Days after UPSC refused elevation to IAS, 2 ‘charge-sheeted' HCS officers get plum posts in Haryana
Vatsal Vashisht, previously the Secretary of the Haryana Right to Service Commission, was named the Additional Deputy Commissioner (ADC)-cum-District Citizen Resources Information Officer in Gurugram.
The decision has raised eyebrows as it comes just days after the Union Public Service Commission (UPSC) returned the state government's promotion recommendations for these officers on 22 May, following advice from the Solicitor General.
New Delhi: In a major administrative reshuffle announced late Monday night, the Haryana government has appointed two charge-sheeted Haryana Civil Service (HCS) officers as additional deputy commissioners (ADCs), administrative positions generally held by IAS officers.
Jag Niwas, formerly the CEO of Zila Parishad and District Rural Development Agency (DRDA), was appointed ADC-cum-District Citizen Resources Information Officer in Jhajjar.
Vashisht and Niwas are among eight HCS officers charge-sheeted in 2023 for alleged irregularities in their 2002 appointments.
A senior officer in the Haryana government, however, said there was no irregularity in the posting of HCS officers as additional deputy commissioners. 'Besides them, one officer of the 2003 batch and another of the 2004 batch have also been appointed ADCs. Of the 22 districts of Haryana, seven (including four posted today) are HCS officers,' the officer said.
The government, according to the officer, was in the process of sending a reply to the UPSC's communication.
The latest appointments, detailed in an official order issued by Chief Secretary Anurag Rastogi, were among the transfers and postings of 41 IAS and HCS officers across various administrative roles in the state.
Dr. Sarita Malik, another officer implicated in the 2023 charge sheet, has been transferred from her role as Special Secretary to the Government in the Public Health Engineering Department to the Secretary of the Haryana Right to Service Commission, replacing Vashisht.
On 22 May, the UPSC rejected the Haryana government's proposal to promote 27 HCS officers, including Vatsal Vashisht, Jag Niwas, and Dr. Sarita Malik, to the IAS cadre.
The Anti-Corruption Bureau (ACB) had filed a charge sheet in July 2023, naming the eight officers—Veena Hooda, Surender Singh, Jagdeep Dhanda, Dr. Sarita Malik, Kamlesh Bhadoo, Kuldhir Singh, Vatsal Vashisht and Jag Niwas—along with former Haryana Public Service Commission (HPSC) functionaries, accusing them of irregularities that favoured ineligible candidates.
Other notable transfers include 2022 IAS batch Ankit Kumar Chouksey from Badshahpur to Jhajjar as Sub Divisional Officer (Civil), and 2022 IAS batch Shashvat Sangwan from Naraingarh to Barara.
Among HCS officers, Vivek Padam Singh (1997 batch) has been appointed Controller of Printing & Stationery and Special Secretary, while Sushil Kumar (2003 batch) transitions from Kaithal to Mahendragarh as ADC, and Satbir Singh (2004 batch) has been posted as ADC at Faridabad.

3 killed, 50 hurt in Puri Rath Yatra stampede
Puri: Atleast three persons, including two women, were killed and around 50 others injured in a stampede near Shree Gundicha Temple in Odisha's Puri on Sunday during a ceremony related to the ongoing Rath Yatra festivities, officials said. The incident took place around 4.20 am when thousands of devotees had gathered near the chariots parked in front of the temple, they said. The injured have been admitted to a nearby hospital, and the condition of six people is stated to be critical. The Gundicha Temple, located around 3km from the 12th century shrine, is the aunt's house of Lord Jagannath and his siblings Subhadra and Balabhadra. During Rath Yatra, the deities visit their aunt's home, stay there for seven days, and then return to their main abode — the Jagannath Temple. According to police, chaos ensued after two trucks carrying materials for rituals reportedly entered the crowded spot near the chariots of Lord Jagannath and his sibling deities. The deities were seated on the chariots when the stampede took place. "Thousands of devotees had assembled outside the temple since the early hours to catch a glimpse of the deities when the 'Pahuda' (cloth) covering the front portion of the chariots was to be removed, as part of the rituals, the officials said. The deceased were identified as Basanti Sahu (36) from Bolagarh, and Premakant Mohanty (80) and Pravati Das (42) from Balipatna. Their bodies have been handed over to family members, and the cremation will take place at 'Swargadwar' in Puri. In a punitive measure following the stampede, Chief Minister Mohan Majhi ordered the transfer of District Collector Siddharth Shankar Swain and SP Vineet Agrawal. Majhi also announced the suspension of two police officers – DCP Bishnu Pati and Commandant Ajay Padhi – an official release said. He ordered an administrative inquiry into the matter to be carried out under the supervision of the development commissioner. In another order, senior bureaucrat Saswata Mishra was appointed principal secretary to the CM in addition to his current responsibilities. The 1996-batch IAS officer is presently posted as principal secretary in finance department with additional charge of chairman, IDCO. The Odisha government will provide financial assistance of Rs 25 lakh each to the next of kin of the deceased, the release added. Another notification issued by the General Administration Department stated that senior bureaucrat Aravind Agarwal has been appointed as in-charge of the overall supervision of Rath Yatra. Earlier in a post on X, Majhi sought forgiveness from devotees of Lord Jagannath for the stampede and tendered an apology on behalf of his government for the incident.

Gujarat govt sets up unified transport authority for A'bad, Surat
Gandhinagar: Gujarat govt has set up a Unified Metropolitan Transport Authority (UMTA) to methodically develop the public transport system in Ahmedabad and Surat. The move comes in the wake of directives from the central govt to create specialized bodies for planned urban transport development. The state urban development department has established UMTA to unify transport-related efforts across the two metropolitan regions. The govt resolution (GR) establishing UMTA notes that urban transport systems are crucial to progressive development, daily functionality and economic growth. It highlights that the rapid expansion of cities and metropolitan areas has rendered urban planning more complex, making well-functioning transport systems essential for ongoing development. The GR states that the previous institutional framework lacked integration, creating a need for a unified mechanism. The National Urban Transport Policy, 2006, advocated for UMTA in cities with over a million residents to coordinate urban transport planning and management, addressing overlaps between multiple agencies. The state govt had been considering establishing UMTA for Ahmedabad and Surat to handle proposal formulation, strategy monitoring, policy oversight, regulatory functions, transport demand management and coordination of agencies' implementation works. The state-level UMTA has now been officially created, chaired by the chief secretary, and includes senior IAS and non-IAS officers as members. Govt sources said that UMTA's specified functions for Ahmedabad and Surat include advising the govt on urban transport matters, formulating and administering transport policies, strategies, standards and guidelines and overseeing the integration of multi-modal transport systems in city master plans. "The scope of work of UMTA will also include preparing comprehensive mobility plans (CMP), monitoring multi-year transport programmes, resolving conflicts or overriding submissions lacking integration and approving urban transport initiatives," said a source close to the development. Officials added that the authority has also been mandated to promote integrated transport systems, oversee operations of the Traffic Management and Information Control Centre (TMIC) and National Public Transport Helpline (NPTH). UMTA will also deploy or contract public transport services, recommending fees, fares and charges. The body will also enforce transport regulations and will create and manage an urban transport fund.
