recent delay in proposed EU tariffs has further lifted investor sentiment, helping propel the stock to all-time highs. Broadcom's longstanding leadership in networking technology also positions it as a key player in transformative areas like AI and 5G—an advantage that won't be easily replicated by competitors. That said, the stock carries its share of risk. Its elevated valuation—reflected in a P/E ratio approaching 100—assumes a high level of continued success. Any unfavorable developments on the trade front, particularly around EU tariffs, could weigh on the stock. Additionally, if demand for AI infrastructure were to slow, Broadcom's growth trajectory could face meaningful pressure. Overall, given Broadcom's critical role in powering AI infrastructure and its diversified technology portfolio, I remain bullish on AVGO.

On July 2, the Louisiana-based HBCU introduced the Grambling Research and Resource Foundation, known as GR2. This new nonprofit aims to accelerate the university's push toward R2 classification, deepen its research efforts, and create long-term financial stability. The foundation is a core part of Grambling State's upcoming 2026 strategic plan, which emphasizes innovation, graduate education, and strategic partnerships. By establishing GR2, the university signals a clear intent to lead among HBCUs in research, resource development, and academic excellence. "GR2 is the engine behind our next chapter," said Dr. Martin Lemelle Jr., President of Grambling State. "It represents not just a commitment to excellence, but a belief in the transformational power of HBCUs to lead in discovery, technology, and equitable access." Grambling State has seen consistent growth in fundraising over the past few years. For example, its most recent 1901 Day of Giving generated a record-breaking $711,907. Annual campaigns have also shown increased participation, reflecting stronger engagement from alumni and supporters.
