DOLE says 'convergence' key to addressing unemployment

The Department of Labor and Employment (DOLE) on Wednesday underscored the importance of coordination among all government agencies in creating high-quality jobs for Filipinos.
DOLE Secretary Bienvenido Laguesma made the statement during the second day of the post-State of the Nation Address (SONA) discussions in San Juan City, where he also stressed the role of employers and the private sector in job creation.
'Ang pagbanggit ng ating Pangulo sa mga specific na departamento at mga ahensya kaugnay sa usapin ng hanapbuhay at larangan ng paggawa ay sumasalamin sa mahalagang hallmark o characteristic ng pangkasalukuyang administration. Ang aking tinutukoy ay ang katagang convergence — pagsasama-sama, pagtatagpo, pagkakaisa, pagsasanib ng pwersa ng mga departamento dahil halos lahat naman ng mga departments ay may kaugnayan sa usapin ng paggawa at hanapbuhay,' said Laguesma.

'Sa bahagi ng DOLE at aking kasamahan sa gabinete ng Pangulo, mahalaga samin ang collaboration, cooperation ng private sector. Nabanggit ko nga — ang napakahalagang bahagi ng manggagawa at namumuhunan — 'yun ang matibay na pundasyon ng mga gawain ng DOLE,' he said.
(For DOLE and other Cabinet members, our collaboration with the private sector is also important. Like I mentioned before, our foundation for our work in DOLE is the employees and employers.)
During his fourth SONA on Monday, President Ferdinand Marcos Jr. said the DOLE, Department of Trade and Industry (DTI), and other related agencies will persevere to create more employment opportunities and fill the unemployment gaps for Filipino workers.
Laguesma said the DOLE is implementing various 'employment facilitation activities' to promote jobs, including holding monthly job fairs. He also said the DOLE is strengthening its labor market information system and information dissemination by coordinating with the media, as well as through its website, PhilJobs.net.
The DOLE is also collaborating with local government units (LGUs) through the Public Employment Service Office (PESO) program.
'Napakahalaga rin ng coordination sa LGUs dahil nakikita na sa kanilang matapat at maayos na pakikipag-ugnayan sa DOLE, nahihikayat natin ang mga negosyante na existing na palakasin pa at magdagdag ng puhunan,' Laguesma said.
(Our coordination with LGUs is also important. We saw that their cooperation with DOLE strengthens existing employers.)
The number of unemployed Filipinos went down to 2.03 million in May from 2.06 million in April this year, the Philippine Statistics Authority said earlier this month.
This means the unemployment rate dropped to 3.9% in May 2025 from the 4.1% recorded in both April 2025 and May 2024. —VBL, GMA Integrated News

Imee calls for immediate signing of Konektadong Pinoy Bill

Senator Imee Marcos on Tuesday called for the immediate signing of the proposed Konektadong Pinoy Act (KPA), urging the administration to deliver on its commitment of strengthening digital services for all Filipinos. In a press release, Imee cited the remarks of his brother, President Ferdinand "Bongbong" Marcos Jr., in his fourth State of the Nation Address, saying that "the government must fully embrace digitalization to provide better service to the people, through its vital frontline services and its back-end functions." "If the administration is serious about this commitment, there should be no reason to delay the full passage and implementation of the KPA," Imee said. Imee said the funding for the KPA could be included in the 2026 National Expenditure Program (NEP). "We are already a generation behind in digitalization. Delaying the implementation of the KPA further poses a serious threat to our nation's development. We must allocate funding for it without delay," she said. GMA News Online has asked the Presidential Communications Office for comment on the matter, but it has yet to respond as of posting time. Under the proposed measure, new data transmission players are no longer required to secure a legislative franchise or Certificate of Public Convenience and Necessity (CPCN). The measure, however, has faced criticisms from some groups, including the Philippine Chamber of Telecommunications Operators (PCTO), composed of the country's leading telcos, and the Philippine Association of Private Telecommunications Companies (PAPTELCO). The PCTO had called for a review of the ratified version of the measure, citing national security concerns and weakening of regulatory oversight among new entrants in the country's connectivity service sector. The Department of Information and Communications Technology (DICT), for its part, defended the bill, saying that it would never allow deregulation at the expense of security or public interest. Further, the DICT assured that the measure would not weaken the role of the National Telecommunications Commission (NTC). Lawmakers have urged the DICT to begin drafting the measure's implementing rules and regulations. Meanwhile, Imee also agreed with Philtrust Bank Chairman Hermogenes Esperon's observation that the President had missed an opportunity in his last SONA to discuss plans for improving the digital economy. "Esperon is right. DANNY PATA The number of applications to vote for the 2025 Barangay Sangguniang Kabataan Elections (BSKE) reached more than 880,000 so far, the Commission on Elections (Comelec) said Tuesday. Data from the Comelec showed that 881,772 individuals registered for the 2025 BSKE as of Monday, August 4. Of the figures, the highest number of registrants were reported in Region III (Central Luzon) with 208,398. It was followed by Region IV-A (Calabarzon) with 102,235; National Capital Region with 64,131; and Region I (Ilocos Region) with 52,372. Cordillera Administrative Region (CAR) recorded the lowest number of applications with 12,987. Comelec chairperson George Erwin Garcia described the voter registration for the 2025 BSKE as 'the most successful voters registration in history. The most in number in the shortest period'. The poll body started the 10-day nationwide voter registration for the 2025 BSKE on Friday, August 1. It is slated to run until August 10. However, voter registration in Special Registration Anywhere Program (SRAP) sites will last until August 7.
