A bailey bridge is one option being considered to give Clarence Valley residents more reliable road access.
Developed during World War II, bailey bridges are commonly used as temporary structures or for emergency situations.
Kaikōura District Council chief executive Will Doughty said a range of options are being considered, following Waka Kotahi NZ Transport Agency's (NZTA) decision last month not to extend a sunset clause on funding for a replacement bridge on the Waiau Toa Clarence River, north of Kaikōura.
Mr Doughty said the council has previously considered a bailey bridge as a temporary solution, but the cost blew out to $2m when it became clear steel abutments would be needed.
''The stream has changed, so we will relook at that. The elected members are keen to see what is the best bang for buck.''
The Glen Alton bridge was destroyed in the 7.8 magnitude earthquake in 2016.
The NZTA board approved emergency works funding of $12.6m from the National Land Transport Programme in 2019 to replace the bridge - a 95 percent subsidy.
But the project has been beset by delays, leading to NZTA's funding being withdrawn and leaving landowners high and dry.
The council has left the local share of $500,000 in the 2025/26 annual plan budget.
Mr Doughty said property owners have not given up on the goal of a replacement bridge over the Waiau Toa Clarence River.
The cost of the building a new bridge is now estimated to cost $16.5m and the council would need to acquire land for an access road and a resource consent from Environment Canterbury.
The previous road access was taken out by the earthquake.
''The indications are a consent might only be valid for five years, so we would need to look at what is the likelihood of getting the funding within that timeframe,'' Mr Doughty said.
The Clarence Valley is home to several properties, including forestry blocks, large hill country properties and Department of Conservation land.
For now access in and out is via Waipapa Road, Wharekiri Stream and a paper road through several properties.
But the Wharekiri Stream is prone to flooding in heavy rain events and can be impassable for up to two weeks. Access is by four-wheel-drive only.
Mr Doughty said the cost of installing a bailey bridge on the Wharekiri Stream would depend on the size of the bridge and how long it was needed for.
Bailey bridges were typically hired, rather than being a permanent structure, and could cost upwards of $30,000 a year for a single span bridge.
It was unclear how any solution would be paid for or whether property owners would be asked to contribute.
''No conversations have been had with landowners about contributing,'' Mr Doughty said.
''It is too early to say, but we've got to look at all options.

Over the last 15 years or so, High Productivity Motor Vehicles (HPMVs) have become more visible on New Zealand roads. They are heavier, longer, and - surprisingly for some - more efficient, safer, and greener. HPMV's increased freight capacity reduces the number of required vehicle trips, resulting in emission reductions, reduced congestion, and reduced accident risk ( Report to the Ministry of Transport, 2015). HPMVs also pay significantly higher rates of Road User Charges than other heavy vehicles, based on their impact on the pavement. This ensures they contribute proportionally to road maintenance and improvement. HPMVs operate under permits issued by NZTA and local councils, on roads and bridges that can accommodate the additional mass and length of the larger vehicles. NZTA processed 7,000 heavy vehicle permits in 2023. Unfortunately for road freight companies and their customers, applying for a HPMV permit can be a complicated process. This includes navigating NZTA's permitting portal, carefully measuring the vehicle, entering the data correctly, and then waiting for the permit to be granted. In response to member feedback, Transporting New Zealand has produced a series of three "How-To" videos, presented by Membership Manager Jim Crouchley. "Many operators find it difficult to know where to start with the HPMV process and no one really knows who to call to help." says Jim. "We wanted to show how to start the process, and what operators will need to have in front of them to complete the task. The ability to pause the video and work through the stages should be helpful for people who only do this process from time to time." "These guides show operators how to register their business on the NZTA permitting portal, measure a vehicle when applying for a permit, and upload a permit application to NZTA." Transporting New Zealand has shared the first of the three videos, with the remaining two guides available to members through their membership portal. Reforms boosting freight productivity In addition to providing educational resources, Transporting New Zealand has consistently advocated for the Government to simplify permitting processes and get more efficient trucks on the road. Transport Minister Chris Bishop recently announced a comprehensive reform of New Zealand's land transport rules, that provide an excellent opportunity to facilitate such improvements. Transporting New Zealand has been providing feedback to regulators on how to unlock greater productivity, and continues to work with government officials.

Luxon vs Milei: Contrasting economic reforms in NZ and Argentina

Argentina's situation was dire. When Milei took office, inflation was running above 200%. The economy was in recession, foreign reserves were nearly exhausted and the country was once again dependent on an IMF bailout – its ninth default. New Zealand's inflation stood at 4.7%. The economy had contracted, debt was rising and Treasury projected years of deficits. Neither leader holds a parliamentary majority. Luxon heads a three-party coalition. Milei's Libertarian party has no majority in Congress. Both face resistance from entrenched bureaucracies, militant unions, the political class and a mostly hostile media. Once, New Zealand and Argentina shared similar roles – pastoral producers for Britain – and both were among the world's wealthiest nations after World War II. Since then, New Zealand has declined slowly. Argentina fell off a cliff. Luxon favours incremental change through '90-day action plans'. Milei has pursued radical reform that makes Roger Douglas look like a moderate. Despite National's rhetoric, government spending and borrowing are still increasing. In contrast, Argentina has balanced its primary budget before interest payment. New Zealand has 81 portfolios, 28 ministers and 43 core public organisations. Nicola Willis has ruled out abolishing any ministries, saying it would be 'too expensive'. Instead, two new ministries have been created. Milei has abolished 10 – including the ministries for Women, Youth and Culture – reducing Argentina to just eight ministries for 45 million people. Argentina has lifted many foreign investment restrictions. We are still debating the OECD's most restrictive regime. We've set up a Ministry for Regulation that cut red tape for barbers. Meanwhile, the modest Regulatory Standards Bill – limited to publishing non-binding reports – faces hysterical opposition. In his first 100 days, Milei unleashed sweeping deregulation. While our Reserve Bank Governor is on a short-term contract, Milei has declared central bank independence and announced plans to abolish it altogether in favour of the US dollar. In Argentina, the public sector has shed approximately 48,000 staff. Employment is increasing, with 245,000 jobs created in the informal economy, albeit with lesser conditions. Our GDP growth is 0.3%. The IMF expects Argentina's economy to grow 7% this year – a rate New Zealand has never achieved. Our inflation is 2.1%, though food prices have risen 4.6% in the past year. In Argentina, annual inflation has dropped to around 118%, and monthly inflation has fallen from 25% to 2.4%. We run structural deficits. Argentina has a small primary fiscal surplus. Our debt-to-GDP ratio is rising. Argentina's is falling. In New Zealand, the Ministry of Housing reports homelessness is increasing. In Argentina, Milei has not denied the social cost has been high: rising poverty, wage erosion, pensioner protests. Milei says that curing a century of economic mismanagement requires short-term pain for long-term gain. It appears he is correct. Extreme poverty has dropped from 18% to around 8%. Our Treasury projects unbroken deficits – an unsustainable path. The OECD says that if Argentina stays its course, it will achieve sustained growth above the Latin American average. Politically, both leaders face protests. In New Zealand, the latest Taxpayers' Union–Curia poll has Luxon statistically tied with Hipkins at 19.7%. Sir John Key warns National faces a difficult re-election. In Argentina, Milei is a polarising figure. No New Zealand politician has his approval rating, between 47% and 54% the highest of any politician. His party is forecast to gain seats in next year's midterms. Commentators credit Milei's popularity to courage and clarity. He's a trained economist and a believer in markets. At Davos, Milei said: 'The state is not the solution; it is the problem … Don't be afraid of freedom. Trust in the superior morality of free markets.' We have no idea what Luxon believes. Nicola Willis has said she's no Ruth Richardson, preferring Bill English as her model. But English followed Michael Cullen, who delivered nine straight surpluses and created KiwiSaver and the Super Fund. English enacted no major reform. He failed to lift productivity or tackle our structural problems. Tinkering won't fix the problems this Government inherited. What Luxon and Willis have yet to grasp is that small change that solves nothing only prolongs controversy. High-quality reform ends the debate. Milei is popular not just because his reforms are needed but for his stand against corruption and the political class. Twenty years ago, I spoke in Buenos Aires about New Zealand's reforms. The Argentinians were incredulous. They said such reforms would never work in Argentina. To those who now say Argentina's reforms would never work here, I say the same thing: 'Yes, they can.'

Balancing economic interests and security concerns, European officials said they got the best deal possible

European officials and analysts said the tentative agreement does not even end the uncertainty because so many details must still be worked out. To the harshest critics, including some in France who spoke of a 'capitulation' and 'humiliation', the agreement is proof of a deeply unbalanced alliance, and the latest example of European appeasement of Trump. At Nato, allies similarly strained to pledge a huge increase in military spending demanded by Trump. European Commission President Ursula von der Leyen, who announced the deal with Trump while sitting next to him at one of his golf resorts in Scotland, touted 'a huge deal' clearly playing to Trump's love of largeness. But at her news conference soon afterwards, von der Leyen appeared far more sober, calling the 15% tariffs she had accepted on European automobiles to be 'the best we could get'. The EU, and in particular Germany, its auto-making powerhouse had hoped to eliminate the 25% US car tariffs entirely. 'We should not forget where we came from,' von der Leyen said. 'Fifteen per cent is certainly a challenge for some, but we should not forget it keeps us the access to the American markets.' Trump indeed had threatened far worse, including a 30% across the board tariff that upended months of painstaking negotiations. Under the new deal, the US will now impose a 15% duty on most imports from the EU. The blanket rate foisted on the EU mirrors a US deal announced this month with Japan, another Group of Seven ally, but it is higher than the 10% that Britain secured earlier this year and that EU officials had grudgingly accepted in recent talks. Since World War II, trade agreements have largely sought to reduce the cost of buying and selling goods across borders. A 2017 deal the EU struck with Canada eliminated tariffs on most goods traded between them. An agreement signed with Vietnam in 2019 aims to phase out nearly all customs duties. Trump's accord with the EU goes in the opposite direction, raising tariffs, with some exceptions. Economists say the tariffs will increase costs for importers, who must pay the duties, and put upward pressure on inflation. Consumers and businesses will likely bear some of the extra costs, experts say. Reaction in EU countries In France, where President Emmanuel Macron had urged the EU to take a harder line, the deal drew sharp backlash. While Macron was quiet on today, Prime Minister Francois Bayrou said it was 'a dark day when an alliance of free people, brought together to assert their values and defend their interests, resigns itself to submission'. Von der Leyen's European Commission, the EU's executive body which negotiates trade policy for its 27 member nations, had faced calls from Germany and Italy, two countries that do outsize business with the US, for an accord that would limit damage to their export-dependent companies. But even capitals that had urged a conciliatory approach were not exactly celebrating today. 'The agreement successfully averted a trade conflict that would have hit the export-oriented German economy hard,' German Chancellor Friedrich Merz said. Still, members of the European Parliament from Germany blasted the deal even as it reduced Trump's tariff on cars, one of Germany's central demands. 'My first assessment: not satisfactory; this is a lopsided deal,' said Bernd Lange, who chairs the European Parliament's committee on international trade. Belgian Prime Minister Bart De Wever said: 'One thing is clear: This is a moment of relief but not of celebration'. Influence of security The talks laid bare the EU's queasiness at using its economic muscle, one of its few areas of leverage against Washington, at a time when allies have had to calibrate repeatedly to keep Trump on board as Russia wages war in Ukraine. Ultimately, after months of mixed signals and threats from Trump, EU leaders said they accepted a deal to give their industries a reprieve from the months of uncertainty that threatened to cripple business. Officials suggested they had relented out of concern that Trump was prepared to raise tariffs to a level that would effectively halt trade between Europe and the US. 'Let's pause for a moment and consider the alternative: A trade war may seem appealing to some but it comes with serious consequences,' said the EU trade commissioner, Maros Sefcovic, who shuttled to Washington in recent months for difficult talks with Trump officials. 'Our businesses have sent us a unanimous message: avoid escalation and work towards a solution that brings immediate tariff relief,' Sefcovic told reporters today. He said he and his team had travelled to Washington 10 times for a deal and said that the EU's calculations reached beyond trade. 'It's about security, it's about Ukraine, it's about current geopolitical volatility,' Sefcovic said. He said he couldn't go into detail on what was discussed in the room with Trump yesterday, 'but I can assure it was not just about the trade'. Details of the deal Now, nearly 70% of European goods will face the blanket tariff, a big increase in charges, according to a senior EU official who spoke on the condition of anonymity to speak frankly about the details of the deal, which is still under negotiation. The EU had sought carve-outs from the US tariff regime for key sectors including wine and spirits and aircraft parts. The announced agreement eliminates tariffs on airplane parts but a decision on wine and spirits was postponed. EU officials said talks will continue in the coming weeks. The two sides appeared to diverge on other details. The White House indicated that a 50% tariff on steel would remain in place, while EU officials said there would be further negotiations on lowering steel tariffs. Many officials and experts said that it was crucial to sort out the details. 'We need to understand what is included,' said Brando Benifei, an Italian member of the European Parliament and head of its delegation for relations with the US. Benifei and others questioned whether US probes into the national security aspect of trade relations might result in extra tariffs down the line, such as on EU pharmaceutical products. At first glance, Benifei said the deal 'seems very asymmetric'. 'The result is due in my view to the push by some governments to have a deal at any cost, which has weakened our stance,' he added. 'Because the US knew some governments wanted a deal whatever the cost.' Others noted that Trump's threats managed to shift the view on what constituted relief. Just a few weeks ago, EU and US negotiators neared an agreement that involved a blanket tariff of 10%, before a Truth Social post by Trump derailed them. Today, some investors saw benefits for Europe's key auto industry, for instance, which would see US car tariffs reduced to 15% from 25%. The tariffs, however, were at 2.5% before Trump's global trade blitz, and some industry groups noted their dismay. 'The US tariff rate of 15%, which also applies to automotive products, will cost German automotive companies billions annually and burdens them,' Hildegard Mueller, president of Germany's main auto industry group, the VDA, told Agence France-Presse. On some issues, the Europeans stood their ground. Trump officials had pressed the EU for concessions on tech industry regulations and on food standards, which the bloc insisted were non-negotiable. As part of the deal, Trump said Europe had committed to buying more US energy and weapons and boosting investment in the US. But those provisions are mostly aspirational promises without guarantees. European nations were already poised to buy more US weapons under an arrangement with Trump to continue arming Ukraine, and the bloc was already seeking alternative energy sources, including liquefied natural gas from the US, as part of its push to phase out Russian energy imports. More energy purchases and European investments would come from member states and companies which Brussels does not control. Italian Prime Minister Giorgia Meloni, seen as a close Trump ally in the EU, heralded the deal, while saying details still need to be worked out. 'I obviously welcome the fact that an agreement has been reached,' Meloni told reporters. Still, she added, 'we need to verify the possible exemptions, particularly for certain agricultural products. So there are a number of elements that are missing.'
