M'sian team seeks to end Thai-Cambodia tensions
Chief of Defence Forces Jen Tan Sri Mohd Nizam Jaffar (pic) is leading a diplomatic delegation to Thailand and Cambodia to facilitate discussions following an agreement by both countries to implement an immediate and unconditional ceasefire.
The Armed Forces' Defence Intelligence and Strategic Communications Division said despite the ceasefire, several minor skirmishes were reported shortly after its implementation.
However, this was addressed following a meeting between the regional commanders of both Thailand and Cambodia yesterday, where the parties reached a renewed agreement on several matters.
'Among them is to uphold the ceasefire agreement, prohibit attacks on civilians and halt any further reinforcement of troops.
'Both sides agreed to prohibit the movement of military forces, facilitate the return of wounded and deceased personnel, and to establish a coordination team consisting of four representatives from each side,' it said.
The two parties also agreed to wait for further discussions and decisions based on the outcome of the upcoming General Border Committee meeting scheduled for Aug 4.
'The Malaysian delegation will proceed to Phnom Penh to hold further discussions with the Cambodian counterpart,' the statement said.
The ceasefire was agreed to during a special meeting hosted by Malaysia on Monday, which brought the two South-East Asian neighbours to the negotiation table amid escalating tensions.
Prime Minister Datuk Seri Anwar Ibrahim had brokered a meeting, the outcome of which saw Cambodian Prime Minister Hun Manet and Thailand's Acting Prime Minister Phumtham Wechayachai jointly agree to the ceasefire.
Earlier yesterday, Thailand's army had accused Cambodia of violating an hours-old truce, saying that sporadic clashes continued despite an agreement to end the deadly fighting in the disputed border region between the two countries.
Thai troops have retaliated 'appropriately' and in 'self-defence', Thailand's army spokesperson, Winthai Suvaree, said.
The Thai-Cambodia conflict traces its roots to long-standing disputes stemming from colonial-era maps and treaties that defined boundaries.
Relations had remained relatively stable since a 2011 clash that left dozens dead, before erupting into intense fighting last week.

PUTRAJAYA: The recent working visit by Higher Education Minister Datuk Seri Dr Zambry Abd Kadir to Tokyo and Osaka reflects Malaysia's commitment to further explore strategic cooperation with advanced nations like Japan in driving excellence in higher education. In a statement on Thursday (July 31), the Higher Education Ministry said the initiative is aligned with the development of the Malaysian Higher Education Plan 2025-2035, which is currently being formulated. According to the ministry, emphasis on technological entrepreneurship, artificial intelligence (AI), and high-impact technical, vocational and engineering education and training (TVET) is among the key pillars to ensure Malaysian students are ready to participate in a future innovation-driven economy. Zambry's working visit, at the invitation of the Economic Research Institute for Asean and East Asia (Eria) from July 28 to 30, aimed to strengthen Malaysia-Japan strategic cooperation in higher education, research, innovation and technology. The ministry said key components of the visit included a bilateral meeting with Koichi Hagiuda, Chairman of the Policy Research Council of Japan's Liberal Democratic Party (LDP) and former Minister of Education, Culture, Sports, Science and Technology. The meeting discussed various strategic issues related to the challenges faced by modern universities and the potential for collaboration in the fields of innovation and the creative economy (orange economy). The Higher Education Ministry stated that Zambry also visited the University of Tokyo, where he was briefed on the AI Startup programme developed specifically for undergraduate and postgraduate students. According to the statement, the programme has produced many students who successfully established AI-based startups generating high incomes in their respective fields. The initiative is driven by Matsuo Lab Startup, which provides mentorship, a startup ecosystem, and access to the latest technologies. "The minister said that this is a model worth exploring and adapting for implementation in Malaysia to empower students as value creators in the future economy," the statement read. Zambry also visited the National Institute of Advanced Industrial Science and Technology (AIST), which provided the Higher Education Ministry team with the opportunity to observe the latest technologies in semiconductors, AI and quantum computing. The visit also highlighted the potential for collaboration between AIST and Malaysian research institutions such as Mimos, Universiti Putra Malaysia (UPM) and Universiti Sains Malaysia (USM). The Higher Education Ministry reported that Zambry met with the President of the University of Tsukuba, Prof Kyosuke Nagata, with discussions focusing on strengthening the university's branch campus in Malaysia and expanding its programmes to a higher level, including collaboration in the field of High-TVET. In addition, the ministry said that Zambry's preliminary discussion with Prof Ichiro Sugimoto, Dean of the Centre for Malaysian Studies at Soka University, opened new opportunities to expand the centre and explore research in comparative religion, as well as foster research collaboration between Soka University and Malaysian institutions. According to the statement, Zambry also visited the Kaneka Osaka Plant, a high-tech research and production centre involved in the development of advanced chemical and biotechnological materials. Discussions were held on potential researcher and student exchanges between Malaysia and Japan to support talent growth in high-tech sectors. Anwar, who is also Finance Minister, announced that it was decided via a phone conversation with Trump at 6.50am. 'We are also discussing the tariff issue on the spirit and principle of free trade. This also applies to the series of negotiations involving the Investment, Trade and Industry Ministry (MITI) with the US Trade Representative and Secretary of Commerce. 'We hope that (the tariff decision) will not burden our nation's economy,' he said in his 13th Malaysia Plan (13MP) speech in Parliament today. The US is scheduled to impose a 25 per cent import tariff on all Malaysian goods starting Aug 1, 2025. Anwar said Trump also expressed his gratitude to Malaysia for playing an effective and outstanding role to resolve the Thailand-Cambodia conflict. 'In my response, I said this was due to the Asean consensus and the positive attitude of both countries as well as the cooperation shown by the US, especially Trump, and (China's President) Xi Jinping,' he said. PETALING JAYA: The RM51 billion allocation for the security sector under the 13th Malaysia Plan (MP13) reflects the government's recognition of security as a key pillar of national stability and progress, said Home Minister Datuk Seri Saifuddin Nasution Ismail. In a Facebook post today, he lauded the 13th Malaysia Plan (MP13) as a comprehensive and people-focused blueprint that balances economic growth with social justice, integrity and inclusivity. 'The theme, 'Redefining Development,' reflects the Madani government's commitment to ensuring that no one is left behind while strengthening national security and safeguarding the welfare of frontline personnel. 'The RM51 billion allocation for the security sector shows the government recognises security as a pillar of stability and progress,' he said, welcoming initiatives such as modernising the immigration system through the National Integrated Immigration System (NIISe) and adopting advanced technologies, including artificial intelligence (Ai). Saifuddin also commended the government's focus on the welfare of security personnel, citing the completion of 1,368 new police quarters and 3,088 military quarters, the construction of another 8,501 units, and the rehabilitation of 69,141 existing quarters. He stressed that improving infrastructure, facilities and living conditions is crucial to supporting the police, the Malaysian Armed Forces and other frontline agencies. 'The ministry will fully support the implementation of MP13 to strengthen domestic security, uphold the rule of law, and ensure a peaceful life for all Malaysians,' he added.
