Transactions of million dollar or more HDB resale flats brings many positives
A search on HDB's data showed a premium loft unit on the 22nd to 24th story of Block 92 Dawson Road, with remaining land lease of over 89 years and size of 122 square metres (sq m), was transacted in June at about S$1.66 million.
Meanwhile, several five-room flats along Dawson Road, with remaining land lease of over 94 years and size of 107 sq m, were transacted at S$1.4 million or more each this year. One unit on the 28th to 30th story of Block 79 Dawson Road fetched around S$1.47 million.
In perspective, paying S$1.5 million for a home works out to around 6.3 times the annualised average monthly household income including employer CPF contributions of the eighth decile of resident employed households of S$19,948 in 2024.
Certainly, very few HDB resale flats fetch close to S$1.5 million each. And one may need to budget S$1.5 million for a resale condo unit of around 70 sq m near Dawson Road.
Still, HDB resale flats have generally gotten far pricier these days. The HDB Resale Price Index – which tracks the overall price movement of resale flats – rose by 52.9 per cent from 131.5 in Q4 2019, pre Covid-pandemic, to 201 in Q1 2025. And the proportion of resale flats transacting at over S$1 million dollars each is generally rising, with some analysts expecting up to 1,500 such deals this year.

Is a strong HDB resale market, with more transactions of at least a million dollars, a cause for consternation or celebration? I see various positives to having a buoyant HDB resale market.
Wealth effect
One, many Singaporeans are HDB homeowners who intend to live in their homes for years with no intention to sell, even if they are constantly pestered to do so by overzealous property agents.
An owner occupier of an HDB flat, which appreciates in value, will enjoy a positive wealth effect and be able to consume with greater confidence. In turn, private consumption is a key driver of the economy.
Think of the many food and beverage sector jobs, for example, that are supported by local residents dining out. Or how the spending of local residents on everything from home improvement and wellness to enrichment classes supports jobs.
Also, robust HDB resale flat prices help provide a strong base for the housing pyramid here. Ultimately, having firm housing prices in general helps ensure a healthy financial system as home loans are a vital part of the loan books of major lenders here.
Importantly, Singapore is a global city that attracts numerous wealthy people from Asia and elsewhere, many of whom go on to become its permanent residents (PRs) and citizens.
Letting many Singaporeans enjoy asset appreciation from their HDB homes can help locals deal with possible issues of envy and resentment that may arise from living in a city where some experiences are well beyond the financial reach of the general public.
Condo upgrading
Two, a strong HDB resale flat market supports many locals in pursuing their condo ownership dreams.
That many young locals aspire to own condos is positive. After all, economic growth is driven by people working hard to chase material aspirations instead of lying flat and being content.
Many Singaporeans use gains from selling an HDB Build-To-Order (BTO) home after the minimum occupation period to help buy condo homes. Indeed, for some young locals, recycling gains from selling a BTO home to buy a condo home can help them catch up with peers who received parental help to get into condo ownership.
Moreover, the economy gains when there is healthy demand for new condos as this supports the livelihoods of developers, contractors and property agents, among many others. The state, too, benefits from selling land for building private homes, with proceeds from state land sales accruing to past reserves.
Funding for retirement
Three, the owned-HDB flat is the single most important financial asset for many Singaporean households.
The fact that HDB flats rise in value and have a ready market of buyers gives owners financial options. For example, a flat can be sold to raise funds to deal with a family emergency, fund a business venture or finance a child's higher education overseas.
Crucially, with rising life expectancy, seniors can raise funds by selling their HDB home to better ensure financial adequacy in their retirement years. For one, an elderly person will likely raise a substantial amount of cash by selling a four- or five-room HDB home and buying a short-lease two-room flexi flat or community care apartment from HDB.
Meanwhile, elderly HDB flat owners who aim to leave a financial legacy to their family members, can draw much satisfaction from knowing that they are gifting a valuable flat upon their demise.
Doubtless, rules governing the eligibility of buyers of HDB resale flats can be tightened if the goal is to bring down HDB resale flat prices and improve their affordability.
Should PR households be restricted from buying HDB resale homes? What about imposing an income cap on buyers of all HDB resale flats? Or instead of possibly relaxing the wait-out period, applying a much longer wait-out period before former private homeowners can buy an HDB resale home?
Nonetheless, while many people may hope for cheaper HDB resale flats, I think having a strong HDB resale flat market offers various positives and is well worth cherishing.
May the HDB continue to provide many locals a good start in their homeownership journeys with affordably priced BTO homes in a wide range of locations including centrally located ones. Concurrently, may HDB flat owners enjoy the wealth effect and the greater financial options afforded that come with owning a home which rises in value despite its remaining land lease gradually running down.

Another one of Singapore's longstanding F&B outlets is calling it a day. Ka Soh restaurant, a heritage brand known for its Cantonese-style fish soup, announced the closure of its last outlet at Greenwood Avenue in Bukit Timah via social media on Saturday (July 26). The outlet's final day of operations will be on Sept 28. According to the restaurant, it will not be renewing its lease once it's up. The flagship outlet in Outram, which was located in Singapore General Hospital, had been a Michelin Bib Gourmand recipient since 2016. Ka-Soh is known for its Cantonese-style fish soup. The signature creamy and milky broth gets its flavour by boiling fish bones at high heat for several hours, according to Michelin Guide Singapore. It was founded in 1939 as a humble push cart stall in Great World Amusement Park, and currently helmed by Cedric Tang, the third-generation owner. When the flagship outlet in Outram announced its closure in June 2022, the owner attributed it to manpower issues and rising costs, as reported by The Straits Times. Prior to the outlet's closure, the business also took a hit as its sister eatery Swee Kee Eating House in Amoy Street shuttered in May 2021 due to the Covid-19 pandemic affecting the business' footfall. Authorities say access to Changi intertidal areas unaffected by reclamation, in response to petition
Find out what's new on ST website and app. On July 2, The Straits Times reported that about 193ha of land off Changi will be reclaimed – roughly twice the size of Gardens by the Bay. SINGAPORE - Planned reclamation works to expand Changi Aviation Park will not affect access to popular intertidal areas off Changi Beach Park, the Housing Board and Urban Redevelopment Authority (URA) said in a joint statement on July 28. The authorities also said the environmental impact assessment report for the project contained security sensitivities that required confidentiality agreements before the public could view it. They were responding to concerns raised by nature enthusiasts over whether plans for the area will limit public access to the rich shorelines of Changi. At low tides, the area often draws people hoping to glimpse anemones, octopi, and other marine creatures. A petition raised by nature guide Neo Xiaoyun and environmental storyteller Julian Paul Lee called for HDB to scale back its plans for the reclamation in the light of the area's intertidal ecosystem. It also flagged concerns that the Government's consultation of the public over the works had been undermined by its use of non-disclosure agreements. To date, more than 1,440 people have signed the petition, which called for the Government to review the use of confidentiality agreements for environmental impact assessments and prioritise public access to non-sensitive information in these reports. Ms Neo and Mr Lee, both 29, wrote that the blanket use of a confidentiality agreement runs counter to the purpose of environmental assessments, which is to incorporate diverse views and protect natural heritage through public input. HDB and URA said it requires the public to view the hard copy of environmental impact assessments if there are considerations requiring confidentiality, including security sensitivities, such as in the case of the Changi North reclamation. They said: 'For such (assessments), rather than not disclose them altogether, we would facilitate the viewing of the reports, both during and after the public disclosure period, but would require viewers to sign a non-disclosure agreement, which covers the specific sensitive information within the report.' The authorities noted that most reports for environmental impact assessments are made online for public feedback for a stipulated period. Giving more details about the reclamation at Changi North, they said Carparks 6 and 7 of Changi Beach Park will not be affected. As part of the planning for the Changi North project, the HDB, in consultation with NParks, had engaged stakeholders who have local conservation experience and technical knowledge of the area's biodiversity and habitats. These included nature groups, youth representatives and academics. Ms Neo told ST that she welcomed the authorities' time and effort to engage with the petition, although there was still room for improvement. 'The use of confidentiality agreements are still worded quite broadly, so this still creates a chilling effect that dissuades meaningful civic engagement,' said the master's student studying geography and environment at the University of Hawaii. She suggested that the agencies and contractors for future assessments could consider consulting nature guides familiar with the affected areas, as their years of observational data and experience can complement surveys. The public feedback period for the proposed land reclamation works at Changi North has closed, but members of the public can still e-mail HDB to view the report. The reclamation project off Changi North is one of several to create more land at the eastern end of Singapore, including the reclamation of about 900ha off Changi Bay.

Singapore's COE system for cars can borrow ideas from ABSD regime for homes
[SINGAPORE] Living in a country with rising affluence but land scarcity, additional buyer's stamp duty (ABSD) for home purchases and Certificate of Entitlement (COE) for vehicle ownership are personal bugbears. ABSD was first introduced in 2011 and has been increased several times over the years for various buyer profiles. As a local pays 20 per cent ABSD for the purchase of a second home, my dreams of owning another home to earn passive income to fund retirement needs are dashed. To buy a small condo unit for S$1.2 million, I will need to fork out S$240,000 in ABSD, in addition to paying buyer's stamp duty of S$32,600. The COE, first introduced in 1990, confers the right to own and use a vehicle in Singapore for 10 years. In the last bidding exercise, the Category A COE premium was S$101,102. The Category A COE applies to mainstream cars that have engines of up to 1,600 cubic cm in capacity or with up to 97 kilowatts (kW) of power, or for electric vehicles with up to 110 kW of power. Despite the Republic's good public transport system and the COE premium accounting for a hefty chunk of our annual household income, my wife and I continue to own one car, which we share, for greater convenience. However, I worry if my family may have to give up on car ownership should COE premiums keep escalating. For sure, there is sound rationale behind the existence of ABSD and COE. Sign Up Sign Up The ABSD regime helps to manage housing demand, thus keeping alive condo ownership dreams for many locals. A local buying a first home does not pay any ABSD and enjoys significant priority over other groups of buyers – a local buying a second home pays 20 per cent ABSD, a permanent resident (PR) buying a first home pays 5 per cent ABSD and a non-PR foreigner pays 60 per cent ABSD. An entity or a trustee buying a home pays 65 per cent ABSD. Meanwhile, with roads occupying about 12 per cent of land area, the government manages road space and the number of vehicles using the roads to avoid perennial grid-lock. The COE system is a key lever in controlling the vehicle population's growth. Since February 2018, the vehicle growth rate has been zero for all categories except Category C for goods, vehicles and buses. Nonetheless, even if the ABSD regime and COE system are relevant, should the COE system for cars borrow some ideas from the former? Differentiating among buyer profiles First, unlike the ABSD regime, the COE system for cars does not differentiate among various buyer profiles. Perhaps, like in the ABSD regime, the COE system for cars should differentiate among buyer profiles to give priority to a local buying his first car. For example, levy a small additional premium on PRs and larger additional premiums on other buyer profiles such as non-PR foreigners and companies. Currently, the COE premium paid in a specific category is the same for a buyer of a first car and a buyer of a second or subsequent car. Should Singapore citizens and PRs who buy multiple cars pay a higher COE premium? In short, it may be more equitable if a local buying a first car enjoys priority over other groups of buyers such as companies who purchase cars to generate profit via the leasing out of said vehicles and individuals owning multiple vehicles as part of a car collection. Sure, there may be scope to fine tune the COE system further to favour car ownership based on household needs, but this might introduce unnecessary additional complexity. Removing possible regressivity Second, today, there are three COE categories that can be applicable for cars. Besides Category A, there is Category B for more powerful cars and Category E, which can be used for all vehicles except motorcycles. Typically, Category E COEs are used for more powerful cars. Each COE bidding exercise results in a fixed COE premium for the different categories. In the latest bidding exercise, the premiums for Category B and E were S$119,101 and S$120,000, respectively. What the COE system can possibly adapt from the ABSD regime is to have premiums that are set as a percentage of the Open Market Value (OMV) of a car. The OMV is the cost of a vehicle imported into Singapore. Think about it: the current COE system for cars is possibly regressive. In Category A, the cost of the COE is about 144 per cent of a car costing S$70,000 without COE or 84 per cent of a car costing S$120,000 without COE. Under Category B, the cost of the COE would amount to around 48 per cent of a high-end make that costs S$250,000 without COE, and a much smaller 12 per cent of a super luxury model which costs S$1 million without COE. Of course some other fees and taxes linked to car ownership are progressive with more expensive cars attracting higher costs. For example, higher rates of Additional Registration Fee, which is a tax imposed for registering a vehicle, apply to cars with higher OMV. Still, it may be fair that a billionaire car lover building a collection of luxury marques pays much more for each of his COEs versus what a local pays for a COE for one standard vehicle, which serves day-to-day household needs. Could possibly regressive elements in the COE system for cars be eliminated soon? On reflection, setting aside my personal grievances, owning a car or a second home here are nice-to-haves and not essentials. Many citizens, including young local couples, can buy affordably priced public housing flats for owner occupation. Last week, the Housing and Development Board launched 10,209 flats under the July 2025 Build-To-Order and Sale of Balance Flats exercises, with numerous homes in choice locations. A high homeownership rate among resident households gives people a sense of security and an opportunity to enjoy asset appreciation. Meanwhile, residents are served by an affordable, efficient and comprehensive public transport network. Still, there may be room for tough but needed policies to curb demand for homes and cars to be more equitable. Perhaps the COE system for cars can borrow some ideas from the ABSD regime for homes to prioritise local first car buyers and eliminate possible regressivity.
