
Holiday development plans for Pembrokeshire zorbing centre
In an application to Pembrokeshire Coast National Park, Lawson and Penny Owen, through agent Hayston Developments & Planning Ltd, seek a partly-retrospective permission for nine self-contained holiday units and a twin-unit shepherd's hut, along with associated works, on land south of Nolton Stables, Nolton, Haverfordwest.
A supporting statement says: 'There are two distinct elements to the proposal with the larger being the provision of five pods and four lodges which will be accessed by a farm track which leads south towards a former quarry and thence to the shoreline,' adding: 'The second and smaller element involves contains a virtually flat area with a separate but adjacent access from the local highway on which a 12 space car park is proposed together with the retention of a Shepherd's Hut (a unit of holiday accommodation) and its separate garden and parking area.'
The retrospective element refers to a park enforcement officer informing the applicant of a breach in planning control for the shepherd's hut.
The statement says the Shepherd's Hut is the most suitable for those with limited mobility as it does not require use of the unpaved track to a pod or lodge.
The total development amounts to only a small proportion of the circa 400 acres across four farms all of which are in the ownership of a partnership comprising two brothers (of which Mr Lawson Owen is one) and their respective families.
The statement adds: 'The income from the proposed holiday accommodation will form a smaller proportion than that derived from the agricultural activities undertaken across the four farms – an example of farm diversification where the agricultural activities remain the major element.
'In previous years the applicants operated a pony trekking enterprise and a Zorbing activity as part of a farm diversification strategy.
'Unfortunately, Covid required the cessation of both activities and therefore both a loss of income for the Partnership as well local jobs for those in the Nolton community.'
It says the applicants have previously operated a 2.3 acre campsite which has been managed as an exempted site under license from the Camping and Caravanning Club for over five years, an outside cinema for up to 28 days per year for a period in excess of five years, and the Zorbing experience, and the applicants are considering modifying an existing building within the Nolton Stables complex as a wedding venue.
It concluded: 'It should also be noted that this proposal is in substitution for the operation of a successful pony trekking enterprise and a smaller scale Zorbing activity both of which had to be abandoned because of Covid-19 and the associated requirements to minimise personal contact.
'The applicants have a history of diversification of their farming activities in and around Nolton. It is anticipated that this new enterprise will restore those jobs lost due to Covid and hopefully increase opportunities both in the construction industry and in hospitality.'
The application will be considered by park planners at a later date.

Llanfair United shared that running the pub required a 'huge voluntary commitment' that added to the existing commitments of running the football club at the same time. The club added that it wanted to thank everyone who had worked or volunteered at the pub while under the club's control and welcomed its takeover by its current managers. Writing on social media, a spokesperson for Llanfair United FC said: 'The club wish Ellen and Tara all the best as they start their new venture at The Black Lion Llanfair Caereinion. 'Taking over the pub was initially exciting but as Covid-19 hit, it became an uphill challenge from the start. Nevertheless, we'd like to thank everyone who has worked at the pub under our control or volunteered their help and to everyone who has supported us by drinking and eating at The Black Lion since 2020. 'Due to the huge voluntary commitment it takes to not just run a pub but the club as well, we welcome Ellen and Tara taking the reins. Ellen has done amazingly well in the past few months, and we are very grateful. 'The Black Lion will continue to be the social home of Llanfair United FC and we look forward to creating more memories under the new management.'

The Fraser of Allander Institute (FAI) has downgraded their forecasts for growth in Scotland, as Deputy First Minister Kate Forbes demanded 'decisive action' from the UK government to counter business uncertainty. Speaking as its latest quarterly economic commentary was published, institute director Professor Mairi Spowage said: 'After a strong start to the year, the Scottish economy has faltered in March and April and is essentially the same size in real terms as it was six months ago. 'Unfortunately, the wider business environment and global events are still taking a toll on businesses and consumers, which is having a dampening effect on spending and business investment.' The FAI now expects economic growth of 0.8 per cent in 2025 and 1 per cent in 2026, which is a slight downgrade from its April forecasts of 0.9 per cent and 1.1 per cent. The think-tank noted Scottish real GDP grew 0.4 per cent in the first quarter of 2025, compared to 0.7 per cent in the UK as a whole. The think-tank said: 'A pattern of lower growth in Scotland has persisted, leading to a weaker recovery from the pandemic than the UK generally.' The report said: 'The slowdown in growth this year is largely due to higher global uncertainty, particularly from the announcement of tariffs in the US and elsewhere. 'With the CPI [Consumer Prices Index] rate at 3.4 per cent in May 2025 after staying below 3 per cent throughout 2024, an uptick in inflation has also played a role.' The think-tank said its latest forecasts 'reflect greater uncertainty and difficult economic circumstances'. The body also noted that businesses had reported a slowdown of activity in the first quarter of this year compared to the same period last year. It also said there was 'some indication that the proportion of people living beyond their means in Scotland may have increased compared to this time last year'. Ms Forbes said: 'It is clearer than ever that Scotland's economy is being impacted by challenging global trading conditions and uncertainty – conditions mirrored across the rest of the UK. The move comes after the restaurant came under fire last year for changing its service charge to a 15 per cent discretionary 'brand charge'. Ping Pong also took a significant hit during the Covid pandemic, with trading losses of £1.4million in the year to March 2020. Within two years, their locations had halved in number, and the firm went to administrators in a desperate bid to save the brand.
