
Mumbai's ‘Iconic Buildings'policy faces pushback from local heritage association
The proposed policy defines 'Iconic Buildings or Spaces' as structures that possess unique or distinctive characteristics such as size, shape, aesthetics, look, concept, theme, urban design, architectural design, or structural elements.
"What is iconic to a select group of people might not be considered iconic to everyone. 'Iconic' is defined in vague and subjective terms, opening the door to arbitrary or purely commercial interpretations.
Iconicity should be redefined based on urban contribution, cultural context, sustainability, and public value, not just shape or scale," stated a letter by the Fort Heritage Conservation Association to the Chief Engineer (Development Plan).

The letter is backed by a working group comprising key South Mumbai associations, including the OVAL Trust, Oval Cooperage Residents' Association (OCRA), Art Deco Mumbai Trust (ADMT), Urban Design Research Institute (UDRI), Kala Ghoda Association (KGA), and the Nariman Point Churchgate Citizens Association (NPCCA).
The BMC's plans are for the city to boast of iconic buildings like global cities have, namely The Gherkin skyscraper in London, Tornado Tower—a high-rise office skyscraper in the city of Doha, Qatar, and Dubai's iconic skyscraper—Burj Khalifa.
Meanwhile, the association's letter also states that the regulation prioritises visual and formal uniqueness (shape, size, aesthetics, look) but is silent on contextual integration, cultural relevance, or urban coherence.
"Only the architectural and aesthetic features do not make a building 'iconic'; it also comes from its cultural, historical, and symbolic meaning, which must be documented and reflected in the design of the iconic building," states the letter, also pointing towards there being a lack of clarity on the scale and open space allocation. "There is no mention of the scale of the proposals/built-up area and the green spaces percentage.
Without this, it is difficult to understand the density, intensity of use, or infrastructure load the proposal may generate. This must be evaluated, and the regulation must reflect the necessary details."

Bhubaneswar: An assistant engineer (AE) of the roads and buildings (R&B) division in Bhubaneswar was detained by Odisha vigilance on Tuesday for allegedly possessing substantial high-value properties in the city. During investigations to determine the total value of disproportionate assets (DA) owned by Raja Kishore Jena (56), the anti-corruption officials discovered multiple residential units and commercial spaces belonging to him and his family members in prominent locations across the city. "The identified immovable assets include a three-storey building spanning 3,500 sqft in Sector-5, Niladri Vihar area, two premium flats in an upscale apartment complex, two retail stores in different shopping malls, and 13 homestead plots, of which nine are located in Bhubaneswar," a vigilance officer said, adding that Jena was detained for questioning. Officers said they are currently evaluating his bank accounts and financial investments, while the technical division of vigilance is assessing the value of the identified immovable properties. Jena, who joined govt service in 2007, receives a monthly salary of about Rs 77,000. Throughout his 18-year career, he has worked primarily in Bhubaneswar and Cuttack, with a brief four-month posting in Keonjhar in 2016. In the middle of vigilance searches, Jena's family members created ruckus alleging he was framed in a false corruption case. This is the second crackdown on an engineer in Bhubaneswar within a week. On July 24, vigilance officers arrested BMC's executive engineer Jagannath Pattnaik for possessing assets exceeding his known sources of income by 148%.

SC okays redevelopment of Mumbai's Motilal Nagar under C&DA model
NEW DELHI: The Supreme Court on Monday upheld the Maharashtra Housing and Area Development Authority 's ( MHADA ) decision to redevelop Mumbai 's Motilal Nagar under the Construction and Development Agency (C&DA) model, dismissing legal challenges filed by local residents' associations. A bench of Justices Vikram Nath and Sandeep Mehta rejected a special leave petition filed by three petitioners - Motilal Nagar Jankalyankari Samiti, Motilal Rahivasi Vikas Sangh, and Gaurav Arun Rane- challenging the Bombay High Court decision that had cleared the path for redevelopment of 143 acres of Motilal Nagar I, II, and III via C&DA. Solicitor General Tushar Mehta, representing the MHADA, submitted that the land belonged to the housing authority and the project had been granted "special status" by the Maharashtra government. He said that obtaining individual consent from thousands of residents could delay the long-pending redevelopment. The apex court took note of the submission that 1,600 sq ft of built-up area was being offered in lieu of 230 sq ft of existing occupancy - much higher than the standard entitlement under the Development Control and Promotion Regulations (DCPR). Earlier, the Bombay High Court had dismissed a review petition filed by Motilal Nagar Vikas Samiti, reaffirming the legality of the C&DA route for redevelopment of Motilal Nagar. The Motilal Nagar redevelopment project - executed in partnership with Estatevue Private Developers, a subsidiary of Adani Realty - aims to rehouse approximately 3,700 residents in modern apartments measuring 1,600 sq ft. The C&DA agreement also includes 987 sq ft of commercial space, and improved infrastructure. The MHADA will retain full ownership of the land, while Estatevue Private Developers handles execution of the redevelopment project. The Rs 36,000-crore project has a seven-year timeline, during which 3,372 residential units, 328 commercial units, and 1,600 tenements from an adjacent slum will be relocated. The C&DA bears the entire cost of rehabilitation, infrastructure, and amenities - free of cost to the MHADA.

To prevent waterlogging in low-lying areas of Mumbai's western suburbs, the Brihanmumbai Municipal Corporation (BMC) has come up with an ambitious plan of setting up 25 floodgates at various inter-tidal zones in the Mithi River for Rs 2,300 crore. The project is inspired by the flood control systems used by South Korea, especially in areas prone to immense flooding and tsunamis. The tender for the project is set to be floated in the next two months and the BMC has set a three-year deadline for completing the work. What is the Korean technology for operating floodgates? Like Mumbai, South Korea also experiences heavy rainfall and flash flooding during the rainy season. Its low-lying areas are susceptible to more flooding since the water comes rushing down from elevated regions to low-lying zones. Korea is also prone to tsunamis. Therefore, as a preventive measure, floodgates have been designed to prevent waterlogging in low-lying areas as well as intertidal zones. These floodgates operate vertically, unlike conventional floodgates that open horizontally. Additionally, these gates have dewatering pumps that channel out surplus water which also helps in controlling the water pressure. A unique aspect of these floodgates is that the vertical gates give precise control on the water flow that allows both complete blockage and regulated release of water. Why does Mumbai prefer this Korean technology? The primary reason that this technology is preferred is because of the vertical alignment. Mithi River is narrow and will not allow the usage of horizontal floodgates. Therefore, these vertical gates will be useful since they will use lesser space and serve the purpose of water blockage. Another reason why these gates are preferred by the authorities is that they allow for precise control of the water flow which will allow civic officials to streamline the surplus water into holding tanks. This could be recycled later for non-potable usage as well. How will these gates operate in Mumbai, and which areas will get respite? Officials associated with the project said the gates will be installed in tidal zones starting from Mahim Creek and will stretch up to 8 km towards suburban Mumbai. During high tide in monsoon, these gates will be deployed and the inflow of water will be blocked. Meanwhile, a certain quantum of water will be pumped out, either into the sea or it could be transferred into holding tanks for reuse. The officials said the installation of the gates will allow respite in areas including Bandra-Kurla Complex (BKC), Taximen's Colony in Bandra East, Dharavi, and Dadar. 'The project was first proposed in 2022. However, the design aspects were changed and a new structure has been proposed. The tenders have been approved and will be floated in the next one month. Last time, several international firms from countries like Korea, Japan and Germany had shown interest in this project,' the official said.
