Stray dog attack on livestock: Tamil Nadu farmers to meet Chief Secretary
The killing of livestock by stray dogs has emerged as a major issue across the state, the worst-hit being farmers and public in Tiruppur, Erode, Chengalpattu, Cuddalore, Dindigul, Erode, Karur, Mayiladuthurai, Nagapattinam, Namakkal, Perambalur, Ramanathapuram, Salem, Tenkasi, Thanjavur, Theni, Thoothukudi and Tirunelveli districts.
However, farmers in Tiruppur and Erode districts have been demanding for over a year a permanent solution to this problem. They expect appropriate compensation from the government for livestock killed by stray dogs.
In response to protests by farmers and recommendations of the two district collectors, the state government issued an order on March 21 ordering allocation of funds from the Chief Minister's Relief Fund to provide relief to owners of livestock killed by stray dogs in the six months preceding the date of the order. However, the order denied any compensation under the State Disaster Mitigation Fund.

BHUBANESWAR: Hours after the death of the girl student of FM (Autonomous) College at AIIMS-Bhubaneswar, Chief Minister Mohan Charan Majhi, his ministers and officers went into a huddle to chart out a course of action to tackle the fallout on Tuesday. The chief minister, who accompanied President Droupadi Murmu to Cuttack in the morning to attend several programmes, returned to the state capital in the afternoon and held a series of high-level meetings. Again, after seeing off the President at the airport in the evening, he rushed to the state BJP office and held a meeting with top party functionaries, which lasted for more than two hours. Earlier in the morning, Majhi announced an ex gratia of Rs 20 lakh from the Chief Minister's Relief Fund to the next of the kin of the victim. The 20-year-old girl, who set herself ablaze on July 12 outside the principal's office on the college campus, was declared dead late on Monday night by the authorities of AIIMS-Bhubaneswar. Expressing grief over the student's demise, the chief minister assured the family that the accused in the case will be given the strictest of punishment. 'I have personally instructed the officials concerned on this. The government stands firmly with the family,' he said. Union Education minister Dharmendra Pradhan also expressed deep grief. Meanwhile, sources said the meetings held by the CM took note of the quick action taken by arresting the principal and the assistant professor of the college and provisioning best of treatment for the victim. While endorsing the action of the government, there was unanimity on expanding the scope of the investigation to bring each and everyone involved in the incident and its run up under its purview.

CM resolves 10k grievances in 11 sessions
Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi has resolved more than 10,000 public grievances during 11 rounds of hearings since assuming office, the CMO said on Monday. According to a statement from the Chief Minister's Office (CMO), 10,132 out of 10,894 grievances received so far have been addressed — a resolution rate of 93 per cent. The remaining cases are currently under process, it added. Accompanied by a team of seven ministers and senior officers, Majhi on Monday held the 12th session of the Chief Minister's Public Grievance Hearing since assuming office in June last year. The Chief Minister and his team heard grievances of around 1,000 people during the day, the statement said. Continuing his practice, the Chief Minister first met and heard the grievances of persons with disabilities (PwDs) before proceeding to listen to other petitioners in the chamber. 'The Chief Minister directed department secretaries present at the hearing to take immediate steps to resolve the issues raised,' the CMO stated. A single-window mechanism has been established to ensure immediate disbursement of medical assistance to patients suffering from critical and life-threatening diseases, under the Chief Minister's Relief Fund (CMRF). Majhi approved Rs 9.50 lakh in assistance for 10 persons requiring urgent medical care. So far this year, Rs 53.50 lakh has been provided to 48 beneficiaries through this streamlined process. Ministers Suresh Pujari, Mukesh Mahaling, Bibhuti Bhusan Jena, Nityananda Gond, Krushna Chandra Patra, Pradeep Bal Samanta and Ganesh Ram Singkhuntia accompanied Majhi during the session. In May, the Chief Minister had stated in a post on X that, 'In a people's government, the highest priority is given to resolving people's problems. The complaints of common people were heard at the new grievance centre at Unit-2 in Bhubaneswar. Officials have been directed to take immediate steps to resolve their problems for the benefit of the complainants.'

Disaster response: UP submits proposals to Finance Commission, urges rule revision for funds
Lucknow, Highlighting disparity between death counts under state-notified disasters and the nationally recognised ones, the Uttar Pradesh government on Wednesday said it has submitted a series of proposals to the 16th Finance Commission to fortify its disaster response and mitigation mechanisms. Key among these proposals is the request to revise the rules governing the State Disaster Response Fund and the State Disaster Mitigation Fund to ensure faster and more effective relief for disaster-affected citizens, it said in a statement. "The government has strongly advocated for the inclusion of state-notified disasters, such as heatwaves, lightning strikes, unseasonal rains, storms, snakebites, and drownings, in the national list of recognised disasters," it said. "This push stems from the reality that these incidents disproportionately impact Uttar Pradesh. For instance, in the financial year 2024-25, 4,534 deaths were reported due to state-notified disasters, compared to 176 from nationally recognised ones," the government said. According to the statement, Chief Minister Yogi Adityanath has personally taken the lead in urging the central government to acknowledge the severity of these challenges and to extend appropriate support. In line with this, the state has proposed increasing the permissible expenditure limit for state-notified disasters from 10 per cent to 25 per cent, reflecting the scale and intensity of their impact, it said. Another notable recommendation seeks to allow flexibility in fund allocation by permitting inter-head budget transfers within disaster funds. This would ensure optimal utilisation of resources, especially in cases where certain allocations remain unspent, it noted. Additionally, the state said it has requested approval to construct dedicated buildings for District Disaster Management Authorities in every district — a move currently not permitted under existing SDRF and SDMF guidelines. A demand has also been made to allocate 1 per cent of the fund for administrative expenses, which would support the creation of a more robust and responsive administrative framework for disaster management.
