Dharavi redevelopment project plans to house India's next prime business district

The redevelopment of Dharavi, Asia's largest slum, is expected to include an exclusive
commercial business district
adding a significant business and employment component to one of the most complex
urban transformation
efforts globally.
A substantial portion of the nearly 600-acre prime land in the heart of the country's financial capital will be earmarked for commercial development, with the intent to create a central business district (CBD) designed to attract companies from various sectors.
This district is expected to include Grade-A office spaces, high-street retail, co-working hubs, hotels, and support infrastructure, according to people familiar with the planning process.
"The commercial zone will be carved out of land that is not reserved for residential rehabilitation. This will also help in upgrading existing businesses operating in Dharavi ushering them into formal economy. The intent isbto grow the

by at least 3X," said one of the persons mentioned above.
The inclusion of this commercial area is aimed at creating a
self-sustaining economic engine
within Dharavi, while also providing long-term revenue streams to fund other components of the nearly Rs 96,000-crore redevelopment project.

through a specially formed joint venture company with the state government, aims to rehabilitate more than one million residents and regularise over 12,000 commercial units currently operating in the unorganised sector.
The plan is to deliver integrated development that combines formal housing, upgraded civic infrastructure, social amenities, and structured commercial spaces.
The business district component is being designed to both accommodate existing small businesses within Dharavi and attract new commercial tenants to the area.
"A hybrid integrated approach is being considered, where portions of the commercial inventory may be leased to large corporations, while designated spaces could be offered to small-scale industrial and retail businesses that are already part of Dharavi's economy," said another person mentioned earlier.
The upcoming multi-modal transport integration is expected to further support the viability of the commercial hub. The
Mumbai Metropolitan Region Development Authority
(MMRDA), now appointed as the nodal agency for the adjoining multi-modal transit hub (MMTH), is working to integrate Dharavi with major railway lines, metro corridors, and arterial roads.
The proposed commercial district is expected to benefit significantly from this connectivity, making it attractive to businesses looking for centrally located office and retail space.

Experts believe that this commercial component, if executed well, could redefine Dharavi's perception from an informal settlement into a mixed-use urban business precinct.
'For the commercial zone to succeed, it must be integrated with the city's infrastructure and be positioned competitively with other business districts. Its success can create a new benchmark for urban redevelopment,' said another person familiar with the city's infrastructure planning.
Work on initial phases of the redevelopment project including surveys, resettlement planning, and infrastructure design, is currently underway.

As per the RHP, Sambhv Steel intends to use the net proceeds from the fresh issue primarily for pre-payment or scheduled repayment of certain outstanding borrowings, and the remaining amount will go towards general corporate purposes. Sambhv Steel Tubes is one of the key manufacturers of electric resistance welded (ERW) steel pipes and structural tubes (hollow section) in India in terms of installed capacity as of March 31, 2024. According to a Crisil report, the demand for domestic steel pipes and tubes is expected to have grown at a compound annual growth rate (CAGR) of 5-6 per cent to 12.50-13.50 million tonnes per annum (MTPA) in FY25 from 8.8 MTPA in FY19. The growth was led by government initiatives to augment urban structural infrastructure and to infuse investments in the oil and gas sector. Years of using spurious seeds, earning meagre returns, and watching profits siphoned off by organisers have pushed cotton seed farmers into hardship. With their land handed over to the next generation, survival now means returning to the fields - not as owners but as labourers. "I was into seed farming since my teenage years. We never benefited much, as the money earned was hardly enough for the next crop. Now, I am working as a labourer to earn a livelihood," said Kuruva Maddeletti from Neelipally village. He owns two acres of land, which are now being tended by his sons. Despite having worked in the fields since the age of 20, he said he could hardly save anything for their old age. The 63-year-old added that his sons, too, were victims of spurious seeds, with their entire produce failing the quality test. 'No option left' The MGNREGA guarantees 100 days of wage employment in a financial year to every rural household whose adult members volunteer for unskilled manual work. For many in the villages, it has become a lifeline, helping them earn Rs 5,000 to Rs 6,000 per month. According to data from the Ministry of Rural Development, a total of 85,725 people aged between 61 and 80 registered for MGNREGA in Jogulamba Gadwal district. An additional 10,453 aged above 80 are registered for drought-related work. Of these, 10,777 were employed in the financial year 2025-26. While MGNREGA remains a fallback option for elderly farmers, even younger cotton farmers-those under the age of 60-are being pushed into farm labour, as earnings from both commercial and seed cotton farming are proving insufficient to support their families. "I have a debt of Rs 4 lakh, of which Rs 2 lakh was borrowed from my organiser. We submitted our produce in Dec 2024, but it was only in April that they told us whether it passed the quality test or not. Now, I am working as a daily labourer for Rs 500," said Pedda Narsimhulu, pointing to the field where he was working. Farmers say that unless organisers are removed from the system and they are assured of a minimum support price, their situation is unlikely to improve.
