County identifies top crash areas in new plan to eliminate fatalities
Between 2019 and 2023, the county experienced 3,675 crashes on non-interstate roads with 220 incidents resulting in fatal or serious injuries, according to planning office data. The driving force behind the goal came from the county's current comprehensive plan, adopted in 2024, known as Crawford Inspired.
To improve public health and quality of life in the area, the plan engaged various stakeholders and community members. Residents reported improved pedestrian, biking and road safety as a necessity. Now, the Safety Action Plan (SAP) provides a comprehensive strategy to enhance safety by identifying systemic safety challenges and 10 high-risk areas in the county. Then, it can establish clear implementation strategies.
Crash data from the Pennsylvania Department of Transportation (PennDOT) revealed that 82 percent of severe crashes in the county occurred on just 16 percent of roadways and interstates, leading to a much more location-focused plan of attack. By identifying the top crash locations — like State Route 18 in Conneaut Lake and State Route 27 in Titusville — the county can develop targeted countermeasures.
Data also showed that speeding and alcohol impairment while driving were among the highest factors of severe crashes, and one group — motorcycles, all-terrain vehicles, and horse and buggies — were significantly overrepresented in severe crashes. That data will inform decisions down the road.
'We had a steering committee of 13 individuals including the townships association, boroughs association, CATA [Crawford Area Transportation Authority], folks from PennDOT, Ernst Trail group, the two cities had representation on it and this would allow us to move forward with unlocking some state and federal funding as well as addressing 10 of the most serious/fatal accident locations in Crawford County,' Planning Office Director Zachary Norwood explained to Crawford County commissioners during a work session Wednesday.
Norwood told The Meadville Tribune that the plan is catered to adhere to the federal Safe Streets and Roads for All (SS4A) grant program. Established under the Infrastructure Investment and Jobs Act of 2021, SS4A must appropriate $5 billion from 2022 to 2026 for regional and local initiatives that prevent roadway fatalities and injuries. According to the U.S. Department of Transportation's website, $2 billion of that money remains up for grabs.
'We crafted a plan in alignment with that program to address the concerns and issues we are facing,' Norwood said, noting that there are state programs that they will be eligible for, too. 'We did a plan that will tackle lots of funding streams and give us the tools we need to be successful.'
The road to success begins Wednesday as commissioners vote to adopt the plan and its goal. Then, the county will form an SAP coalition, invest in policy reforms and transportation planning, advance engineering projects, launch and support education and enforcement, and build capacity to implement the SAP through staffing and ensure accountability.

Fayette County residents raise safety concerns about intersection after several crashes
People who live in a small Fayette County community are concerned about an intersection after several crashes As Jessilyn Holp looked at the destruction on her property, she shared the stories of incidents through the years. "There's a bush there. It's gone now," Holp said. It's damage caused by drivers running off the road, blowing through a stop sign and overcompensating a curve at Main Street and Brown Hill Road in Markleysburg Borough. "We've had cars in the front yard, cars in the backyard, the neighbor's yard," Holp said. She said in the 12 years she's lived off Main Street, she can count about a dozen crashes impacting her and her neighbors. One of the crashes led to a car flipping on its roof in front of her home. Another time, a car struck an apple tree in the backyard. Then, last Wednesday, a truck knocked down a tree and drove into her shed. "My feeling in that moment was just thankful to God that no one was hurt," Holp said. Holp is grateful it happened in the morning; otherwise, her 9-year-old and the 18-month-old she babysits may have been playing next to the shed in a sandbox. "I just thought they wouldn't have seen the truck coming because they were on the other side of the shed," Holp said. The problem appears to be the drivers coming from West Virginia on Main Street heading towards Route 40, many of them trucks, and they don't seem to see the sign alerting traffic of the stop sign ahead that PennDOT installed around 2017. "I asked for a guardrail, I asked for rumble strips. They said a guardrail wasn't warranted. They said rumble strips, something about it would interrupt the neighborhood," Holp said. KDKA reached out to the mayor and the council president to see what steps they've taken to improve the safety, but they said they did not want to comment. A spokesperson for PennDOT District 12 told KDKA, "We are aware of the concerns voiced by community members and our traffic staff [is] currently investigating the intersection to determine any feasible safety improvements that could be implemented." "We can't not do anything again," Holp said. Holp just wants something done before someone is hurt or killed. "If the neighborhood is telling you that this is a problem, then maybe you should listen to us, because we live here and we see it every day," Holp said. Holp said police cited the driver from last week's incidents, but no word on the details. It's also unclear whether he'll face any charges. KDKA reached out to Pennsylvania State Police but did not hear back as of Tuesday evening.

Parkway North HOV lanes remain closed due to repairs, impacting around 30,000 drivers daily
Around 30,000 drivers a day are being impacted due to the Parkway North's HOV lanes ongoing closure due to repairs in Pittsburgh. PennDOT found five bridge piers considered "high priority" with problems. 18 other piers will also be repaired during the traffic restrictions. PennDOT emphasized that the open lanes are safe. If there was any doubt, they would be shut down. The closed HOV lanes will put more stress on the I-279 main lines in both the morning and afternoon. As the repair work began with a single cracked pier, it has now extended to quite a few more, the most critical of which is holding up the I-579 main line on the north end of the Veterans Bridge. "We've got to utilize the HOV to maintain mainline, 279, traffic while we perform the repairs," said Jason Zang, PennDOT District 11 executive. "The repairs require us to jack the beams off of the substructure, off of the piers and we can't do that with the traffic on them." While crews continue the aforementioned work to make the repairs, all southbound destined mainline I-579 traffic will be diverted onto the HOV Lane just south of McKnight Road. "Traffic wants to go to the Veterans Bridge, and I-579 will have to cross into the HOV lanes there, and then it will cross back out on the main span of the Veterans Bridge over the Allegheny River," said Zang. This will result in a complete reversal of the pattern drivers have been taking since the Parkway North opened in 1989. Traffic to the Veterans Bridge will now have to get over to the left to get into the cross under the Swindel Street Bridge. It's going to take crews until July 11 to get everything configured and the switch made before they can even start the repairs on the southbound side. Zang said it will take two months to do all that work and then switch it over to a northbound crossover. The HOV lane is closed until further notice and when that northbound crossover happens, the ramp from southbound Route 28 to the Veterans Bridge, which carries 11,000 vehicles a day, will also close. The biggest wrinkle in all of this will be for the 30,000 drivers who are used to coming down through the East Street valley on the right side to get to the Veterans Bridge. They will now have to get to the left side at McKnight Road to get into the crossover onto the HOV lane.
