
License overload, inconsistent regulations hurting healthcare businesses: NATHEALTH

flagged that the country's 'complex regulatory structure is creating compliance bottlenecks for the healthcare sector and preventing ease of doing business.'
In a meeting with the Niti Aayog members, the lobby group presented a whitepaper highlighting that, healthcare industry is one of the 'top three' regulated sectors in India, where 60 per cent of regulations are decentralized, thereby leading to complexity of compliance due to lack of standardization.
The white ciphered co-authored by EY covers three sectors in healthcare viz hospitals, diagnostics and medtech and underlines that businesses operating under these segments face multiple or numerous licensing requirements and are struggling with a highly dynamic and changing regulatory landscape with little or no transition time.
Speaking to media after their meeting with Niti Aayog, Ameera Shah, President, NATHEALTH, said, 'Under the white paper we have highlighted that regulatory standards vary frequently across different states, and there is often a lack of clarity regarding these regulations.'
'Among the segments, there are variations, with diagnostics being less regulated, while hospitals and medtech face much stricter regulations,' Shah added.
Sharing the MedTech-related concerns raised during the meeting, Himanshu Baid, Vice President, NATHEALTH, said, 'Being classified as drugs, MedTech products are overregulated and at the meet we highlighted the Quality Control Orders (QCOs), which are hampering the manufacturing of medical devices in the country.'
'We also highlighted issues such as the overlap between government departments and labeling challenges, where we are regulated by both the CDSCO and the Ministry of Consumer Affairs, " Baid added.
On Niti Aayog's response, Baid apprised, 'NITI was very receptive to the issues raised, and we will meet again in about eight weeks with concrete solutions and for further discussions.'
Secondly Niti Aayog shares NATHEALTH's view that there should be a separate Act for medical devices, he added.
As per Shah, the whitepaper shared with the government policy think tanks includes a total of 70 regulatory and licensing challenges of which 12 have highlighted as the 'top challenges which require urgent attention.'
For hospitals the whitepaper outlines issues like state registrations for medical practitioners leading to multiple UIN generations and administrative burden, Licensing of blood banks required for central and state licensing authorities, among several others.
Similarly for the other two segments diagnsotics and MedTech it includes Lack of standardization in clinical establishment regulations across states, different licensing authorities based on activity and class of device leading to multiple registrations and delays.
Besides these issues the papers includes two long standing agnostics issues related to the restriction on hospital building heights that is stated to reduce the number of hospitals bed capacity and concerns over stringent penalties imposed in case of failure to obtain or renew consent in a timely manner.
Among its key recommendations, the whitepaper features short, medium and long term suggestions for addressing them including single window clearance, adoption of global standards–ISO and embracing digitization— health records, signatures.
'We seek government support to address these hurdles, which will help the sector grow faster and improve patient access,' Shah noted.

NITI Aayog conducting evaluation study of MGNREGS, minister tells LS
THE NITI Aayog, the government's premier think tank, is conducting an evaluation study of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the government informed the Lok Sabha on Tuesday. In a written reply to a question, Union Minister of State of Rural Development Kamlesh Paswan informed the House that the Development, Monitoring and Evaluation Office (DMEO), NITI Aayog, has recently taken up the evaluation study of the scheme. The development is significant as it comes at a time when the Ministry of Rural Development has circulated a proposal seeking approval of the Expenditure Finance Committee (EFC) for continuation of MGNREGS and an outlay for Rs 5.23 lakh crore till financial year 2029-30, a period that coincides with the next Finance Commission (16th) cycle. The EFC is a central body that appraises government schemes and projects; it comes under the Ministry of Finance. Replying to a question by CPI(ML)L member Sudama Prasad, Paswan said, 'The Internal Audit Wing (IAW) under the Office of the Chief Controller of Accounts (CCA) has been conducting Risk-Based Internal Audits of MGNREGS implementation in states since FY 2013-14… Risk-Based Internal Audits of MGNREGS have been conducted in 225 districts of 30 states/UTs since 2013-14.' 'Further, Amarjeet Sinha Committee was constituted in 2021 to examine various factors affecting demand for wage employment in the rural sector in different parts of the country and to study/analyse the trends of expenditure across states under MGNREGS along with reasons for inter-state variations with specific focus on governance issues. The report of the Committee has since been received and some of the recommendations have been identified for appropriate action,' Paswan said, sharing details of the internal audits and review of the MGNREGS conducted in recent years. 'In addition to this, DMEO, NITI Aayog, too has recently taken up an evaluation study of MGNREGS,' he said. The NITI Aayog conducted the last evaluation study of the MGNREGS in 2019-20. At the time, the think tank had also conducted the evaluation study of five other schemes. 'The study focused on the effectiveness, efficiency, impact, and sustainability of these schemes, including the MGNREGS, to gauge their overall contribution to the national rural economy,' Paswan said. The evaluation study by NITI Aayog is crucial for getting approval of the EFC, said a source. The Ministry of Finance has told all ministries and departments that no Centrally Sponsored Scheme (CSS) or Central Sector Scheme (CS) will be considered for continuation beyond March 31, 2026, unless a third-party evaluation of the scheme is carried out. Sources say that the EFC approval and appraisal is part of the Centre's exercise to evaluate and approve its schemes for the next Finance Commission cycle. The MGNREGS is backed by law and therefore the EFC approval is just a formality. Govt aims 50% rise in milk procurement with White Revolution 2.0: Amit Shah
The government is working to increase milk procurement by 50 per cent over the next five years under the cooperative-led White Revolution 2.0, Union Cooperation Minister Amit Shah said on Tuesday. Chairing the second meeting of the Parliamentary Consultative Committee, Shah outlined the government's ambitious plans for the cooperative sector, including the target of setting up 2 lakh multipurpose cooperative societies. So far, 35,395 new cooperative societies have been formed under this initiative. "The Ministry of Cooperation is committed to transforming cooperatives into vibrant and successful business units," Shah said, emphasising that the cooperative sector could pave the way to prosperity for landless and poor people. Under the White Revolution 2.0, significant progress has been made in strengthening the dairy sector. As many as 15,691 new Dairy Cooperative Societies have been registered while 11,871 existing ones have been strengthened, he said. The National Dairy Development Board (NDDB) and 25 Milk Unions across 15 states have signed MoUs to establish biogas plants in dairy cooperatives, according to a statement. The minister highlighted three national-level cooperative societies established for the sector's development. The National Cooperative Organic Limited (NCOL) handles certification, branding, packaging and marketing of farmers' organic products to ensure better prices. The National Cooperative Export Limited (NCEL) provides facilities for exporting farmers' products internationally, with full profits going to farmers. The Bharatiya Beej Sahkari Samiti Limited (BBSSL) focuses on conservation, storage and production of India's traditional seeds. Shah announced that the Modi government will enter into contracts with small farmers for traditional seeds to ensure they benefit from these initiatives. The ministry has undertaken over 100 initiatives in the past four years to strengthen Primary Agricultural Credit Societies (PACS), dairy, fisheries, cooperative banks, sugar cooperatives and governance systems. These include digital reforms, policy changes, financial support and institutional capacity building. The National Cooperative Policy-2025 provides a comprehensive roadmap for sustainable cooperative development, coordinating with government schemes like Pradhan Mantri Matsya Sampada Yojana (PMMSY) and National Dairy Development Program (NPDD) to strengthen the cooperative ecosystem at the grassroots level. During the meeting, the Ministry of Cooperation made a presentation to the committee on various initiatives taken in the last four years. The ministry informed that institutional mechanisms including Inter-Ministerial Committee (IMC), National Level Coordination Committee (NLCC), State Cooperative Development Committees (SCDC), and District Cooperative Development Committees (DCDC) have been established for effective implementation and monitoring. A significant development is the establishment of Tribhuvan Sahkari University through a Parliamentary Act, declared an institution of national importance. The university will integrate and standardise cooperative education and training in India while providing skilled human resources for the sector. Shah urged committee members to strengthen the dairy sector in their respective states to boost cooperatives. The ministry reaffirmed its commitment to empower cooperatives as engines of growth, equality and self-reliance in rural India.

Covid cases rise in Aizawl, 10 patients test positive in 1 day
Aizawl: As many as 10 people tested Covid-19 positive in Aizawl in the last 24 hours, raising the total number of active cases in the state to 21, officials from the integrated disease aurveillance programme said on Tuesday. An upsurge in cases has been observed since Friday, when 5 out of 7 samples tested positive. On Saturday, all 9 samples returned positive results. No samples were tested on Sunday and Monday, officials added. The latest 10 cases, like the previous ones, are from Aizawl district, with most tests conducted at Zoram Medical College & Hospital in Falkawn near Aizawl. Since mid-May — when the first case of the year was detected — Mizoram has recorded 38 Covid-19 infections. Officials said 73 cases were reported in 2024, with no positive case recorded between Oct last year and mid-May this year. During the pandemic years (March 2020 to Oct 2024), Mizoram recorded 734 Covid-related deaths, with the highest toll of 538 in 2021. Eight deaths each occurred in 2020 and 2023, while 180 were reported in 2022. Since early 2020, a total of 19,97,882 samples have been tested in the state, of which 2,39,673 were confirmed positive. Of these, 2,38,918 patients have been discharged.
