Ex-CJ Tengku Maimun says Federal Court was free of pressure during her tenure, dissenting decisions as proof
The recently retired judge pointed to her own dissenting judgments in constitutional cases as proof that judges had decided cases independently.
'For the past six years, the Federal Court had decided 19 cases involving various issues of constitutional law,' she said at the Palace of Justice here, after the swearing-in ceremony of Datuk Abu Bakar Jais and Datuk Azizah Nawawi as the president of the Court of Appeal and te chief judge of Sabah and Sarawak respectively.
'And out of that 19 cases, I was dissenting in five cases. So I think statistically, five out of 19 represents about 25 per cent of the dissenting judgments.'
Tengku Maimun said this showed judges were free from pressure, including from herself when she was chief justice.
'So I think that fact alone would manifest that judges decided independently without fear or favour, without external or internal pressure.
'Because if I had any influence on their decisions, then surely I would not be dissenting in five out of 19 cases involving especially constitutional law.'

Tengku Maimun was asked about a recent speech by Tan Sri Abdul Rahman Sebli who recently retired as chief judge of Sabah and Sarawak and had alleged interference in a Federal Court case involving constitutional issues.
'Let's not make it a contest of words between two people or more than two people. Perhaps I can just share some facts,' she replied.
Tengku Maimun retired earlier this month after serving as the first woman chief justice in Malaysia.
She said her retirement has been peaceful.
'Alhamdulillah, feeling very free, enjoying quiet moments,' she said.
She also congratulated those appointed to new roles in the judiciary today.

Malaysia unveils RM20b infrastructure boost via flood mitigation and cross-border upgrades under 13MP
KUALA LUMPUR, July 31 — Infrastructure and public facility projects, particularly those involving flood mitigation plan (RTB) and improvements to cross-border facilities, are among key initiatives outlined under the 13th Malaysia Plan (13MP) for the 2026–2030 period. Prime Minister Datuk Seri Anwar Ibrahim, when tabling the 13MP in the Dewan Rakyat today, said RM20 billion has been allocated for the implementation of 103 flood mitigation plan (RTB) projects to reduce disaster risks and impacts. Among the RTB projects to be implemented are those in Sungai Langat and Sungai Buloh, Selangor; Sungai Golok, Kelantan; Sungai Gemencheh, Tampin, Negeri Sembilan; Sungai Baru, Melaka; Sungai Johor Basin and Sungai Muar Basin, Johor; Sungai Pahang Basin; and Kuching city in Sarawak. 'The early warning system will also be improved with the use of Artificial Intelligence (AI)-based technology so that the people are better prepared and protected when facing disasters,' he said. The Prime Minister said that the implementation of several infrastructure projects that strengthen cross-border connectivity and economy will also continue. These projects include upgrading the Immigration, Customs, Quarantine and Security (ICQS) complexes in Bukit Kayu Hitam and Rantau Panjang, Customs, Immigration and Quarantine (CIQ) facilities in Sabah and Sarawak, and the Rantau Panjang-Sungai Golok bridge linking Malaysia and Thailand. Other initiatives include upgrading the Perlis Land Port to enhance trade with Thailand, improving border road networks connecting Sabah and Sarawak with Kalimantan, Indonesia, and developing the RTS Link between Malaysia and Singapore growth. — Bernama

Govt strengthens national policies via Madani Economy, with bold reforms and inclusive growth under 13MP, says PM
KUALA LUMPUR, July 31 — The Madani government has boldly and decisively shaped the direction of national policies through the formulation of a comprehensive framework known as the Madani Economy that is based on sustainability, the people's well-being, and governance with integrity. Prime Minister Datuk Seri Anwar Ibrahim said that under this framework, the government has initiated structural economic reforms, including the New Industrial Master Plan (NIMP 2030), National Energy Transition Roadmap (NETR), National Semiconductor Strategy (NSS), and National TVET Policy 2030. In addition, the private sector has forged ahead along with the government — for example, the GEAR-uP programme, led by government-linked investment companies, has boosted domestic direct investments. 'The KL20 Action Plan was also introduced with the aspiration of making Kuala Lumpur one of the top 20 global startup ecosystems. Since its launch in April 2024, the capital's position in the 2025 Global Startup Ecosystem Report has risen to 68th place, with 4,464 registered startups. 'We are now on the right track to reach the target of 5,000 startups by the end of this year. At the same time, venture capital firms with average assets under management (AUM) reaching US$400 million (RM1.7 billion) have also shown interest in operating in Malaysia,' he said when tabling the 13MP in Parliament today. Anwar said that to further stimulate domestic economic activity, investments through strategic collaborations with the industry continue to be strengthened. This includes initiatives like the Johor–Singapore Special Economic Zone (JS-SEZ) and the Kulim Hi-Tech Park (KHTP), which have successfully attracted both foreign and domestic investments in high-tech sectors. He also noted that development efforts have been expanded to include the Kerian Integrated Green Industrial Park (KIGIP) and the Automotive High Tech Valley (AHTV) in Tanjung Malim, Perak, as well as strategic industrial parks in Sabah and Sarawak. Meanwhile, Anwar said the government is also undertaking legislative reform through the enactment or amendment of over 80 laws, including the ILTIZAM Act, Data Sharing Act, Police Act, and the Child Act. 'Enforcement agencies such as the Malaysian Anti-Corruption Commission (MACC), National Audit Department, and Malaysia Competition Commission (MyCC) have also been strengthened in an effort to combat corruption, leakages, and abuse of power in a more comprehensive and effective way,' he added. He also noted that fiscal management has been enhanced through the enactment of the Public Finance and Fiscal Responsibility Act as part of ongoing efforts to reduce the national deficit. In addition, the government is continuing its efforts to curb the rising cost of living through the better implementation of targeted subsidies, such as for diesel and electricity, to ensure that aid reaches the targeted groups without wastage. 'The Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA) have also been increased. SARA recipients have been expanded from the initial 700,000 hardcore poor to 5.4 million recipients, including the B40 group. 'Last week, I also announced a one-off SARA cash aid of RM100 for all citizens aged 18 and above, involving an allocation of RM2 billion. As a result, the total allocation for STR and SARA assistance in 2025 will reach RM15 billion,' he said. Anwar also said the government has increased people's incomes through the minimum wage order, progressive wage policy and Public Service Remuneration System (SSPA). He said the Madani government has successfully raised the minimum wage twice — from RM1,200 to RM1,500, and then to RM1,700. Meanwhile, a living wage benchmark of RM3,100 per month has also been set for employees of government-linked companies (GLCs) and government-linked investment companies (GLICs). 'TVET graduates are also enjoying increasingly competitive salaries, with most earning above the RM1,700 minimum wage. A total of 95.6 per cent of TVET graduates have secured employment within six months of completing their training,' he said. On a separate matter, Anwar said that emphasis has also been given on basic infrastructure projects, including the upgrading of schools; dilapidated clinics; quarters for teachers, the armed forces and police; road maintenance; and flood mitigation projects. 'To date, 1,368 Royal Malaysia Police (PDRM) and 3,088 Malaysian Armed Forces (ATM) housing units have been completed, with an additional 8,501 units being under construction. 'At the same time, a total of 69,141 existing housing units for ATM and PDRM personnel have been repaired and upgraded,' he added. — Bernama

PM: Malaysia accelerates green economy under 13MP, prioritises sustainability and low-carbon growth
KUALA LUMPUR, July 31 — The government will intensify efforts to implement a comprehensive green economy agenda under the 13th Malaysia Plan (13MP), with a wide range of initiatives aimed at promoting environmental sustainability and accelerating the nation's transition to low-carbon development. Prime Minister Datuk Seri Anwar Ibrahim, when tabling the nation's five-year plan in the Dewan Rakyat today, said the green economy will serve as a development model that prioritises environmental stewardship while creating new, sustainable economic opportunities. As part of this effort, carbon trading will be streamlined through the introduction of the National Carbon Market Policy, the implementation of an Emissions Trading Scheme (ETS), and the provision of incentives for carbon credit projects. 'Apart from that, activities related to carbon capture, utilisation and storage (CCUS) will also be intensified and integrated into the nation's green investment and financing taxonomy,' he said. The Prime Minister said the government will also launch a pilot carbon capture project in the iron and steel industry, specifically in Kemaman, Terengganu, as part of efforts to decarbonise heavy industry. Abwar said that to support national decarbonisation goals across key sectors, green financing mechanisms will be expanded to provide broader access for industry players and project developers. He also revealed that the government has drafted a Malaysian Aviation Sector Decarbonisation Roadmap, which outlines infrastructure development and the use of sustainable aviation fuel (SAF) to reduce carbon emissions from air travel. In parallel, the government will optimise agricultural waste to drive a circular economy, turning biomass into new sources of value-added products. 'As such, the waste-to-energy plant programme will also be expanded through private sector collaboration to reduce the nation's reliance on landfills. 'At the same time, the capacity of biodiesel blending depots in Sandakan, Lahad Datu, and Bintulu will be upgraded to support the increased use of alternative low-carbon fuels,' he said. These initiatives underscore the government's commitment to embedding environmental responsibility into Malaysia's long-term economic strategy, making sustainability a central pillar of national development under 13MP's 'Redesigning Development' framework. — Bernama
