‘Flood prevention rules to be updated'
Johor government will hold workshops to enable all 16 local authorities to better tackle floods, said state executive councillor Datuk Mohd Jafni Md Shukor.
The housing and local government committee chairman said they would start with local councils in the Johor-Singapore Special Economic Zone as these faced the most flood-related issues.
'Our workshops since 2023 focused on getting higher allocations for flood mitigation efforts, and improving enforcement.
'This year, we will focus on improving regulations, especially for retention ponds, irrigation and drainage systems.
'This also includes standard operating procedures (SOP) that developers must follow before starting work on a site,' he said in an interview.
He added that the workshops would begin in the third quarter of this year.
Under the SOP, developers must build retention ponds before starting a project.
Mohd Jafni also said outdated regulations must be reviewed.
'The regulations had been in use for more than 10 years and can no longer cope with the current volume of rainfall which is four to six times more than before,' he said.
Mohd Jafni said earlier workshops had yielded some results.
'Just this year we received more than RM100mil, which is likely one of the highest allocation amounts from the Housing and Local Government Ministry for flood-related issues,' he disclosed.
He said that some RM213mil had been allocated to carry out over 350 flood-related projects since 2023.
This includes RM106mil for flood mitigation efforts involving all local authorities this year.
'Of the 123 projects for this year, 16 are under Johor Baru City Council, which has been allocated about RM42mil.
'Another 16 are under Pasir Gudang City Council with RM9.1mil, while 13 are under Iskandar Puteri City Council with some RM36mil' said Mohd Jafni.
'Through the projects, we hope to resolve at least half of the flood issues,' he added.

Next Malaysia plan aligns with Maju Johor agenda
Lee says Johor welcomes the 13MP's focus on AI adoption, digital infrastructure and data centre development. The infrastructure, digital economy and talent development initiatives under the 13th Malaysia Plan (13MP) aligns closely with the Maju Johor agenda. Johor investment, trade, consumer affairs and human resources committee chairman Lee Ting Han said the plan also supported the recognition of the Johor-Singapore Special Economic Zone (JS-SEZ) as a key driver of regional economic integration and high quality investments. 'The establishment of a one-stop investment centre, along with the commitment to facilitate cross-border investments, reflects strong alignment between federal and state policies in elevating Johor as a new national growth hub,' he said in a media statement. Lee said the state also welcomed the plan's focus on artificial intelligence (AI) adoption, digital infrastructure and data centre development. 'Johor is now at the forefront of the data centre and digital investment industry, and these areas align with our strengths as a preferred destination for high-tech investment. 'We find the green economy initiatives and water sector transformation plan to be in line with Johor's sustainability agenda. 'The focus on smart grid systems, battery energy storage systems (Bess), and water efficiency are among Johor's key priorities that are actively being pursued.' Lee also lauded the 13MP's focus on major infrastructure development, such as the Gemas-Johor Baru double-tracking project, Elevated Automated Rapid Transit (E-ART) and the upgrading of the Senai Utara-Machap stretch of the North-South Highway. 'The Rapid Transit System (RTS) Link connecting Johor Baru and Singapore is also a transformational regional mobility project that will ease daily movement for thousands of workers and tourists, reduce border congestion and enhance economic integration. 'The expansion project for the Port of Tanjung Pelepas (PTP), one of the busiest container ports in Malaysia, will also support the growth of low-carbon maritime trade and position Malaysia as a regional logistics hub,' he added. Lee said Johor also welcomed the recognition as one of the designated locations for the Strategic Tourism Investment Zone (STIZ), alongside other states. 'This will empower our tourism sector ahead of Visit Johor 2026 and support the goal of making tourism a key contributor to the state's GDP,' he said. He also thanked the Federal Government for building Sultanah Aminah Hospital 2 (HSA2). 'HSA2 will complement the existing healthcare infrastructure and help ease congestion at the main hospital. 'This is a strategic investment that will improve healthcare access for the people of Johor. 'We are confident that the inclusive and strategic implementation of the MP13 will unlock Johor's full potential, accelerate its path towards developed state status, and bring direct benefits to the people as well as the national economy,' he noted.

Worrying rise of scam cases in Sarawak, police warn
KUCHING: Fraud or scam cases in Sarawak have shown a significant rising trend, Sarawak police Commissioner Datuk Mancha Ata says. He said that from Jan 1 to July 30 this year, a total of 2,256 commercial crime investigation papers were opened, compared to 1,398 for the same period in 2024, which is an increase of 858 cases. "This has also led to an increase in losses. For the same period this year, the value of losses suffered by fraud victims in Sarawak reached RM77.7mil, an increase of RM24.8mil compared to RM52.9mil for the same period in 2024. "If this rising trend is not curbed, the total losses are expected to exceed RM100mil for this year," he said in a statement on Friday (Aug 1). Mancha said that based on data, the majority of the fraud victims were those aged between 30 and 40. "In terms of employment, most of the victims comprised those working in the private sector, civil servants and retirees, with the rest consisting of students and the self-employed," he said. He added that scammers are also using slicker and smarter methods to manipulate their victims, including online selling and buying scams, non-existent investments, non-existent loans and fake job offers. - Bernama

Malaysia to continue being the voice for global justice through 13MP, says Tok Mat
SEREMBAN: The 13th Malaysia Plan (13MP) is not just an economic and social document but also a strategic action plan that places Malaysia in a higher position on the international stage, says Datuk Seri Mohamad Hasan. The Foreign Minister said 13MP allows Malaysia to continue being the voice for global justice, a facilitator of peace and a strategic partner in a world facing various geopolitical and economic challenges. "The 31MP is in line with Malaysia's foreign policy, which prioritises national sovereignty, principled diplomacy and constructive engagement in the global community. "I express my appreciation to Prime Minister Datuk Seri Anwar Ibrahim for the presentation of the 13MP, which outlines a comprehensive and far-sighted national development vision," he said in a statement. Anwar had tabled the 13MP in Parliament on Thursday (July 31). Mohamad said among the key focuses in terms of international diplomacy to be implemented in line with the 13MP was to strengthen Malaysia's role as a principled, resilient and vocal country for the developing world. He said this will be achieved through Asean, Asia-Pacific Economic Cooperation (Apec), BRICS and the Organisation of Islamic Cooperation (OIC). "The 13MP will help establish Malaysia as a regional hub for investment, technology and talent, including through the Johor-Singapore Special Economic Zone and Asean Connectivity by Rail. "It will also help in mainstreaming economic and technological diplomacy, including in the National Semiconductor Strategy, AI and Renewable Energy agenda," he said. Mohamad added that the 13MP will also help expand diplomatic networks to new markets such as BRICS, Africa and Central Asia and strengthen exports, investments and internationalisation of strategic sectors such as halal, franchising and the digital economy. The plan will help modernise cross-border and immigration facilities through the upgrading of Immigration, Customs, Quarantine and Security Complexes and land ports in line with the principles of sovereign and efficient border diplomacy. "It will continue to highlight Malaysia's role in humanitarian and human rights issues, through a Madani approach centred on human dignity and universal justice. "Malaysia not only wants to be respected but also trusted in the eyes of the world as a country that upholds universal values and plays an active role towards a more peaceful, prosperous and peaceful world," he said.
