GBA replaces BBMP from today, five corporations likely
The GBA will come into effect from Thursday. Additional Chief Secretary (ACS), Urban Development Department, Tushar Girinath said from Thursday, the Greater Bengaluru Governance (GBG) Act will come into effect. He stressed that till the reconstitution of various corporations under the GBA is completed, there will not be much change in the functioning of the corporation.
'In the next step, the areas that come under the GBA will be notified. Once that is done, these areas will be further divided as per section 5 of the GBG Act to form corporations. As per the procedure, it will also include issuing notification and calling objections,' said Girinath.
To a question on the probable confusion for the city administration, the ACS said, 'Till the time everything is finalised, the existing position of BBMP will continue to function as it was,' he said. The top official also said that there is a provision under section 7 (5) and section 360 of the GBG Act that specifies about the transition.
'All the functions in BBMP will continue till the time of reconstitution of GBA into various City Corporations and GBA kicks in within 120 days from the date of issue of notification,' the ACS said.
He added, 'From May 15, we have four months to reconstitute various corporations under the Greater Bengaluru Authority and till that period, BBMP will continue as per the old rules under the BBMP and KMC Act as long as they are not in contravention to the new Act.'
Girinath added that once the exercise is complete, all other Acts like the Karnataka Municipal Corporation Act and Bruhat Bengaluru Mahanagara Palike Act will cease to exist.
CM will be chairman of GBA, DCM vice-chairman
As per the provisions of the new Act, CM will be the chairman of the GBA and Deputy CM and Bengaluru District In-charge Minister will be the vice-chairman. It is expected that three to five corporations will be formed under the GBA, and an administrator will be the head of all these corporations, individually headed by commissioners.
Areas like Anekal, Sarjapura, Chandrapura, Hebbagodi, Kumbalagodu, Belathur, Madanayakanahalli and other outer areas which are under panchayat limits will also fall under GBA, said the sources.

Progressive laws are the foundation of a civilised society, says High Court Judge
Madras High Court Judge G.K. Ilanthiraiyan, at an awareness programme in Namakkal, said that many progressive laws have been enacted in our country to improve the dignity and safety of women. A district-level awareness programme for gender sensitisation and elimination of violence against women was held on the premises of District Government Medical College on Saturday (July 26, 2025). Principal District and Sessions Judge R. Gurumurthy delivered the welcome address. Speaking at the programme, Justice Ilanthiraiyan said the laws that promote gender equality, equity, empowerment of women, and prevention of sexual harassment in the workplace are being fully implemented. They are the foundation of a civilised society. As guardians of the law, we are responsible for justice for every citizen. He emphasised that yet, for a long time, justice has remained unequal in its delivery, especially along gender lines. Justice Ilanthiraiyan shared that over the years, India has enacted several progressive laws to address gender injustice and to enhance the dignity and safety of women. 'Articles 14, 15, and 16 of the Indian Constitution guarantee the right to equality, non-discrimination, and equal opportunity. The Protection of Women from Domestic Violence Act, 2005; the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013; the Dowry Prohibition Act, 1961; the Maternity Benefit (Amendment) Act, 2017; the Child Marriage Prohibition Act, 2006; and the Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994, provide protection and empower women,' he added. Stating that laws, no matter how much progressive, can only achieve their objectives if they are properly implemented, Justice Ilanthiraiyan said that women across the country faced challenges ranging from gender-based violence, discriminatory employment practices, political underrepresentation, and culture. According to the National Crime Records Bureau (NCRB) 2022 report, more than 4.5 lakh cases of crimes against women have been registered, which is more than in previous years. The female labour force participation rate in India is at 32.8%, significantly lower than the global average of 50%. Women constitute only 15% of the members of the Lok Sabha. The proposed Women's Reservation Bill, which would provide 33% reservation for women in Parliament and Legislative Assemblies, remains an aspiration rather than a reality. Women now account for 43% of STEM graduates in India, one of the highest in the world, he added. On Saturday morning, Justice Ilanthiraiyan laid the foundation for the construction of five judicial officers' quarters at the master plan complex in Namakkal.

Online shopping scam: Kerala HC directs transfer of provisionally attached amount to interest-bearing treasury deposit
Kochi: High court has directed the competent authority under the BUDS Act to ensure that the provisionally attached amount, exceeding Rs 200 crore and lying in various bank accounts in connection with the scam-hit High Rich Online Shopee case, is transferred to an interest-bearing treasury deposit within two weeks. The bench of Justice P Gopinath issued the order on Monday in a petition filed by High Rich Online Shoppe Pvt Ltd and its directors, K D Dasan and his wife K S Sreena, challenging the actions taken under the Banning of Unregulated Deposit Schemes Act, 2019 (BUDS Act). The directive was issued after considering the fact that the amounts on deposit admittedly exceed Rs 200 crore, and that it would be in the interest of the depositors for the funds to earn interest rather than remain idle in current accounts across various banks. HC further directed that the details of the treasury deposit, including the applicable rate of interest, be duly intimated to it by the competent authority immediately after the transfer and deposit of the amount. Accordingly, the matter was adjourned to Aug 13. Previously, a crime had been registered at the Cherpu police station in Thrissur under the BUDS Act against the petitioners, based on a private complaint in a financial fraud case. The complainant alleged that High Rich was engaged in multi-level marketing, thereby conducting a money chain business. Similar cases were also registered against the petitioners at the Ernakulam, Sulthan Bathery and Kannur police stations. In 2023, the additional chief secretary (home), acting as the competent authority under the Act, provisionally attached the assets.

The complaint against Jagdish Mehta, group editor of Rajkot-based Headlines News channel, and Gopi Ghanghar, anchor of Ahmedabad-based Nirbhay News channel, was registered in Tapi district. The complaint was registered under Section 356 (Defamation) of the Bharatiya Nyaya Sanhita (BNS) and various sections of Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. In the FIR, the Congress MLA from Khedbrahma has alleged that in a show aired on July 22 on Nirbhay News, Ghanghar made an objectionable statement against him. He said Mehta consented to the statements, which were 'defamatory for him and the entire tribal community'. He said in the FIR, 'A live news debate video came to my personal assistant's mobile phone on July 22' where the statements were made. Talking to The Indian Express, Chaudhary said, 'My father and I got elected from the ST reserved seat, and we are also leaders of the tribal community. Both the accused had uttered statements defaming me, my father and my entire community, and we will not let this go.' Speaking to The Indian Express, Ghanghar said, 'Chaudhary has lodged a complaint against me and Mehta, and we are also looking into ways to respond to it legally. Till now, I have not received any call from Tapi police.' Deputy Superintendent of Police, SC/ST cell, Tapi district, Nikita Shiroya said, 'We have registered an offence against both the accused. We will first gather the original video footage of the debate so that we can determine the topic of discussion, the statements made, and the context in which they were made. Currently, we are at the stage of collecting evidence, and if necessary, we will again contact the complainant and take his statement. We are also looking for both the accused and will see what they have to say.'
