Saudi Arabia designates methamphetamine-related offenses as major crimes requiring detention
RIYADH — Saudi Arabia's Attorney General Sheikh Saud Al-Mujib has approved the classification of all criminal offenses related to methamphetamine (Shabu) as major crimes requiring detention.
The decision aligns with the Kingdom's national efforts to combat drug abuse and curb its spread, given the severe health and security risks associated with methamphetamine use.
Methamphetamine is known to cause serious psychological and behavioral disorders, contributing to rising crime and violence rates.
The new classification ensures that strict legal measures are enforced to address this issue decisively.
The Attorney General's Decision No. 110 issued on 1 Ramadan 1446 AH amends a previous regulation (Decision No. 1 dated 1 Muharram 1442 AH) by adding Clause No. 26, which states: "All criminal offenses related to methamphetamine (Shabu) are classified as major crimes requiring detention."This classification covers all offenses connected to methamphetamine, including possession, smuggling, trafficking, acquisition, receipt, storage, transportation, purchase, or use when intended for personal consumption.Additionally, attempted production or manufacturing of methamphetamine is also considered a major offense under this regulation.The decision is in line with Article 112 of the Criminal Procedures Law, which authorizes the Attorney General — after coordination with the Ministry of Interior and the Presidency of State Security — to determine major crimes requiring detention and publish them in the official gazette.In a separate aspect of Saudi Arabia's anti-drug efforts, Article 42 of the Narcotics and Psychotropic Substances Control Law allows drug users and addicts to seek treatment voluntarily without facing legal action. If an individual, or their relative, requests treatment, no criminal charges will be filed, provided that any illicit substances in their possession are surrendered or disclosed to the authorities.

Saudi Arabia issues new rules for food trucks, bans late-night sales
Saudi Gazette report RIYADH — Saudi Minister of Municipalities and Housing Majed Al-Hogail has approved new municipal requirements for mobile vending carts and food trucks. These include installing surveillance cameras inside the carts and prohibiting activities after 12:00 in the night. Parking in front of emergency exits or evacuation assembly points near facilities, as well as near gas stations, is not allowed. Parking within residential neighborhoods is also prohibited. All activities will be prohibited after 12:00 AM unless there is a 24-hour permit. Smoking inside vehicles, loudspeakers, or mobile external speakers will also be prohibited. Vehicles, trailers, and semi-trailers which are participating in events will be excluded from this requirement. Meals are prohibited from being prepared outside the cart. If charcoal or firewood is used for cooking, meals or beverages must be prepared in a separate cart. The provision of tobacco products of all kinds is also prohibited. Food establishments must adhere to the activities, instructions, and executive and technical regulations issued by the Saudi Food and Drug Authority. They must also install surveillance cameras in the cart in accordance with the Law of the Use of Security Surveillance Cameras and its executive regulations. Individuals are also entitled to issue one license for a mobile cart, trailer, or semi-trailer across the Kingdom. The Ministry of Municipalities and Housing noted that the draft municipal requirements for mobile carts were made public through the "Istithlaa" platform from May 13-28, for the purpose of public survey and feedback prior to approval and implementation. The new terms and conditions aim to regulate this sector, encourage investment, and facilitate requirements for investors and beneficiaries. This step will provide an appropriate regulatory environment for commercial investment, control development, and increase compliance rates. This will have a positive impact on food safety and preserve community health. Saudi authorities arrest 37 in drug trafficking case involving government staff
Saudi Gazette report RIYADH — The Saudi security authorities have arrested 37 members of criminal gangs involved in drug trafficking in the Riyadh and Hail regions. They included six ministry employees, according to an official source at the Ministry of Interior. Those arrested include 28 Saudi citizens, five Syrian nationals, two Ethiopian border security violators, a Yemeni national and a Yemeni expatriate. The criminal networks were found involved in receiving and trafficking the narcotic substances amphetamine and shabu (crude form of methamphetamine), as well as tablets subject to medical regulation. The arrested citizens include two each from the Ministry of Defense and the Ministry of National Guard and one each from the Ministry of Interior and the Ministry of Health. The arrests were made following information available to the competent authority at the Ministry of Interior. The arrested persons were referred to the Public Prosecution after taking the necessary legal measures. The ministry affirmed that security agencies are vigilant against all criminal plots being hatched to target the nation and its youth with drugs. "The security authorities will confront anyone who dares to threaten the security of the Kingdom, as well as its citizens, and residents. They will foil such plots and arrest anyone involved in such crimes," the ministry added.
