ANNISTON — On Friday morning, 11 county department heads — or their representatives — spoke to about 200 county leaders at the annual State of the County that takes place at the initiation of the Calhoun County Area Chamber of Commerce and Visitor's Center.
Calhoun County Commission Terry Howell emceed the meeting and said how much help each department had given the five commissioners. He mentioned Rodney McCain, head of the highway department who oversees care for the county's roads and bridges, and Naomi Viola, who oversees animal control issues in the county.
'Today, we're going to showcase a whole lot of great people today, and that is really what Calhoun County is all about,' Howell said. 'I say we're always better together, and we're all difference-makers.'
One speaker who is new to her job is Probate Judge Shirley Millwood, who briefly described her past experience in several fields as both an administrator at a law office and, later, as a private attorney. She emphasized her concern for the county's children, especially the 250 children now in foster care. She, as did other speakers, encouraged those present to consider becoming a foster parent and to spread the word of the county children's need.
Millwood took office Jan. 20 and emphasized her commitment to modernizing the probate office. Among her primary initiative is the introduction of electronic payment options, a move aimed at improving efficiency for the public. Currently, individuals seeking probate services must rely on cash or checks, requiring them to leave the office to access an ATM. Millwood said she has met with software vendors and is working toward a seamless transition to digital payments.
She also noted significant efforts to enhance the office's technology, which will not only benefit the public but also improve efficiency for attorneys practicing in the county. While acknowledging that such upgrades come with growing pains, Millwood reassured the crowd that her experience in transitioning offices to paperless systems would help minimize disruptions.
'We are working diligently to ensure a smooth transition,' she said. 'Our goal is to improve service without burdening the public.'
Another major development is the future launch of a social media platform dedicated to providing public service announcements and updates on the probate office's activities. This initiative is expected to increase transparency and keep residents informed.
Filling in for Sheriff Matthew Wade was Chief Deputy Lynde Meeder, who provided an overview of the Calhoun County Sheriff's Office operations. She detailed the department's extensive workload, including processing nearly 3,000 reports and 4,200 arrests last year. The sheriff's office also conducted more than 200,000 business checks and served about 7,500 civil papers.
Meeder praised the county commission's support in improving staffing levels and funding renovations at the jail. Upgrades include a revamped intake facility, kitchen renovations, and an expanded medical wing designed to accommodate inmates with mental health concerns.
Both officials expressed optimism about the county's progress and the collaborative efforts of local government agencies in addressing community needs.
Commissioner Danny Shears wrapped up the event by highlighting several ongoing projects the county has achieved.
'In District 2, we are making progress on a new community center in the Choccolocco area, alongside the Thankful Community Center in Commissioner Wilson's district,' Shears said. 'It was mentioned earlier that we will soon have a ribbon-cutting for the new water tower in Wellborn, benefiting many residents. It's an honor to be a commissioner. Leadership requires tough decisions, but I'm grateful to serve alongside dedicated leaders.'
Other speakers who shared the accomplishments and goals of their departments were Barry Roberts, the commissioner of licenses; Tim Hodges, the revenue commissioner; Pat Brown, the county's coroner; Myles Chamblee, the emergency management director and McCain, the county engineer.

By agreeing to a reduced salary, though, the Knicks gain more flexibility to continue building out the roster and potentially make another deep playoff run. New York acquired Bridges last summer as part of a massive trade that included sending four unprotected first-round picks and one protected first-rounder to the Brooklyn Nets. In 82 regular-season games last season for the Knicks, all starts, Bridges averaged 17.6 points on 50 percent shooting from the floor, including a 35.4 percent clip from 3-point range. During the playoffs, Bridges contributed 15.6 points on 45.6 percent shooting as well as 1.7 steals per game. Mass. Gov. Healey touts nearly $3B ‘Swiss Army knife' disaster preparedness bond plan

Massachusetts could pump billions of dollars into climate resilience improvements, land conservation efforts, clean water and more under a policy-heavy borrowing bill Gov. Maura Healey unveiled Tuesday in Braintree. Flanked by local officials and environmental activists who praised the measure's wide scope, Healey rolled out a more than $2.9 billion environmental bond bill packed with reforms she and her deputies said would touch topics ranging from wildfires to flooding impacts on home insurance to dams and culverts. Highlights of the 51-page bill include funding for upgrades to Department of Conservation and Recreation properties, flood control projects, clean water infrastructure and food security programs, as well as policy reforms such as streamlining environmental permitting with an eye toward speeding up housing development. Healey pitched the proposal as especially necessary at a time when President Donald Trump and Republicans who control Congress are pursuing significant spending cuts. 'We cannot count on the president or Congress to be there to make the investments that we want to see made in Massachusetts, in our communities. They're, in fact, doing the opposite, and taking away from and undermining important investments on a whole bunch of fronts,' Healey said. 'In the face of that, [it's] all the more important that we take action like the action that we're taking today.' Healey's office rolled out the bill with a detailed set of summaries, outlining its borrowing proposals and several of the most significant policy reforms it envisions. The five-year bond bill Healey proposed calls for $764 million in borrowing to fund upgrades at Department of Conservation and Recreation properties, $401 million for dams and flood control projects, $315 million for the Municipal Vulnerabilities Preparedness program, and $304.5 million for land stewardship and conservation. Energy and Environmental Affairs Secretary Rebecca Tepper said about 200 of the state's 3,000 dams are in 'poor condition,' and warned that many of the 25,000 culverts and small bridges sprinkled across Massachusetts 'are too small for the kind of rain that we are now getting.' 'This bill gives cities and towns the help they need. It removes old, unsafe dams and replaces broken culverts before disasters hit,' she said. Other major funding proposals include $505 million for clean water infrastructure and addressing contamination from PFAS, sometimes referred to as forever chemicals due to how long they take to break down, and $125 million for food security programs. The bill would also launch a 'Resilience Revolving Fund' that would provide 'low-interest loans to communities so they can invest in resilience projects that reduce risk and protect people and property,' Healey's office wrote in a summary. Healey wove some policy changes into the bill, too. Several focus on speeding up permitting involving waterways and environmental reviews, including with removal of MEPA environmental impact report requirements for some housing and natural restoration projects, according to a summary. 'The Mass Ready Act saves people money and jumpstarts housing, culvert repairs and other infrastructure projects by streamlining the permitting process,' Healey said. 'That was a charge to our team: streamline those regulations, streamline the permitting. We've got a lot to do, and we've got to get after it and get it done as quickly as possible.' Another section calls for increased disclosure of past flooding and flood risk to homebuyers. Steve Long, director of policy and partnerships for The Nature Conservancy in Massachusetts, called the wide-ranging bill 'the whole package.' 'This bond [bill] provides the most holistic approach I've seen across four environmental bonds that I've lobbied on since 2008,' he said. 'It's like a Swiss Army knife that provides multifaceted funding and policy solutions. Mass Ready funding will provide a return on investment that will boost climate resilience by restoring natural systems to reduce heat, prevent flooding and cut community costs.' Beacon Hill typically approves an environmental bond bill once every several years to authorize state borrowing for near-term projects. Gov. Charlie Baker signed the prior iteration, a $2.4 billion package, in 2018. However, like other bond bills, not all of the approved dollars actually get deployed because the state faces a lower cap on annual borrowing. The most recent state capital investment plan for fiscal years 2025 through 2029 lists a five-year bond cap of $1.26 billion for energy and environmental affairs. Mass.
