Syndicate holds meeting for budget recommendations of PU
On the directions of Dr Muhammad Ali, it has been recommended to increase scholarships and subsidies to reduce the financial burden of students and their parents.
On the instructions of Dr Muhammad Ali, the university has increased the amount of scholarship from Rs380 million to Rs406 million compared to the previous year. In addition, scholarships will also be given to students of the university under the Honhaar Scholarship Programme, HEC and Punjab Education Endowment Fund.
Due to the initiatives of Dr Muhammad Ali, the budget deficit of Punjab University has decreased for the first time. This year, the budget deficit is Rs1.2 billion compared to Rs2 billion last year.
On this occasion, the syndicate members appreciated the austerity policy of the Punjab University administration. On the instructions of Dr Muhammad Ali, approval was given to increase the research grant from Rs229 million to Rs297 million to further improve the international ranking of the university and promote the research culture that has a positive impact on the country's economic and social development.
Speaking on the occasion, Dr Muhammad Ali said that the university's budget deficit will be eliminated in the next 3 years. He said that the university will prioritize increasing sources of income instead of borrowing. He said that the university's endowment fund will be strengthened. For the first time, the university will receive a grant of Rs780 million from the Punjab government.
According to other salient features of the budget, special students will be provided free education and free accommodation, while students who take admission on the basis of sports will be provided free education and tuition fees for Hafiz Quran will be waived.
The Punjab University administration will provide a subsidy of crores of rupees to students residing in the hostel, transport while the subsidy provided towards electricity bills in teaching departments is in addition to this.

Gandapur dismisses rift, defends budget
Khyber-Pakhtunkhwa Chief Minister, Ali Amin Gandapur, has dismissed any speculation regarding the stability of his government, stating that all members are united and no one is defecting. "If anyone is eager to bring a no-confidence motion, they are welcome to try — it will only expose the truth," he remarked. He added that had the budget not been passed, the government would have collapsed, and the blame would lie solely with PTI, while opponents would be celebrating. Speaking informally to senior journalists at the Chief Minister's House in Peshawar on Friday, Gandapur reiterated his call to the federal government to open trade routes with Afghanistan — from Chitral to Angoor Adda in Waziristan. "This move will not only boost trade but also ensure regional peace," he said. He also urged that individuals with legal status and those wishing to acquire Pakistani citizenship should be granted it, to promote foreign investment in the province. Gandapur addressed internal party tensions surrounding the budget, stating, "There was propaganda from within that the budget shouldn't be presented, and once it was, noise was made about not passing it. However, when Barrister Saif briefed our party's Patron-in-Chief, he expressed satisfaction with the budget's approval." He revealed that only two members abstained from voting for the budget, adding, "Everyone knows who they're aligned with." He hinted that more clarity on internal matters will emerge once the newly elected members of the provincial assembly are sworn in, and said the party's strategy will be shaped accordingly. The chief minister also explained that due to recent legal interpretations, none of the current assembly members are officially affiliated with PTI, as the Supreme Court's previous decision has been nullified following the July 21 Senate ruling. "Everyone is now considered independent, except me," he emphasized. "I'm still a PTI member, as I listed PTI as my party affiliation in my nomination papers." Responding to criticism over alleged extravagant spending, Gandapur clarified: "I didn't spend Rs115 million on biscuits. That amount was used to provide meals for 400 Class-IV staff members at the CM House and Secretariat." He defended his fiscal record, noting, "While I do spend, I've also saved Rs250 billion. It's the responsibility of political leaders to keep bureaucracy in check — and we will do that." While acknowledging that corruption hasn't been entirely eradicated, Gandapur claimed significant control has been achieved. "I'm accountable not for 12 years but for the 15 months of my current tenure," he added. He concluded by announcing plans to revive closed industries in the province by ensuring the provision of low-cost electricity.

KU awards professor emeritus title to Prof Saify
KARACHI: The Syndicate of the University of Karachi awarded the professor emeritus title to the KU's former vice chancellor Professor Dr Zafar Saeed Saify. The decision was made in light of the newly introduced policy of the Higher Education Commission Islamabad, and in recognition of his contribution to teaching, research, and academic leadership at the University of Karachi. The KU Syndicate meeting was chaired by the KU Vice Chancellor Professor Dr Khalid Mahmood Iraqi, and held at the VC Secretariat. The Syndicate formally approved the HEC Islamabad policy for the appointment of 'Professor of Practice'. The meeting approved the decision to remove from service of assistant professor Muhammad Zahid Farhad from department of applied chemistry and assistant professor Dr Lubna Mobin from department of food science and technology, based on the findings from inquiry reports. The members also approved the decision of financial recovery from both assistant professors. A four-member committee has been established to draft a working paper on employee grade upgrades based on educational qualifications and promotion protocols. The committee is headed by Professor Dr Haris Shoaib and includes Professor Dr Solaha Rahman, Director of Finance Syed Jehanzeb, and Dr Muhammad Hassan Auj. The committee will present its findings in the upcoming Syndicate meeting. The participants of the meeting also approved the minutes and implementation report of resolutions from the Syndicate meeting dated April 17, 2025, and minutes of the Selection Board meetings held on June 17 and 18, 2025, were also endorsed. ZTBL privatisation: PC Board approves appointment of FA
ISLAMABAD: The Privatisation Commission (PC) Board, in its 236th meeting held Thursday under the chairmanship of Muhammad Ali, Adviser to the Prime Minister on Privatisation and chairman PC, approved the appointment of the Financial Advisor for the privatisation of Zarai Taraqiati Bank Limited (ZTBL). Following a competitive and transparent selection process, the board approved the appointment of a consortium of Financial Advisors (FA) led by Next Capital Limited for the ZTBL transaction. Other members of the consortium include Ijaz Ahmed & Associates (Legal), Baker Tilly Mehmood Idrees Qamar (Accounting & Tax), Executives Network International (ENI-HR), Bridge Public Relations (Media), Savills Pakistan (Pvt) Ltd (RE-Valuer) and Prima Global Consulting (Pvt) Ltd (Actuarial). PC tells Senate panel: PIA, Roosevelt and ZTBL lead the sell-off list The consortium secured the highest technical and financial ranking among six bidders, which included leading consortiums headed by Arif Habib Limited, AF Ferguson, AKD Securities Limited, Bridge Factor, and JS Bank. The board also approved the constitution of a Negotiation Committee to finalise the Financial Advisory Services Agreement (FASA) with the selected consortium. This development marks a significant step forward in the government's ongoing privatisation programme. The Privatisation Commission is actively advancing key transactions to promote efficiency, enhance private sector participation, and support broader financial sector reforms. The ZTBL is among the priority transactions in the current privatisation pipeline. The appointment of a top-tier consortium of FAs reflects the government's strong commitment to executing the process in a professional, transparent, and timely manner.
