Businesses and consumers can approach the Competition and Consumer Commission of Singapore (CCCS) for matters relating to fair trading practices, consumer product safety requirements, and weights and measures compliance.
From July 1, the Competition and Consumer Commission of Singapore (CCCS) will expand its regulatory functions over consumer protection matters.
Both the Consumer Product Safety Office (CPSO) and the Weights and Measures Office (WMO) – which were previously under Enterprise Singapore (EnterpriseSG) – will come under CCCS, the competition watchdog said on June 30.
Businesses and consumers can approach CCCS for matters relating to fair trading practices, consumer product safety requirements, and weights and measures compliance, it added.
'Ensuring that businesses operating in Singapore sell products that meet requisite safety standards, as well as adopt accurate measurements when dealing with consumers, is integral to cultivating robust and fair competition, which translates to better opportunities for businesses and consumers alike,' CCCS said.
By combining competition enforcement with robust consumer protection oversight, it said it would 'have a fuller set of tools available' to continue to strengthen market integrity, promote business innovation and foster a more trusted trading environment.
Both CCCS and EnterpriseSG are statutory boards under the Ministry of Trade and Industry (MTI).
The transfer, which consolidates consumer protection, legal metrology and competition functions under the CCCS, comes off the back of the Competition (Amendment) Act 2025 coming into effect.
It was introduced in Parliament in March under the Competition (Amendment) Bill.
Senior Minister of State for Trade and Industry Low Yen Ling said in April that the transfer would consolidate and streamline Singapore's regulatory landscape on consumer protection.
'This will enhance CCCS' oversight of consumer protection issues and relevant regulations, and strengthen its ability to engage both consumers and businesses on consumer protection matters,' she said.
Ms Low noted that consumer markets are constantly evolving and becoming more diverse, from digital goods and online marketplaces to groceries and daily essentials.
She added that industries were being actively consulted as part of a more fundamental review of the consumer protection regime.
Earlier in March, Minister for Trade and Industry Gan Kim Yong announced a consumer protection review panel to review key consumer concerns in Singapore, such as prepayment losses and online commerce.
The panel would also assess the need to strengthen enforcement powers and ability to deal with emerging trends.
'As industry practices change, and as consumer habits, patterns and preferences shift, it is timely for us to undertake a more fundamental review of our consumer protection regime,' he said at an appreciation dinner by the Consumers Association of Singapore.
Mr Gan said that the panel will consult with key industry stakeholders, study international trends and best practices, and develop recommendations to drive consumer empowerment, raise industry standards and strengthen regulatory levers where appropriate to the Singapore context.
Mr Alvin Koh, chief executive of CCCS, said that the consolidation of various consumer protection functions marks a significant milestone in strengthening Singapore's consumer protection framework.
'By bringing these complementary regulatory roles together, we can explore ways to reap greater operational synergies and develop a more robust consumer protection regulatory framework to serve businesses and consumers alike,' said Mr Koh.
CCCS also committed to collaborating with industry stakeholders 'to ensure a smooth transition and to uphold Singapore's reputation for marketplace excellence and integrity'.
CCCS said it is working closely with EnterpriseSG to transfer the functions with minimal disruption to existing service, adding that all existing regulatory requirements, registrations and certificates issued by the CPSO and WMO will remain valid and enforceable under its authority.

WASHINGTON - US lawmakers teed up a final vote on US President Donald Trump's marquee tax and spending Bill for the morning of July 3 after bruising Republican infighting nearly derailed the centerpiece of the president's domestic agenda. Almost 24 hours after debate began, Mr Trump appeared close to victory as Congress edged towards passing his 'One Big Beautiful Bill', despite misgivings in his party over a text that would balloon the national debt while launching a historic assault on the social safety net. The Bill would be a major landmark in Mr Trump's political life, sealing his vision of US domestic policy into law – and coming after he scored recent wins including in the Supreme Court and with US strikes that led to a ceasefire between Israel and Iran. Speaker Mike Johnson struggled through the night to corral his rank-and-file Republican members after the package scraped through a series of 'test' votes in the House of Representatives that laid bare deep divisions in the party. It was on course for a final vote that would put it on Mr Trump's desk to be signed into law after passing its last procedural hurdle in the early hours of July 3 . 'We feel very good about where we are and we're moving forward,' an upbeat Mr Johnson told reporters at the Capitol. 'So we're going to deliver the Big, Beautiful Bill – the president's 'America First' agenda – and we're going to do right by the American people.' Funds for mass deportation The timetable could slip however as Democratic minority leader Hakeem Jeffries continued a long speech opposing the Bill that delayed proceedings by several hours. Originally approved by the House in May, Mr Trump's sprawling legislation squeezed through the Senate on July 1 but had to return to the lower chamber for a rubber stamp of the senators' revisions. The package honors many of Mr Trump's campaign promises, boosting military spending, funding a mass migrant deportation drive and committing US$4.5 trillion (S$5.7 trillion) to extend his first-term tax relief. But it is expected to pile an extra US$3.4 trillion over a decade onto the country's fast-growing deficits, while shrinking the federal food stamps program and forcing through the largest cuts to the Medicaid health insurance scheme for low-income Americans since its 1960s launch. While Republican moderates in the House are anxious that the cuts will damage their prospects of reelection, fiscal hawks chafed over savings that they say fall far short of what was promised. Mr Johnson has to negotiate tight margins, and can likely only lose three lawmakers in the final vote, among more than two dozen who had declared themselves open to rejecting Mr Trump's Bill. 'Abomination' The 869-page text only passed in the Senate after a flurry of tweaks that pulled the House-passed version further to the right. It offsets its tax relief with around US$1 trillion in health care cuts, and some estimates put the total number of recipients set to lose their insurance coverage under the bill at 17 million. Scores of rural hospitals are expected to close. Mr Johnson had been clear that he was banking on Mr Trump leaning on waverers, as the president has in the past to turn around contentious House votes that were headed for failure. The Republican leader has spent weeks hitting the phones and hosting White House meetings to cajole lawmakers torn between angering welfare recipients at home and incurring his wrath. But House Democrats have signaled that they plan to campaign on the bill to flip the chamber in the 2026 midterm elections, pointing to data showing that it represents a historic redistribution of wealth from the poorest Americans to the richest. Mr Jeffries held the floor for his Democrats for more than four hours ahead of the final vote, as he told the stories of everyday Americans whom he argued would be harmed by Mr Trump's legislation. The owner of an automobile services company has admitted to posting AI-generated five-star reviews on car listing website sgCarMart, said Singapore's consumer watchdog on July 3. The Competition and Consumer Commission of Singapore (CCCS) said it received a complaint from a customer of Lambency Detailing, a company which provides car painting and detailing services, after she found unauthorised reviews posted under her name. Following an investigation, CCCS found that seven other customers were also victims to these fake reviews, and their vehicles registration numbers and photographs had been posted without their consent. Holding company Quantum Globe, which owns and operates Lambency Detailing, admitted to submitting false reviews when confronted with the evidence, said CCCS in a statement. The reviews were submitted through a QR code provided by sgCarMart, which allowed users to submit feedback without an account on the car listing website, Facebook or Google. Quantum Globe said that the reviews, customised based on services received by each customer, were generated by ChatGPT. Posting fake customer reviews is an unfair trade practice, said CCCS. "Consumers might be misled into thinking that the product is more well-received than it actually is, and thus make misinformed purchase decisions." Quantum Global director Matthew Lim has promised that he will not engage in further unfair trade practices, said CCCS. The company has agreed to, for six months, set up a channel which allows customers to report any fake reviews that have been posted on sgCarMart. It will also publish notices on sgCarMart and other online platforms that it has posted fake reviews. The company will also notify customers whose details were used in these reviews, and remove them within eight days. SGCM, which owns and operates sgCarMart, said that it is exploring additional verification measures, such as SMS or e-mail confirmation, to improve the integrity and authenticity of reviews. CCCS chief executive Alvin Koh said that this is the second fake review case that the watchdog has uncovered, and the first which involves a third-party platform and AI. "When businesses post fake reviews to boost their ratings and popularity, they poison the well of consumer trust," he said. "Such deceptive practices, also known as "dark patterns", not only mislead consumers but also disadvantage honest competing businesses." Those who would like to report cases of unfair trade practices may contact the Consumers Association of Singapore at 6277 5100 during office hours or submit a complaint online.

[WASHINGTON] Republicans in the US House of Representatives advanced President Donald Trump's massive tax-cut and spending Bill towards a final yes-or-no vote early on Thursday (Jul 3) morning, appearing to overcome internal party divisions over its cost. During a marathon overnight session, lawmakers cleared a final procedural hurdle needed to begin debate on the Bill in a 219-213 vote at around 3.30 am ET (0730 GMT). It was not clear when they would hold a final vote. As dawn broke in Washington, the top House Democrat, Hakeem Jeffries, was well into what was turning into an hours-long speech, calling out Republican lawmakers by name as he blasted the package as a giveaway to the wealthiest Americans. 'This one big, ugly Bill-this reckless Republican budget – this disgusting abomination is not about improving the quality of life of the American people,' he said, a scathing reference to Trump's name for his signature legislation: One Big Beautiful Bill. 'The focus of this Bill, the justification for all of the cuts that will hurt everyday Americans is to provide massive tax breaks for billionaires.' His remarks had echoes of Democratic Senator Cory Booker's record-setting April speech that accused Trump of 'recklessly' challenging the nation's democratic institutions. Sign Up Sign Up Democrats are united in opposition to the bill, but on their own lack the votes to stop the Bill in the chamber, which is controlled 220-212 by Trump's Republicans. Republicans can afford no more than three defections to get a final Bill passed. The past two weeks have shown deep Republican divides on the bill, which would add US$3.4 trillion to the nation's US$36.2 trillion in debt and make major cuts to social programmes including Medicaid. Republican lawmakers have long railed against the growth of the debt, which has continued over the past two decades regardless of which party was in control in Washington. A handful of Republican holdouts have objected to the Bill. One, Senator Thom Tillis, opted not to seek re-election after voting against it. Nonetheless, Trump has succeeded in getting the votes to advance the legislation at each step of the way. Votes in the House were held open for hours on Wednesday during the day and overnight as House Speaker Mike Johnson and the White House talked with reluctant members. Johnson expressed optimism on Wednesday night, saying lawmakers had a 'long, productive day' discussing the issues. He praised Trump for making phone calls to the holdouts through the early hours of Thursday morning. 'There couldn't be a more engaged and involved president,' Johnson told reporters. Senate passage The Senate passed the legislation by the narrowest possible margin on Tuesday after intense debate on the Bill's hefty price tag and US$900 million in cuts to the Medicaid healthcare programmes for low-income Americans. Any changes made by the House would require another Senate vote, which would make it all but impossible to meet Trump's self-imposed deadline of getting the legislation approved by the Jul 4 holiday. The Bill would raise the nation's debt ceiling by US$5 trillion, a necessary step to avoid a devastating default later this summer. The nonpartisan Congressional Budget Office estimates that almost 12 million people could lose health insurance as a result of the Bill. The legislation contains most of Trump's top domestic priorities. It would extend Trump's 2017 tax cuts, cut health and food safety net programmes, fund Trump's immigration crackdown, and zero out many green-energy incentives. It also includes a US$5 trillion increase in the nation's debt ceiling, which lawmakers must address in the coming months or risk a devastating default. REUTERS
