Philippine Coast Guard says China ship conducting illegal survey within EEZ

The Philippines has deployed a coast guard vessel and an aircraft to challenge and escort a Chinese research ship, which it said was conducting illegal marine scientific research activities within the country's exclusive economic zone (EEZ).
The Chinese Research Vessel (CRV) Tan Suo 3 was detected entering the country's EEZ on May 1, 2025, around 92 nautical miles off the Philippines' northern Ilocos Coast, the Philippines Coast Guard (PCG) said in a statement on Monday (May 5, 2025).
'Their irregular movements were deemed inconsistent with the freedom of navigation and indicative of marine scientific research activities, which violate the sovereign rights of the Philippines,' the PCG said.
It said it launched a maritime law enforcement operation to challenge the Chinese vessel's presence and had prevented the vessel from continuing its 'unlawful activities.'
During the operation, the PCG reported spotting a manned deep-sea submersible, named the Shenhai Yongshi or Deep-Sea Warrior, which was retrieved by the Chinese vessel.
'The submersible is capable of diving to 4,500 metres (2.8 miles) and is typically deployed for deep-sea exploration and scientific missions,' the PCG said.
It said it also observed a Rigid Hull Inflatable Boat recovering a yellow-coloured, unidentified piece of equipment potentially linked to marine research.
'These actions of the CRV serves as clear evidence that the People's Republic of China are conducting illegal marine scientific research activities within the Philippines' exclusive economic zone, lacking the legal authority to undertake such activities in this area,' the PCG said.
The Chinese Embassy in Manila did not immediately respond to a request for comment.

The apex court, however, stayed the proceedings initiated in the matter against Gandhi before a Lucknow court. The top court told Gandhi, 'How do you get to know that 2,000 sq km of Indian territory has been occupied by Chinese? Were you there? Do you have any credible material?' Congress general secretary in-charge communications Jairam Ramesh said ever since 20 brave soldiers were martyred in Galwan on June 15, 2020, every patriotic Indian has sought answers. 'Yet instead of providing answers, the Modi government for the past five years has chosen to obfuscate and hide the truth with its policy of 'DDLJ -- deny, distract, lie, and justify',' he said. 'Why did the Prime Minister give a clean chit to China saying 'Na koi hamari seema mein ghus aaya hai, na hi koi ghusa hua hai' on 19 June 2020, only four days after our soldiers heroically sacrificed their lives for the country in Galwan?' Ramesh said. 'Chief of Army Staff General Upendra Dwivedi has said: 'We want to go back to the status quo of April 2020'. Does the withdrawal agreement of 21 October, 2024, take us back to the status quo?' he said. Are Indian patrols not required to take Chinese concurrence to access their Patrolling Points in Depsang, Demchok, and Chumar, whereas earlier they were able to freely exercise India's territorial rights, Ramesh added. Are Indian patrols not prevented from accessing their Patrolling Points in Galwan, Hot Spring, and Pangong Tso by 'buffer zones' that lie predominantly within the Indian claim line, he further asked. 'Was it not widely reported in 2020 that 1,000 sq km of eastern Ladakh had come under Chinese control, including 900 sq km in Depsang? Did the SP of Leh not submit a paper at the annual Director General of Police Conference in which he stated that India had lost access to 26 out of 65 Patrolling Points in eastern Ladakh?' During a hearing, the top court pulled no punches in its criticism. "How do you get to know that 2000 square kilometres of Indian territory was occupied by China? What is the credible material? If you are a true indian, you would not say this when there is a conflict across borders. Can you say all this?" Justice Dutta said. The bench further questioned the choice of platform for such statements, asking why Gandhi hadn't raised these concerns in Parliament instead of on social media. "Whatever you have to say, why don't you say it in the Parliament? Why do you have to say this in the social media posts?" asked Justice Datta. Rahul Gandhi's comments Gandhi's comments date back to December 16, 2022, during a press interaction while leading the Congress's 'Bharat Jodo Yatra'. "People will ask about Bharat Jodo Yatra, here and there, Ashok Gahlot and Sachin Pilot and whatnot. But they will not ask a single question about China capturing 2000 square kilometres of Indian territory, killing 20 Indian soldiers and thrashing our soldiers in Arunachal Pradesh," Gandhi said. New Delhi: The Supreme Court on Monday stayed the proceedings in a criminal defamation case against Leader of Opposition in Lok Sabha Rahul Gandhi over his alleged remarks against the Indian Army over the 2020 Galwan clash with the Chinese. The top court was hearing Gandhi's appeal challenging the Allahabad High Court judgment refusing to stay the proceedings initiated in a Lucknow trial court against him over his comments that 'Chinese soldiers are beating up Indian Army personnel'. As per the complainant, Uday Shankar Srivastava, the former director of the Border Roads Organisation (BRO), the comments made on December 16, 2022, during Gandhi's Bharat Jodo Yatra, defamed the Army. Presiding over a two-judge bench, Justice Dipankar Datta told Senior Advocate A M Singhvi, who appeared for the Congress leader, 'We have read the comments… Tells us… How do you get to know that 2000 square kilometres of Indian territory have been occupied by the Chinese? Were you there? Do you have any credible material? Why do you make these statements without having any…?' 'If you are a true Indian, you would not say all these things,' Justice Dutta said. Singhvi said the comments were in 'public interest', and added, 'It is also possible that a true Indian will say look, our 20 Indian soldiers were beaten up and killed. This is also a matter of concern.'
