Saudi-Ukraine Joint Business Council Poised for Major Trade Opportunities

Saudi Arabia and Ukraine are looking to their revived Joint Business Council, set to be reestablished this year, to unlock economic, investment, and trade opportunities.
With Kyiv facing an energy crisis in the wake of its ongoing conflict, Riyadh is poised to step in and help meet its energy needs. In return, Saudi Arabia is seeking key food imports from Ukraine, including various types of meat and grains.
The two countries announced the revival of the council in a joint statement on Tuesday during Ukrainian President Volodymyr Zelensky's official visit to the kingdom.
Both sides discussed the strength of their economic ties and underscored the importance of joint efforts to boost trade, which grew by 9% last year. They agreed on the need to overcome challenges hindering commercial relations.
Bilateral trade exceeded SAR 1.72 billion ($459.2 million) in 2023, with key exchanged goods including meat, edible offal, plastics and related products, live animals and animal products, as well as grains.
Experts believe Saudi Arabia and Ukraine are counting on their revived Joint Business Council to unlock significant economic opportunities.
They highlight Kyiv's urgent need for energy, particularly natural gas, which it previously imported from Russia, while Saudi Arabia seeks to secure key food supplies, especially grains, from Ukraine.
Fadl Al-Buainain, a member of Saudi Arabia's Shura Council, told Asharq Al-Awsat that the council will play a crucial role in boosting investment opportunities between the two countries. He noted that Ukraine will prioritize cooperation in Saudi Arabia's energy sector, given its severe energy shortages following the Russia-Ukraine war.
Kyiv, he said, is particularly focused on securing gas supplies and may later explore collaboration on nuclear reactors and coal.
On the Saudi side, the kingdom is looking to invest in promising sectors aligned with its Vision 2030 goals, particularly those linked to strategic and food security, Al-Buainain said.
He emphasized that Ukraine has strong capabilities in meat, grain, and other food production, making it an attractive partner for Riyadh, which has already invested in Ukraine's agricultural sector.
Al-Buainain also pointed to Saudi-Ukrainian partnerships in the defense industry and stressed that Kyiv will require extensive reconstruction and infrastructure development once the war ends—an area where both countries stand to benefit from enhanced cooperation under the revived business council.

Ukraine's anti-corruption agencies said they had uncovered a major graft scheme involving inflated military procurement contracts, just two days after Ukraine's parliament voted to restore the agencies' independence. In a joint statement published Saturday on social media, the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) said the suspects had taken bribes in a scheme that used state funds to buy drones and other military equipment at inflated prices. 'The essence of the scheme was to conclude state contracts with supplier companies at deliberately inflated prices,' the statement said, adding that offenders had received kickbacks of up to 30% of the contracts' value. The anti-corruption bodies did not identify the detainees, but said a Ukrainian lawmaker, local district and city officials, and National Guard servicemen were involved. Four people have been arrested so far, they said. The Interior Ministry said the National Guard personnel implicated in the case were removed from their positions. Drones have become a crucial asset in modern warfare for both Ukraine and Russia, enhancing military reconnaissance, precision strikes, and strategic flexibility on the battlefield. The majority of Russian military assets destroyed by Ukrainian forces, including manpower and heavy weaponry, have been targeted by drones. Drone production is also a key aspect of Kyiv's hopes to expand domestic military production and export markets. Ukrainian President Volodymyr Zelenskyy addressed the development in his nightly address on Saturday, calling the graft scheme 'absolutely immoral' and thanking the anti-corruption agencies for their work. 'Unfortunately, these corruption schemes involved the procurement of electronic warfare systems and FPV drones ... There must be full and fair accountability for this,' he said in his address, posted to X. In an earlier post, which also included photos of him meeting with the agency heads, Zelenskyy said it is 'important that anti-corruption institutions operate independently,' adding that 'the law passed on Thursday guarantees them all the tools necessary for a real fight against corruption.' The exposure of the graft scheme by NABU and SAPO came just two days after Ukraine's parliament voted to restore their independence. Ukraine's Parliament on Thursday overwhelmingly approved the bill presented by Zelenskyy, reversing his earlier contentious move that curbed their power and sparked a backlash, including street protests, a rarity in wartime. Last week's measure to place the watchdogs under the oversight of the prosecutor-general prompted rebukes from Ukrainians, the European Union and international rights groups. It raised fears that the government could meddle in investigations and potentially shield its supporters from scrutiny. Fighting entrenched corruption is crucial for Ukraine's aspirations to join the European Union and maintain access to billions of dollars of vital Western aid in the all-out war, now in its fourth year. It's also an effort that enjoys broad public support.

Saudi Arabia's real estate prices rise 3.2% in Q2: GASTAT

RIYADH: Saudi Arabia's real estate market maintained its steady growth in the second quarter of the year, with overall property prices in the Kingdom witnessing a 3.2 percent year-on-year rise, official data showed. Commercial real estate prices recorded an annual increase of 11.7 percent in the second quarter, while expenses for residential properties saw a marginal rise of 0.4 percent, according to the latest report by the Kingdom's General Authority for Statistics. Strengthening the real estate sector is one of the crucial goals outlined in Saudi Arabia's Vision 2030 agenda, as the country continues to diversify its economy away from oil and position itself as a global business and tourist destination. The Real Estate General Authority expects the property market to reach $101.62 billion by 2029, with an anticipated compound annual growth rate of 8 percent from 2024. 'Data indicates that commercial real estate prices recorded an annual increase of 11.7 percent in the second quarter of 2025, compared to the same quarter of the previous year. The sector accounts for 25.4 percent of the index,' said GASTAT. 'This increase is associated with a 12.7 percent rise in commercial land plot prices, which represent 22.8 percent of the index,' it added. Commercial building prices witnessed a year-on-year rise of 2.7 percent in the second quarter, while shop and gallery prices rose by 4.1 percent, the authority said. In June, global real estate consultancy Knight Frank also underscored the growth of Saudi Arabia's commercial real estate sector. It said rents for Grade A office spaces in Riyadh reached SR2,700 ($719.95) per sq. meter by the end of the first quarter, representing a rise of 23 percent compared to the same period in 2024. Knight Frank added that the expansion of the commercial real estate sector in the Kingdom is driven by government-led initiatives, including the regional headquarters program. Saudi Arabia's regional headquarters program offers benefits to international firms, including a 30-year exemption from corporate income tax, withholding tax on headquarters activities, and discounts and support services. GASTAT said residential land prices recorded an annual growth rate of 0.2 percent, while villa and residential floor prices rose by 3.2 percent and 1.5 percent, respectively. Apartment prices decreased by 0.7 percent in the second quarter, compared to the same period in the previous year. Quarterly comparison According to GASTAT, Saudi Arabia's real estate price index increased by 0.1 percent in the second quarter, compared to the previous three months. The authority said the growth was driven by a 7.9 percent rise in commercial real estate prices, including an 8.6 percent increase in commercial land plot prices and a 3 percent rise in building prices. Agricultural sector prices increased by 1.7 percent quarter on quarter, in line with a 1.7 percent rise in agricultural land prices. The annual rate of change of the real estate price index slowed in the second quarter of this year compared to the first quarter, due to slower growth in the residential sector. 'The real estate price index in Saudi Arabia recorded an annual rate of change of 3.2 percent in the second quarter of 2025, compared to 4.3 percent in the first quarter of the same year. This change is associated with slower growth in the residential sector, which has the highest relative weight in the index,' said the authority. The report added that residential real estate prices declined by 2.6 percent in the second quarter compared to the previous three months. GASTAT said residential land prices decreased by 4 percent, while expenses for apartments and residential floors dropped by 1.2 percent and 0.9 percent, respectively. Villa prices rose by 1.8 percent in the second quarter compared to the first quarter. In April, a report released by S&P Global said Saudi Arabia's retail real estate market is poised to increase in the near term, driven by population growth, expanding tourism, and economic diversification efforts under the Vision 2030 initiative. The credit rating agency added that ongoing mega-projects and the expansion of international brands are expected to propel further demand for retail space across the Kingdom. Regional trends GASTAT said overall real estate prices in the Eastern Province region witnessed an annual increase of 4.2 percent in the second quarter, followed by the Makkah region at 3.9 percent, and the Riyadh region at 3.6 percent. In the first quarter, the Riyadh region recorded a higher annual rate of change of 10.7 percent, in terms of real estate prices. 'Tabuk, Hail, and Qassim regions recorded increases of 4.7 percent, 2.9 percent, and 1.1 percent, respectively. In contrast, Asir, Madinah, and Jazan regions recorded decreases of 3.9 percent, 3.2 percent, and 2.8 percent, respectively,' GASTAT said.

The Russian and Chinese navies are carrying out artillery and anti-submarine drills in the Sea of Japan as part of scheduled joint exercises, the Russian Pacific Fleet was quoted as saying on Sunday. The drills are taking place two days after US President Donald Trump said he had ordered two nuclear submarines to be positioned in 'the appropriate regions' in response to remarks by former Russian president Dmitry Medvedev. However, they were scheduled well before Trump's action. Interfax news agency quoted the Pacific Fleet as saying Russian and Chinese vessels were moving in a joint detachment including a large Russian anti-submarine ship and two Chinese destroyers. It said diesel-electric submarines from the two countries were also involved, as well as a Chinese submarine rescue ship. The maneuvers are part of exercises titled 'Maritime Interaction-2025' which are scheduled to end on Tuesday. Interfax said Russian and Chinese sailors would conduct artillery firing, practice anti-submarine and air defense missions, and improve joint search and rescue operations at sea. Russia and China, which signed a 'no-limits' strategic partnership shortly before Russia went to war in Ukraine in 2022, conduct regular military exercises to rehearse coordination between their armed forces and send a deterrent signal to adversaries. Trump said his submarine order on Friday was made in response to what he called 'highly provocative' remarks by Russia's Medvedev about the risk of war between the nuclear-armed adversaries. Russia and the United States have by far the biggest nuclear arsenals in the world. It is extremely rare for either country to discuss the deployment and location of its nuclear submarines. Trump's comments came at a time of mounting tension with Moscow as he grows frustrated at the lack of progress towards ending the Ukraine war.
