Brentford made an offer on Monday evening.
However, it is understood that the bid was well below the release clause.
Hutchinson, 21, completed a permanent £22.5m move to Portman Road from Chelsea a year ago after a successful loan stint in Suffolk.
The £35m clause came into effect after Ipswich's relegation back to the Premier League.

In the same way, Liam Delap's £40m release clause was reduced to £30m once Ipswich suffered the drop.
Ipswich manager Kieran McKenna, hopeful of bouncing back to the Premier League at the first attempt, is keen to keep hold of Hutchinson.
The forward starred for England against Germany in the final of the European Under-21 Championship.
If Tuesday's deadline passes without Brentford triggering the release clause, Ipswich will fancy their chances of keeping Hutchinson.

The Egyptian international did not travel with Ipswich to Austria on Monday for their pre-season training camp.
The defensive midfielder is being allowed to leave even though he has one year left of his current deal.
Meanwhile, Ipswich have just spent £7.8m to sign his replacement, Azor Matusiwa, from French side Rennes.

Yoane Wissa makes decision with Man Utd and Arsenal 'looking' at deal
Brentford star Yoane Wissa wants to leave the club this summer despite the club being willing to open talks over a new deal, according to reports. Newcastle United, Tottenham and Nottingham Forest are all attempting to sign the DR Congo international before the start of the 2025-26 campaign. The Bees, understandably, want to keep hold of the 28-year-old forward, especially with Bryan Mbeumo expected to move to Manchester United. But the BBC report that Wissa – who scored 20 goals last term across all competitions – would prefer a move away from Brentford this summer. Wissa's decision comes after Stuart Pearce claimed that United were 'looking' to sign the player before the new Premier League season starts. Wake up to find news on your club in your inbox every morning with Metro's Football Newsletter. Sign up to our newsletter and then select your team in the link so we can send you football news tailored to you. 'There's no doubt Manchester United and Arsenal would have been looking at Wissa,' Pearce told BoyleSports, who offer the latest Premier League odds, earlier this week. 'When you look at the season he had last year, he was magnificent. The goals he's delivered while playing with width and playing down the middle as well. 'That's a major asset for any football club and the fact that Nottingham Forest have moved the odd player on recently, along with other sides in the division, you would think that by the time the season starts, he might well have moved on [from Brentford].' Meanwhile, Peace has also shared his thoughts on Arsenal's £50m deal to sign Noni Madueke, which was officially announced on Friday. Madueke has been forced to deal with somewhat of a toxic reaction from some Arsenal fans, who are adamant the club have made a big mistake. Peace, though, feels it's a positive move for the Gunners. More Trending 'If Noni Madueke rips it up for Arsenal, £50million will look very cheap, make no mistake about that,' he added. 'I think at the moment, both teams can lay claim to having a good deal, he's 23-years-old so £50million in the run of things gives Arsenal another dimension as well. 'From Chelsea's point of view, if they stop piling too many players to recoup £50m, I think both teams have got a decent deal. Sometimes that happens. It's not always one's got a good deal, one's got a bad. 'I would say in this respect, both of them have got a reasonable deal they're both happy with.' Why Man United were made to wait to agree fee for key transfer target
Manchester United are close to finalising the signing of Bryan Mbeumo from Brentford in a deal potentially worth up to £71m. The agreement includes an initial payment of £65m, with an additional £6m in performance-related add-ons. Mbeumo, who netted 20 Premier League goals last season, had made it clear that Old Trafford was his preferred destination, despite interest from Newcastle and Tottenham. This transfer represents a club record sale for Brentford and will be the most significant acquisition under Ruben Amorim 's tenure at United. The deal was secured after weeks of negotiations, with United submitting a third offer to meet Brentford's valuation, which was benchmarked against other recent player sales.

Thomas Frank admits perfect 20-year career record is at risk after taking Tottenham job under trigger-happy Daniel Levy
Click to share on X/Twitter (Opens in new window) Click to share on Facebook (Opens in new window) THOMAS FRANK has never been sacked before — but knows that proud record is at 'risk' now he is working for Daniel Levy. The Dane became the 14th permanent manager of chairman Levy's quarter of a century running Spurs when he succeeded Europa League-winner Ange Postecoglou last month. 4 Thomas Frank is risking a proud record at Tottenham Credit: Shutterstock Editorial 4 He joined Spurs after a great spell at Brentford Credit: PA 4 He has never been sacked in his 20-year managerial career Credit: Getty He was finally unveiled 36 days on from his appointment and hit with questions on a number of burning issues. What is going on with captain Son Heung-min? What about Cristian Romero? And where are we at with the pursuit of Nottingham Forest star Morgan Gibbs-White? He remained tight-lipped on a number of 'good questions', as he put them, and certainly went nowhere near any potential incoming transfer business. It felt quite a guarded first session with the media from the former Brentford boss. READ MORE ON FOOTBALL RED ALERT Nottingham Forest plotting sensational swoop for Man Utd outcast Sancho But one answer that did reveal the wit and charm he so often displayed at the Gtech came early on, when asked if Levy's trigger-happy record with managers worried him. After all, Spurs had sacked five bosses during Frank's near seven-year stint with the Bees. The 51-year-old replied: 'Only five? I like to challenge myself. 'I have the privilege of having never been sacked before. That is one of the reasons why I took the job. I get a little bit more risk in my daily life! 'Coming to a big club, there are pressures. We need to perform, because it is 'we'. It's me, it's the staff, the players and everyone — we need to do that together. I like the ambitions. It's for the long run.' Daniel Levy reveals he wants Tottenham to win Champions League AND Premier League under 'super' Thomas Frank Frank started his managerial career at Boldklubben of 1893 II back in 2004 before taking over the youth side of Lyngby BK in Denmark. He then worked his way up the youth sides in the Denmark set up until he was appointed as Brondby IF manager in 2013. After three years at the club he made the switch to England and took over Brentford and helped the club reach and stay in the Premier League. Levy ruthlessly sacked Postecoglou last month despite the Australian landing the club's first trophy in 17 years by beating Manchester United in Bilbao to win the Europa League. 4 Postecoglou paid the price for an awful Premier League campaign which saw the club finish 17th. And Frank stressed how he must make a squad robust enough to fight on four fronts this season, including the Champions League. Levy said last month that winning the Europa League was not enough, that he has set his sights on winning the Prem and Champions League. Though there was no timeframe put on that lofty goal, some may argue it is unrealistic, given the competition Spurs are up against. Title-winners Liverpool splashed out £100million on Florian Wirtz, while Chelsea, Manchester City and Arsenal are all investing heavily. Spurs paid West Ham £55m for Mohammed Kudus and are willing to exceed that with Gibbs-White. Even so, Levy's target is a stretch. Frank said: 'I share his ambitions for the club. A club of this size should have that ambition. How far away we are is very difficult to say. 'But we should throw it forward and go for it. No doubt that needs to be the aim for the future. 'What are the odds for us winning the Premier League this season? I'm not allowed to gamble either . . . so I think we're probably not favourites. 'Probably three teams at least are ahead of us — but we will do what we can to build a strong and competitive team.' Frank still has a number of players working their way back from injury but revealed playmaker James Maddison, who missed the end of the season with ligament damage, is closest to returning and is 'part-training with the team'. Asked about the pursuit of fellow No 10 Gibbs-White, Frank replied: 'I will not speak about players who are not mine. 'I think I have two exceptions, and they are getting older... Ronaldo and Messi.'
