Waugh's comments came as the Andrew Forrest-owned Tattarang company, which owns the Western Force, said it was keen to embrace the new Perth Bears league club and look for ways to partner with the NRL side, potentially investing in shared facilities and a new ground.
The NRL is currently finalising expansion to 19 teams by 2028, with a team in Papua New Guinea locked in for 2028 and a deal imminent for the Bears to be revived in 2027 in Western Australia.
A new broadcast deal in 2028 is expected to increase the NRL salary cap to around $15m a year per club, and the two new franchises will not only need over 60 players for the main squads, but at least that number again below, in feeder and junior teams.
That recruitment drive looms as a threat to rugby on a number of fronts. Established Wallabies and Super Rugby players will become potential targets, but the bigger threat is cashed-up NRL clubs further pillaging the pool of talented teenagers who play both code s.
In Perth, the creation of the Bears could even be an existential threat for the Force, who've had the city to themselves as a rugby code since 2006. The Force, who are averaging around 7000 fans to home games this year, have a supporter base comprising a mix of locals and New Zealand, English and South African expats.
The Force are viewing it in a different way, however. They believe the Bears' arrival can provide an opportunity to work together, so both codes can thrive in the state.
'As the owner of the Western Force, Tattarang is open to discussing partnership opportunities with both the Western Australian Government and the NRL,' Tattarang chief executive John Hartman said.

Titans star Sam Verrills weighs in on Penrith trainer's ‘obvious' act as NRL boss explains hefty punishment
Andrew Abdo says the sixth incident involving a Penrith trainer in five seasons forced the NRL into strong action after the Panthers received a whopping $50,000 fine and five-game ban for Corey Bocking. But the NRL's chief executive won't commit to rule changes to deter trainers from running in front of goal-kickers as Bocking controversially did against Gold Coast. Know the news with the 7NEWS app: Download today Penrith have insisted Bocking made an 'honest mistake' running through Jayden Campbell's line of sight as he prepared to kick a conversion that would've given the Titans a late four-point lead on Saturday. Campbell subsequently missed the crucial sideline shot, with the four-time reigning premiers Panthers going on to win the game in extra time. Titans hooker Sam Verrills called the situation 'frustrating' and said the trainer's actions 'looked pretty obvious'. 'I don't know what sort of trainer runs in front of a kicker who's trying to kick a goal,' he said. 'We were up by two, five minutes to go, I don't know why a trainer will just run in front of him. 'He's come out and said he didn't mean it, but it looked pretty obvious. 'I know for a fact our trainers wouldn't run in front of the goalkicker 10 metres out. 'At the end of the day, the game's done, we can't do too much about it. (But) it was frustrating.' On Monday, the NRL banned Bocking until the finals series and slapped Penrith with their single biggest up-front fine since COVID-19 biosecurity breaches. '(Penrith) have an opportunity to respond to the breach notice but it's important to note there have been six separate incidents involving Penrith Panthers trainers since 2021,' Abdo said at the launch of the NRL's Indigenous Round. 'So whilst we treat every incident on its own merits, taking into account the fact there have been several indiscretions by trainers from that club, it was important for us to take the action that we've taken.' Among the six indiscretions, the Panthers received a $25,000 fine for incorrectly requesting a stoppage to the evenly poised 2021 semi-final against Parramatta. Earlier this season, the club was fined $10,000 after trainer Shane Elford squirted water on the ball during a clash with North Queensland. A confrontation between Bocking and a referee, and a clash between trainer Pete Green and South Sydney players, are also thought to stand out amongst the indiscretions. The Panthers maintained against the Titans, Bocking had been running to the bench to communicate a change in substitutions when he accidentally distracted Campbell. Abdo said the reasons for the latest blunder were irrelevant. 'The breach of the rules is not a consideration of whether someone is doing something intentionally or not and we're not questioning the integrity of the club,' he said. 'This is a simple rule and that rule has been broken, whether it was by accident or not, it's a breach.' The hefty fine and ban matter little for the Titans, who are in a fight to avoid the wooden spoon and received no recompense for Bocking's gaffe. Verrills suggested moving the conversion attempt closer to the goalposts would be a way to compensate a team affected by future instances. 'If you could kick it in front of the posts, that would be nice,' he said. The NRL will review its rule book at the end of the season but there are currently no plans to make any changes in response to the incident. 'At this particular point in time, there's no particular view or comment on changing anything,' said Abdo. 'Luckily this is a very unusual circumstance, one which we don't often see and one which we hope not to see again.'

NRL SuperCoach Round 23: Expert guide to Herbie Farnworth replacements
Another round and more injury carnage. A couple of weeks ago I recommended Hamole Olakau'atu as a buy - he promptly dislocated his shoulder. Last week I recommended Isaah Yeo as a buy - he also injured his shoulder - and while we're waiting on news it looks like he'll miss at least one week and possibly longer. So let's see who I can put the kiss of death on this week! The biggest issue facing SuperCoaches is 'who should replace Herbie Farnworth,' and I'll devote my word count to that topic. For all other questions be they be trade, line-up or captaincy related please hit me up via the comments section below. NRL Round 23: Teams and SuperCoach Q&A. Farnworth, who was on track to score around 200 points against the Warriors last week before his hamstring popped, is out for 'four to six weeks' - but let's just call it the remainder of the season. The silver lining (such as it is) is that Farnworth is priced at $840K and so those selling can afford pretty much anyone they want. Let's look at the options: Zac Lomax/Jacob Kiraz: Lomax is currently in 85.4% of teams in the top 10% of overall rankings, Kiraz is in 95.5%. If you don't own either than just snap them up. Lomax had his worst game of the season last week with the Storm holding him to 41 points. But he has the leaky Cowboys this week and the denuded Rabbitohs the week after. Get on. Kiraz, switched to between centre and fullback against the Tigers on the weekend and despite the horrendous conditions he still barged over for a try and a respectable 66 points. The Bulldogs draw is pretty tough, but Kiraz is a must own, and play, no matter who the opposition is. Dane Gagai: The most popular pick of the round and it's easy to see why. The veteran Knight has had three stages to his 2025 season. Stage one covered rounds 1-11 plus where Gagai was playing centre. In those ten games, Gagai averaged 56.8PPG. The second stage was rounds 12-17 (incl) where Gagai played centre AND kicked goals. In those six games Gagai averaged 65.5PPG with 9PPG (net) of that coming off the tee. that leaves Gagai's third period - rounds 19-21 in which he has been playing fullback (note Gagai is recorded as playing centre in round 19 but in reality he played at fullback and Fletcher Hunt played centre). In those three games - against top-four teams the Storm, Warriors and raiders - Gagai scored 104, 93 and 92 points. The Knights attack is awful - they are the only team yet to score 300+ points - yet Gagai has managed to deliver big SuperCoach totals with a high workrate, efficiency in attack and terrific tackle bust numbers. The remaining draw (Panthers/Cowboys/Broncos/Sharks/Eels) is not particularly good nor bad so that's not a deciding factor. On the whole I think Gagai is a BUY. AJ Brimson: Another player who has played different roles in 2025, Brimson started the season at five-eighth for the Titans before moving to his preferred fullback position in round 11. At number six, Brimson averaged 54.2PPG from nine games. At fullback Brimson is averaging 71.2PPG from nine games. The Titans are favourites to win the wooden spoon, but that has much more to do with their woeful defence (ranked 16th) than their mediocre attack (ranked 13th). And then there's the draw. The Titans play the Rabbitohs/Sharks/Warriors/Dolphins and Wests Tigers in their remaining games. Souths are a great matchup right now and the Wests Tigers leak plenty of points too. I feel Gagai is potentially the safer play, but could be talked into Brimson as an aggressive POD BUY. Bradman Best: Another Knight, big Bradman is due back this week from a knee injury. A base stat powerhouse, Best is currently in just 5.2% of teams and while I prefer Gagai if you were looking for a POD that has the potential to go large then Best could be your guy (provided he's back from injury of course!). UBER POD BUY. Matt Timoko: The tackle busting centre has bagged two tries in each of his past two games and scored triple figures in each. The Raiders have the most productive attack in the competition this year and have ridden that hot hand to the top of the table. Canberra do have a bye still to serve (Round 24) which is concerning and of their four remaining match-ups - Manly, Penrith, Tigers, Dolphins - three of those are top-eight defences. PASS. Ronaldo Mulitalo: After a bit of a drought, Mulitalo found his groove over the past fortnight with scores of 91 and 98. A word or warning - those scores came against the woeful Rabbitohs and Cowboys defences. Another word of warning - the Sharks are on the bye in round 25. the bye and the mixed draw has me looking elsewhere. PASS. Roger Tuivasa-Sheck: Roger the dodger rarely goes really big and is yet to score 100+ this season, but his phenomenal workrate (he has scored 40+ in runs ALONE over the past four games) means he very rarely has a quiet game. The Warriors have a top-four finish to defend and a mixed draw ahead with some decent match-ups in rounds 24-26 (Dragons, Titans, Eels) bookended by tougher matches against the Dogs (@Accor Rd 23) and Manly (@Brookvale Rd 27). A BUY - but I think others on the list are preferable. PASS Beau Fermor: The edge forward is available at CTW and his base workrate (averaging 50BPPG) makes him the safest pick of any on this list. A good line runner and more than capable of scoring 100+ when he does barge over, Fermor may not have the sexy upside of a Gagai or Brimson, but if you just want to lock in a safe 60 each week with upside then he's your guy to BUY. Casey McLean: The left edge of the Panthers is humming and McLean has been in superb form over the past four rounds scoring 70, 109, 77 and 81 points with four tries over that span. Penrith's soft draw is about to stiffen up considerably which is a concern and I think McLean will struggle to maintain his recent scoring. PASS. Commonwealth Bank reveals $45m hit from Bankwest restructure plan
Australia's biggest bank has taken a $130 million hit, partly driven by increased restructuring costs at Bankwest. Commonwealth Bank closed the final remaining metropolitan Bankwest branch in Mandurah at the end of last year as it shifted the 130-year-old Western Australian financial institution to a fully-digital model. Markets were told on Tuesday the price tag of that restructure had lifted by $45m, which will be reflected in CBA's annual results due next week. The extra expenses were driven by the cost of 'transitioning of Bankwest to a digital bank and the transition of Bankwest business banking to CBA', investors were told. The digital-only plan was announced in March last year and was expected to cost 350 jobs. About 60 branches were closed or rebranded as CBA — mostly in regional areas. Commonwealth also announced an extra $85m had been spent on customer remediation, including for Kiwi subsidiary bank ASB. The company did not further clarify those costs but had previously reported ABS was hit by a class action in New Zealand over consumer finance law compliance failures. The full $130m provision will weigh on the company's operating results. Shares in CBA lifted 0.9 per cent to be $176.50 just befor midday.
