Trump's ‘Big, Beautiful Bill' is a middle finger to US solar energy
As it stands, the bill guts many of the clean energy programs of Joe Biden's signature 2022 Inflation Reduction Act. That includes killing off incentives for domestic and utility-scale solar power as well as the Clean Electricity Production Credit . Even worse, the bill axes the Domestic Content bonus that incentivized the use of US-made gear.
There were a number of provisions that did not survive its journey through the Senate, like the excise tax on renewable energy. As CBS News reported, the levy would have imposed an additional charge on projects that used materials from foreign countries. As CNN explained, this would have cut renewable energy projects in favor of extending the life of coal and gas turbine plants.
Rob Gardner is Vice President of Congressional and Regulatory Affairs for SEMA, the Solar Energy Manufacturers for America coalition. He walked me through the bill, explaining the effects of the changes for the US solar industry. 'A positive is that it maintains production tax credits for manufacturers of clean energy components,' he said.
One tweak from an earlier version of the bill was the speed at which the existing tax credits would be withdrawn. As it stands, projects that are already approved will qualify for the present regime, as will any project beginning construction before June 2026. 'Basically, a year after enactment [companies have] to begin construction on utility-scale solar projects to receive the full amount of the credit,' said Gardner. And, according to § 70512 (4)(a) those plants will need to be 'placed in service' no later than December 31, 2027.
The bigger issue, however, is that the bill creates 'uncertainty for long-term demand for US products,' according to Gardner. Put simply, American-made solar panels are more expensive than their Chinese counterparts due to higher manufacturing costs. By removing the incentives, including the Domestic Content bonus, the US is opening the door for Chinese-made alternatives. Gardner added 'after the tax credits that incentivize domestic production and consumption expire, you will see a flood of Chinese product [in the market.]'
The US's Environmental Information Administration projects that the US' total domestic energy consumption will grow by almost two percent in the next year. A slowdown in new energy additions is the last thing the US needs, especially as renewables made up almost 90 percent of all new power generation capacity in 2024. But it's likely that even with all of the changes in the bill, solar will remain the biggest technology used to implement new power generation capacity.
Abigail Ross Hopper, CEO of the Solar Energy Industries Association pulls no punches in her statement . She said the bill 'undermines the very foundation of America's manufacturing comeback.' Hopper added that 'families will face higher electric bills, factories will shut down, Americans will lose their jobs and our electric grid will grow weaker.'
Jason Grumet, CEO of the American Clean Power Association described the bill as a 'step backward' for American energy policy and an 'intentional effort' to undermine 'one of the fastest-growing sources of electric power.'
Environmental groups also believe the bill's passing marks a dark day in the world's fight against climate change. Greenpeace USA Deputy Climate Program Director John Noël, said in a statement that 'this is a vote that will live in infamy' for its role in 'doling out fossil fuel industry handouts.'
Environmental Defense Fund's Vice President for Political and Government Affairs Joanna Slaney agreed. She said that the bill is 'effectively cutting off supply of cheap energy right when the US needs it most.' In contrast, the bill offers a '10-year reprieve from paying a fee on wasteful methane pollution,' a gas significantly more harmful than carbon dioxide to the environment.
Research by clean energy company Cleanview suggests the bill may jeopardize up to 600GW of new renewable energy capacity. This is because of the tight deadlines the bill imposes to qualify for the existing credits, which again, need to begin construction before June 2026. That 600GW figure includes solar farms and battery storage projects in California and Texas that would need to be rushed to get working.

How House Republicans could bypass their own budget
Mike Johnson is staring down the legislative challenge of his career. As soon as this morning, the speaker will attempt to ram the Senate-passed megabill through the House as dozens of Republicans threaten to vote it down. The detractors come from across the Republican conference after the Senate sent over a bill with deeper Medicaid cuts, steeper deficit hikes and less onerous clean-energy provisions than expected. And he's gunning to deliver by President Donald Trump's self-imposed July 4 deadline, as severe thunderstorms in Washington threaten full attendance. 'We'll see. I've got to play the cards that are dealt to me,' Johnson said Tuesday, after admitting he was 'not happy' with the Senate's changes to the bill. 'And we're working through that. … But we remain optimistic we're going to land it at this point.' Johnson has 24 to 48 hours to persuade reluctant fiscal hawks and Medicaid moderates to swallow the Senate's bill. He spent Monday on calls with concerned lawmakers and caucuses, scrambling to figure out how to pass it this week without making changes to the bill. (John Thune and Johnson have been in contact through much of the process but did not speak in the hours leading up to the Senate vote, the majority leader told POLITICO.) But the Senate bill will be tough to sell. House Freedom Caucus members like Reps. Chip Roy (R-Texas) and Ralph Norman (R-S.C.) blasted the Senate's bill Tuesday for adding to the deficit and softening clean energy tax credits. Roy and Norman both voted against the bill in the Rules Committee overnight. House moderates are worried about the steep cuts to Medicaid, which Johnson has privately said could cost Republicans the House in 2026. Sen. Thom Tillis' (R-N.C.) speech torching the Senate's Medicaid provisions for similar reasons shook many vulnerable Republicans. And a substantial cross section of the two groups of holdouts would rather take time to rework the package and send it back to the Senate, instead of jamming the Senate version through the House under a self-imposed deadline. Norman said the House should go back to the original bill, leave town and come back when Senate Republicans are 'serious.' Some signs of progress for Johnson: Rep. Nick LaLota (R-N.Y.) appeared more likely to support the bill Tuesday night after previously refusing a deal on a state and local tax deduction. Rep. Jeff Van Drew (R-N.J.), previously a strong no on the bill over the Medicaid provider tax, told POLITICO a local provider tax tweak in the wraparound amendment for New Jersey and other states has him feeling better about the bill. But it would still be a gamble for Johnson to put it on the House floor: Many Republicans think the bill would fail without additional changes. However, the speaker has previously succeeded in putting bills on the floor without the votes — and relying on Trump to pressure holdouts to fold. What else we're watching: — Weather problems could delay House vote: Over 200 flights into Ronald Reagan Washington National Airport were either canceled or delayed Tuesday amid thunderstorms in Washington, according to the flight-tracking service FlightAware. Johnson said Tuesday night that the travel issues could push back the House vote on the GOP megabill, which is expected as early as Wednesday. — More reconciliation packages: As the House looks to pass the current reconciliation package without further tweaks, Johnson is suggesting there could be future opportunities for lawmakers to get their priorities into party-line packages. In an interview on Fox News on Tuesday night, Johnson said the House will plan to do two more reconciliation bills during this session of Congress, which ends in 2026. Healthcare stocks plummet on Medicaid cuts, Apple upgraded
Healthcare insurer stocks, like UnitedHealth (UNH), Centene (CNC), and Oscar Health (OSCR), tumble as policy changes threaten the US government's Medicaid spending. Apple (AAPL) stock was upgraded to Hold from Underperform by Jefferies, highlighting potential upside for the June quarter. We're watching Healthcare Insurance stocks, as well as Apple. First up, Healthcare Insurance is plunging at the announcement of severe Medicaid cuts in the Senate's version of Trump's big, beautiful bill. Centene appears to be the biggest loser today, but United Healthcare, Oscar are among some of the others, also seeing their shares plummet. JP Morgan downgrading Centene at the news, the insurer is pulling its full-year guidance for insurance plans sold on the Affordable Care Act exchange. Oscar Health receiving a downgrade from Raymond James and an underweight rating in newly initiated coverage by Barclays. So Centene, Barbara, they withdrew their financial guidance for 2025. They say earnings will fall short of expectations. Stock gets crushed. Your thoughts on that and maybe the broader sector as well. Well, clearly there was some nervousness today. Yeah, well, I think the stocks deserve to be crushed, given the percentage of revenues they have for Medicaid and it looks like, you know, it's going back to the tax bill's going back to the House, but Medicaid is going to be cut. And so the ramifications are going to be long-lasting for these companies. The question is, I think in other names like United Healthcare was down on this. United Healthcare maybe has 15% in Medicaid and United has its own issues. You know, but that's one that probably could be bought on any weakness here. But Centene, you know, the downgrade, I think, is deserved. It's probably going to go lower, people will stand back. So I think they're not buyable right now. At some point, they probably will be when it's really thoroughly discounted. There's some light at the end of the tunnel, but that may have to wait till another administration. Avoid for now. Yes. All right. Well, next up, Jeffries upgrading Apple from underperform to hold at possible upside for the company's third quarter. New data highlighting a 15% growth in global iPhone volumes in April and May with Chinese demand after discounting, pushing at 12% growth in March. Stemming from this, Jeffries raising its Q3 outlook for the technology and software manufacturer, with an emphasis on 9% growth, as opposed to the previous 1% forecast. So Jeffries does go to a hold, Barbara. They say Q3 could keep Apple stable in the near term. They say, we believe tariffs driven pulling tariffs driving pulling demand and share recovery in China would drive June quarter revenue EPS growth, they're saying of around 8 and 10%. They expect only flat iPhone unit growth though, in the second half. Average target on the street now's around 227. Stock is down around 15% so far this year. Right, but it's up today in a big way and I think that was the important news because as you know, they have sort of blown the AI introduction. People are waiting for that. I think it's really hurt their sales with the new models because you try to use Siri, you know, which is their their voice-enabled AI and it really doesn't work that well. You know, compared to a ChatGPT, you can go get that. So what the news today was that they might be partnering with Open AI, you know, with another outside vendor, which would be smart not to do it inside. And that's why the stock was up usually, and could probably keep running from here because so much is I think people are holding off on that. And we have to remember the big part of the Apple story is that 25% of the revenues are from services and that keeps climbing. And that's their high margin business. And that's where you have what, 2.3 billion active users, you know, and that keeps climbing. So I think Apple is probably has a little more room to run here. Uh to your point, I did see analysts saying, Barbara, when that that news crossed, that maybe they decide to partner with OpenAI or Anthropic, there were at least some on the streets saying, you know, that would be that would be a smart bridge until they can start relying on their in-house technology. Yeah. I think it would be because they haven't been able to figure it on their own and they brought in a high-level guy and that sort of they just keep missing deadline after deadline, so they have to do something. You know, because they're really falling behind here.
