New Delhi, Four Indian Institutes of Technology (IITs) and three Indian Institutes of Management (IIMs) are on the defaulter list for not complying with anti-ragging norms, according to officials at University Grants Commission (UGC).The UGC has issued show-cause notices to 89 institutions across the country for not submitting mandatory compliance undertakings of anti-ragging norms.On the defaulter list are 17 Institutes of National Importance, including IITs, IIMs, AIIMS and NIDs.The defaulter IITs are - IIT Bombay, IIT Kharagpur, IIT Palakkad and IIT Hyderabad. Similarly, IIM Bombay, IIM Rohtak and IIM Tiruchirpalli are also on the list.The defaulters also include AIIMS Raebareli and National Institute of Design -- Delhi, Andhra Pradesh and Haryana."It has come to the attention of UGC that these institutions have failed to submit the mandatory Anti-Ragging undertakings by students and compliance undertaking by the institutions, despite multiple advisories issued by the UGC, follow-up calls from the Anti-Ragging Helpline, and direct interventions by the Anti Ragging Monitoring Agency," said UGC Secretary Manish Joshi."Adherence to the UGC Regulation on Ragging, 2009 is mandatory for all Higher Education Institutions (HEls). Failure to comply not only violates UGC guidelines but also compromises student safety, particularly in light of increasing concerns about ragging-related distress and campus hostility," he added.The UGC has warned the defaulter institutions of withdrawing UGC Grants and Funding, impacting financial assistance and research projects and de-recognition or withdrawal of affiliation, if the norms are not complied within 30 days.National Institute of Pharmaceutical Education and Research (NIPER), Hyderabad; Aligarh Muslim University; Nalanda University; IGNOU and Indian Statistical Institute, Kolkata are among other prominent institutions on the defaulter list.The Anti-Ragging Regulations, 2009 mandate that every student and their parents and guardians must submit an anti-ragging undertaking at the time of admission and at the beginning of every academic year. Srinagar businessman alleges DDC member asked for Rs 5 lakh bribe after school inspection
The Anti-Corruption Bureau in Jammu and Kashmir said Tuesday it had arrested an elected member of the District Development Council (DDC) for allegedly demanding a Rs 5 lakh bribe from a Srinagar-based businessman who also runs a boarding school in Harwan. In a statement, the ACB identified the accused as Mohammad Shaban Chopan, a member of the Srinagar District Development Council. An alleged tout working for him has also been arrested. A blank cheque signed by the complainant and Rs 50,000 given by him in cash were recovered from the arrested DDC member, the ACB said. The complainant has claimed that he has been running a boarding school with a swimming pool and a guest house in Check Dara, Srinagar's Harwan, for some time. He said that an official inspection was conducted at his site, and he discovered Chopan, a resident of Dara, had arranged it. Later, Chopan, through Ghulam Mohammad Khathana, allegedly demanded a bribe of Rs 5 lakh and asked the complainant to pay Rs 50,000 as the first instalment along with a blank cheque, the ACB said. The complainant was allegedly told he should pay the remaining amount after getting the required clearances. Acting on the complaint, the ACB said it conducted a discreet verification through a designated officer, which confirmed the allegations. Subsequently, a trap team was constituted, and a successful trap was laid, the ACB said. The ACB said that during the operation, the accused and his tout were caught allegedly demanding and accepting Rs 50,000 and a blank signed cheque from the complainant, adding that they were immediately apprehended. The District Development Councils were envisioned as a third tier of governance in Jammu and Kashmir following the abrogation of Article 370. A legislation to this effect was brought in by the Ministry of Home Affairs on October 16, 2020, through an amendment to the Jammu and Kashmir Panchayati Raj Act, 1989.

Odisha police guns down two Maoists in Kandhamal forest
BERHAMPUR/PHULBANI: Odisha Police gunned down two Maoists in Kandhamal district and seized arms and ammunition from their camp on Monday. The deceased were identified as Manku and Chandan, both natives of neighbouring Chhattisgarh and members of Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) division of the banned CPI-Maoist outfit. Apart from recovering the bodies of the two ultras, security forces seized a rifle, revolvers, cartridges, walkie-talkie sets, batteries and other items from the encounter site, informed Kandhamal SP Harisha BC. The SP said acting on a tip-off about presence of Maoists in Puranjiba reserve forest within Baliguda police limits along Kandhamal-Kalahandi border, a combing operation was launched by the district voluntary force (DVF) and SOG jawans since the last two days. 'Around noon today, there was a gunfight between security forces and Maoists. The ultras opened fire on spotting the security personnel, prompting retaliation. In the ensuing exchange of fire, the two Maoists were eliminated,' he said. Manku worked as an area committee member (ACM) in the KKBN division. Chandan was a member of the banned outfit operating in Kandhamal district. Security forces have intensified combing operation to ensure that no other Maoists are present in the area, the SP added. Following the encounter, DGP YB Khurania congratulated the Kandhamal SP and the DVF team on the success. Sources said with the anti-Naxal operation being intensified in Chhattisgarh, the Maoists are reportedly sneaking into the forests of Odisha. Kandhamal with its dense forests is proving to be a safe haven for the ultras. However, their activities have been curtailed due to incessant rains in the region since the last one week. In 2024, security forces killed six Maoists and arrested another eight ultras in Odisha. Similarly, 24 Maoists laid down their arms last year.

UGC lists two Odisha varsities as defaulters in appointing ombudsmen
BHUBANESWAR : TWO universities in the state do not have ombudsmen to look into various grievances of students, be it related to admissions, ragging or harassment. They are the Khallikote University and the Utkal University of Culture (UUC). The University Grants Commission (UGC) has now listed the two institutions on its website as those operating in violation of its regulations. As per the UGC (Redressal of Grievances of Students) Regulations, 2023, a university - public or private - has to appoint an ombudsperson for redressal of grievances of students in the university and colleges affiliated to it. If the students fail to get relief from the grievance redressal committees, they can appeal to the ombudsperson, who should either be a retired vice-chancellor or a retired professor with 10 years of experience, or a former district judge. The grievances may relate to ragging, irregularities in admission, demand of bribe for admission, violation of reservation policy, non-payment or delay in payment of scholarships, delay in conduct of examinations or declaration of results, unfair practices for evaluation of results, complaints of caste discrimination and any type of harassment. Including Khallikote University and UUC, there are 29 such defaulting universities in the country. Earlier, the UGC had released a public notice on the defaulting universities, stating that these institutions did not have the minimum standards for redressal of students' grievances, which should be their top priority. It had asked them to take the necessary steps in this regard. Sources said last year, the UGC had sent notices to 11 public universities in the state for not appointing ombudsmen. These included BPUT at Rourkela, IIIT, Odisha University of Health Sciences, Odisha University of Technology and Research, Odisha University of Agriculture and Technology, UUC, all at Bhubaneswar, Shri Jagannath Sanskrit Vishwavidyalaya at Puri, Rajendra University at Balangir, Kalahandi University, Khallikote University at Berhampur and Veer Surendra Sai Institute of Medical Science and Research at Sambalpur. While nine of them appointed ombudsmen, two universities did not despite multiple reminders by the UGC.
