Chennai Metro Rail to build leisure facilities, workplaces at Phase II's Thirumangalam station

Like Kokura Station in Japan or Chongqing in China, Thirumangalam station will emerge as a place where people can shop, dine, or work on one floor and then catch a ride on the Chennai Metro Rail network on another.
In a couple of months, Chennai Metro Rail Limited (CMRL) will start the construction of four towers in Thirumangalam. According to CMRL officials, they have floated bids for the massive project, which is located opposite to the Anna Nagar West Depot, near the Phase I Thirumangalam Metro station. Sprawling over 3.85 acres, the project will comprise the Phase II Thirumangalam Metro station and four towers. While Towers A and C will have three basements, a ground floor, and nine upper floors, the station will be in Tower B, which will have a ground floor and nine upper floors. Tower D will have a ground floor and two upper floors.
In Tower B, the third floor will have the concourse and the platforms will be on the fourth floor. While ground floors will have retail and convenience stores in Towers A, B, and C, the first and second floors have been earmarked for commercial development similar to malls, and floors five to nine will have dedicated office spaces.
T. Archunan, Director (projects), CMRL, said they drew inspiration from mass rapid transit systems in Japan. 'Kokura Station is a classic example for transit-oriented development. Based on the land availability, we are taking efforts to incorporate this strategy in as many locations as possible. But Thirumangalam will stand out as a great example for transit-oriented development since trains pass through buildings, making the commute seamless for people. All they have to do is switch floors to take the train,' he added.
Manoharan Nambiar of Thirumangalam said that since there were apartments, a mall, and business establishments, the area suffered from traffic congestion both on weekdays and during weekends. 'Hence, two Metro Rail stations in Thirumangalam is a great boon to commuters. If commercial development and office spaces are planned alongside a mass rapid transport, it substantially improves mobility and does not add to congestion on the road,' he said.
A. Shankar, India Head, Government Advisory and Infrastructure Solutions, Jones Lang LaSalle Property Consultants, said Metro systems across the world were being developed from the perspective of transit-oriented development. 'At a time when there is a great demand for office spaces, building them in the same tower with a Metro Rail system will be a great way to do it. Companies will prefer it and take them since they don't have to spend on providing transport for their workers,' he added.
Sangami Nagarajan, an urban planner, said mix-use development always worked and would significantly aid in gradually nudging people to shift public transport in the future. 'Integrated development such as this are baby steps that will ensure that more people prefer public transport,' she added.
'Take for instance, the malls in the city. The one in Vadapalani has Metro Rail access, whereas the one in Velachery does not. Hence, the pressure on parking space is manyfold in the latter's case. Also, when stations are located close to the workplace or within the same tower, patronage for the transit system will be high, since people will readily opt for taking trains instead of their vehicles,' Ms. Nagarajan said.

In a significant development, the long-pending project to transfer the management of the Mass Rapid Transit System (MRTS) to Chennai Metro Rail Limited (CMRL) has reached the last stage of approval at the Railway Board, sources said. For the first time in over a decade after the idea was mooted, it has inched very close to obtaining final approval. 'All the departments in the Railway Board have given their nod. The project lies with the Chairman now; if he clears it, it will go to the Union Minister of Railways,' a source familiar with the development told The Hindu. The chances of the project getting cleared seems pretty promising, the source added. A decision is expected soon and will be communicated to the Tamil Nadu government. This project, which was sent to the Railway Board and was in abeyance for more than a year, received an impetus recently. After Chief Minister M.K. Stalin gave a memorandum containing a slew of proposals, including one for 'Transferring Chennai's MRTS to Chennai Metro Rail Limited (CMRL)', to Prime Minister Narendra Modi at the NITI Aayog meeting in May, the Prime Minister's Office reportedly gave a direction to the board to expedite the project. Following this, some queries were raised to Southern Railway, and they were answered immediately as well. If this project approval comes through, CMRL must chalk out a detailed plan and prepare a report on the takeover process and how it will maintain the stations, its systems, and trains. The transition may be a gradual one, extending up to many months. T. Sadagopan, an activist who travels regularly on MRTS, suburban, and Metro Rail systems, said many had been looking forward to CMRL's takeover of MRTS. 'Everything from the upkeep of stations and trains or the approach to the station will change for the better if CMRL manages MRTS. And, the stations will feel safer as well for commuters like me. But CMRL should ensure MRTS continues to be affordable to everyone since lakhs of people depend on it,' he added.

For a first-time traveller arriving in Chennai on the Pandian Express, one of the first thoughts upon reaching the city is how to commute from Egmore railway station to their destination. In a couple of months, a digital display board at the station will provide information about the nearby Chennai Metro Rail station, which is just a few minutes' walk away. From railway stations and shopping malls to the airport, Chennai Metro Rail plans to install digital display boards that will show the route map of the 54-km phase I and phase I extension network, fare details, the distance to the nearest station, and real-time train updates. The idea is that such displays, when installed at key transportation hubs, will facilitate multi-modal integration. Chennai Metro Rail Limited (CMRL) has floated bids for the project, which is expected to be implemented soon. According to the bid documents, the digital display boards will be installed at the domestic and international arrival and departure halls of Chennai airport, Chennai Central and Egmore railway stations, IT parks, shopping malls, and educational institutions. A few display boards will also be positioned at strategic points within these locations. The objective is to encourage more people to use the metro. Devaraj, a resident of Tambaram, said it would help if the train timings of Southern Railway's long-distance trains were also displayed inside the ticketing areas of Chennai Metro Rail stations. 'Travellers to the city will benefit from this facility. Newcomers may not know where the metro or suburban stations are, and this could help them opt for public transport instead of spending on cabs or autos,' he noted.

ED identifies 12 assets of UK-based arms dealer

New Delhi: The Enforcement Directorate (ED) has identified 12 properties of arms dealer Sanjay Bhandari in Delhi, two each worth several million dollars in the UK and the UAE , and bank deposits, jewellery and cash running into crores, which can now be confiscated because he was declared a fugitive economic offender (FEO) last week, people familiar with the development said. An ED officer who didn't want to be named said 'the total value of these 12 properties is listed around ₹31 crore but actual market value would be much higher as some of them were obtained or registered in the early 2000s in the name of his family members or companies'. The two properties in London are 12, Bryanston Square, which is also linked to Congress leader Sonia Gandhi's son-in-law Robert Vadra, and Flat number 6, Grosvenor Hill Court, 13 Bourdon Street. ED has previously claimed that Bryanston Square property, purchased in 2009 for 1.9 million pounds, was linked to Vadra as it was renovated on his directions and using his funds. It alleged that Vadra even stayed there 'three-four times'. The officer cited above said 'this property has been sold by Bhandari, a sale he didn't disclose to the Income Tax department'. Bhandari's two properties in the UAE are at Palm Jumeirah and Burj Khalifa. 'The exact valuation of the four London and Dubai properties is yet to be done but they must be worth several million dollars,' said a second ED officer. In the UAE, ED has also identified six companies linked to Bhandari, including Santech International FZC and Offset India Solutions FZC. A Delhi court on July 5 declared Bhandari as an 'economic fugitive' under the fugitive economic offender (FEO) Act, 2018, which allows ED to confiscate properties anywhere in the world without conviction and bars Bhandari from filing or defending civil proceedings in India. Officials said a list of these 16 properties (12 in India and 4 in London and Dubai) has already been submitted before the court for issuance of confiscation orders. Apart from immovable properties, ED has also identified bank deposits in India totalling ₹54.64 lakh, and 19 bank accounts in the UAE, for which requests seeking information would be sent through formal channels; and jewellery and cash totalling ₹5.81 crore. The cash and jewellery was seized by the Income Tax department during raids at various premises linked to Bhandari in Delhi NCR in April 2016. According to ED and the Income Tax department, Bhandari had undisclosed foreign income worth ₹655 crore on which he evaded tax worth ₹196 crore. The middleman in defence deals deposited huge amounts of money in bank accounts of overseas shell companies and also invested in properties in the UAE and the UK (between 2009 and 2016). He is also under investigation since 2019 by the Central Bureau of Investigation (CBI) on charges of corruption in a ₹2,985-crore deal in 2009 to procure 75 PC-7 trainer aircraft from Swiss plane maker Pilatus Aircraft. He fled from India in 2016 via Nepal and an Interpol red notice was issued against him in October 2017. The Indian government sent two extradition requests against the fugitive businessman, were certified by the then UK home secretary Priti Patel in June 2020, after which British authorities arrested him on July 15, 2020. A court however, released him on bail pending extradition proceedings. A Westminster Court subsequently ordered his extradition to India in November 2022 but he challenged this in the high court. The UK high court, on February 28 this year discharged him in the extradition request and an appeal filed by the Indian government against it was rejected on April 4. With the window to extradite him closing, ED has had him declared a fugitive economic offender so as to seize his properties.
