Scientex 3Q net profit dips 5% on weaker packaging performance, declares 6 sen dividend

SCIENTEX Bhd's third quarter net profit fell 5% year-on-year to RM123.9 million due to weaker performance in its packaging division, despite stronger property earnings.
Revenue for the quarter ended April 30, 2025 (3Q25) was flat at RM1.11 billion.
The group declared a 6 sen interim dividend, payable on July 18.
Packaging revenue dropped 6.4% amid soft export demand and forex pressures, while property revenue rose 9.9% on stronger progress billings and new launches, including strong demand for its Scientex Pulai 3 project in Johor.
For the nine-month period, net profit declined 5.3% to RM376.4 million, with revenue slightly higher at RM3.32 billion. — TMR

SC tightens rules on product governance to strengthen investor protection

THE Securities Commission Malaysia (SC) has introduced new Guidelines on Product Governance (PGG), as part of ongoing market and regulatory reforms aimed at strengthening investor protection and enhancing market integrity. The PGG, announced on June 24, focuses on improving conduct in the capital market by setting out principles and requirements for product issuers and distributors when designing and offering unlisted capital market products. The initiative is intended to promote responsible product development, encourage transparency and ensure that investors' interests remain at the centre of capital market activities. The SC said that among its key provisions, the PGG 'requires product issuers and distributors (firms) to prioritise investors' interests when designing and distributing unlisted capital market products, reflecting this in its controls, policies and procedures (CPPs)'. Firms will need to establish CPPs that not only enhance product suitability for intended target markets but also proactively identify and mitigate potential harm to investors. In addition, the guidelines place 'greater emphasis on board and management's responsibilities by holding them accountable for product design and distribution', while mandating a collaborative relationship between product issuers and distributors to share information on the appropriateness of target markets. This is aimed at ensuring that products continue to meet their intended purpose over time. The SC chairman Datuk Mohammad Faiz Azmi underscored the importance of the new framework in reinforcing the regulator's commitment to responsible innovation. 'The PGG adopts a principle-based approach, allowing firms to implement their product governance framework that best suits their business model while still achieving its desired regulatory outcomes,' he said. Mohammad Faiz added that the adoption of an effective product governance framework is crucial in maintaining trust across the capital market. 'By implementing an effective product governance framework, firms will also be able to demonstrate their commitment to ethical and responsible business practices, which is key to building trust in investors and regulators,' he said. The SC highlighted that the guidelines had been developed following benchmarking of international practices and feedback from the industry. The PGG will apply to unlisted capital market products, with certain exemptions for ordinary shares, over-the-counter derivatives, venture capital or private equity funds, and products offered on platforms operated by recognised market operators. To allow sufficient preparation, the guidelines will come into effect on Jan 2, 2026. MALAYSIA'S 1 July sales and service tax (SST) update raises most service taxes to 8% but keeps home sales and rents tax-free, while also delivering new public-housing support. 'Residential sales and leases remain zero-rated under SST. They are fully exempt from the new 8 per cent service-tax band,' said Juwai IQI co-founder/group CEO Kashif Ansari in a statement. He said it was good news for renters, first-time buyers and homeowners that the expanded SST did not impose any new direct costs. With residential tenants remaining exempt from the 8% SST on rent, he said monthly payments stay unchanged. 'Over time, some costs may filter through. Maintenance or repair bills now carry SST, and agents lease-renewal commissions do as well. Tenants can limit exposure by choosing units with all-inclusive service fees and by negotiating lease terms that lock in costs. 'Nor do landlords pay SST on housing rent itself, but will need to pay the 8% rate on supporting services like plumbing and property-management contracts. We expect this to add to their total costs only marginally,' he said. On renting rooms on Airbnb, he said long-term residential leases stay exempt, but short-stay stays of under one month are taxed at 8% as accommodation services. 'Another frequent concern is around financing costs. Interest payments on mortgages are not a taxable service so the new SST will not increase your monthly instalments. Only some processing or documentation fees may carry the 8% charge. 'Residential landlords also ask whether they must register for SST. The answer is no, because rent on housing is exempt. Owners of ordinary homes stay completely outside the SST system,' he said. –TMR

FMM welcomes electricity tariff restructuring but calls for review of high-voltage rates

THE Federation of Malaysian Manufacturers (FMM) has welcomed the government's recent electricity tariff restructuring under Regulatory Period 4 (RP4), which it says introduces greater transparency and encourages better demand-side management. However, it has urged a review of the high voltage (HV) time-of-use (TOU) tariff structure to ensure Malaysia remains competitive regionally. In a statement, FMM noted that the RP4 rebasing exercise, which reflects current fuel costs, results in an overall tariff reduction of 19%, with 70% of medium voltage customers expected to see lower bills based on current usage patterns. The government's RM5 billion allocation to absorb fuel cost adjustments in the first half of 2025 was also acknowledged. FMM particularly lauded the move to extend off-peak hours by 80%, from 70 to 128 hours weekly, including weekends. 'FMM greatly welcomes the increase in the off-peak hours… which FMM has been advocating for the past decades,' it said. The introduction of the Automated Fuel Adjustment (AFA), replacing the previous Imbalance Cost Pass-Through (ICPT) mechanism, was also seen as a positive step toward better reflecting real market energy prices. However, FMM raised concerns over the revised HV TOU structure, noting that under the new model, the higher the voltage, the higher the cost – a departure from regional practices where high-voltage users typically benefit from lower per-kWh rates and a wider spread between peak and off-peak charges. The gap between peak and off-peak rates has narrowed from 40% previously to below 10% under the new structure. 'In this regard, FMM calls for a review on the tariff structure for HV TOU category to ensure that the tariff remains competitive and attractive in the long term for the high voltage users,' said FMM president Tan Sri Datuk Soh Thian Lai. FMM also called for further announcements on renewable energy schemes, including enhancements to the Green Electricity Tariff, to support industrial decarbonisation. It further urged the government to explore additional support measures, such as targeted incentives for strategic industries like iron and steel. — TMR
