CBI charge sheet against French embassy official for arranging Schengen visa
The CBI is on the lookout for Shokeen, who is understood to have escaped from the country to evade the law.
The CBI found that Shokeen targeted applicants from Punjab seeking Schengen visas through a network of agents and induced them to give a huge amount of money for the travel documents.
"A network of visa agents, mostly based in Punjab received money ranging from ₹13 lakh to ₹45 lakh from each visa applicant and in return of these large sums of money, visa applications were processed by the accused and after issuance of Schengen visas, the accused destroyed the visa documents and files," the CBI has alleged.
During its three-year investigation, the CBI coordinated with multiple agencies, including international organisations, to gather evidence in the case resulting in the charge sheet filed before a special CBI court here.
Shokeen amassed massive wealth in the form of cash and prime properties in Delhi and Punjab during his tenure in the French embassy between January 2021 and May 2022, the CBI alleged in the charge sheet filed before the Additional Chief Judicial Magistrate in the Special CBI court.
"To trace the proceeds of crime abroad, the International Operations Division of CBI, in coordination with the International Police Cooperation Unit of CBI, were also successful in getting India's first Interpol Silver notice published in this case," CBI spokesperson said.
The agency found that visa agents Balwinder Singh Bartia and Pritpal Singh were the key co-conspirators who funnelled the money through various bank accounts, which ultimately reached Shokeen and his family members through two accused middlemen Jashandeep Singh Sidhu and Bhawan Shokeen, the charge sheet alleged.

The AAP on Sunday slammed the BJP for allegedly framing its leaders in false cases and questioned who would compensate the families for the emotional distress caused by the serious corruption allegations. In a post on X in Hindi, former Delhi chief minister Arvind Kejriwal asserted that all cases filed against his party leaders are "false".(PTI) In a major relief for AAP leader Satyendar Jain, a special court on Monday accepted the CBI's closure report filed in a 2018 case against the former Delhi PWD minister and others related to alleged corruption in hiring a creative team for the department, noting that the "investigation found no criminal activity or wrongful loss to the government." In a post on X in Hindi, former Delhi chief minister Arvind Kejriwal asserted that all cases filed against his party leaders are "false". "With time, the truth will come out in all these cases. False cases were filed against us, and we were sent to jail. Shouldn't those who filed these false cases, and those leaders who ordered these false cases, be sent to jail? We were smeared with mud day and night, our families had to endure so much pain — what about compensating for all that?" the AAP supremo said on X. While accepting the CBI's closure report, Special Judge Dig Vinay Singh said the investigating agency has not found any incriminating evidence over such a long period, and further proceedings would serve no useful purpose. Four years later, the CBI filed a closure report in the matter, underlining that there was "no evidence of pecuniary advantage, conspiracy, or corruption". AAP's Delhi state convener Saurabh Bharadwaj said the "conspiracy" of the BJP had been exposed. "The conspiracy of BJP exposed. False cases by CBI revealed. The despicable thinking of BJP's central government and their LG - file false cases against Kejriwal's government ministers and MLAs to hinder their work, defame them in the name of corruption. Echoing similar views, former Delhi minister Atishi said in a press conference, "Since the AAP government was formed in Delhi, the BJP has filed false cases against our leaders. In 10 years, more than 200 cases have been filed against our leaders. When these cases go to court, it comes to light that AAP leaders have done nothing wrong." Atishi said the CBI court has accepted that there was not a single penny of corruption in Jain's case and has declared him innocent.

Rampur Tiraha case: ‘No progress in 30+ yrs', U'khand HC seeks UP govt's response in 14 days
Dehradun: Uttarakhand high court, reviewing cases of the 1994 Rampur Tiraha firing incident related to the Uttarakhand statehood movement, sought UP govt's response on the status of six registered cases "within a fortnight", and accordingly set the subsequent hearing date. Notably, the petitioner highlighted that these cases "saw no progress in over three decades". On the night of Oct 2, 1994, several activists travelling to Delhi to advocate for separate statehood encountered severe police action, with allegations of 24 women sexually abused by the cops, at Rampur Tiraha in Muzaffarnagar. There were seven fatalities. State activists' counsel, advocate Raman Shah, noted that seven women were raped while 17 faced harassment. Mulayam Singh Yadav was the CM at that time. On Monday, the HC bench of Justice Pankaj Purohit sought progress details of the cases from the current UP govt. "Initially, 13 cases were registered in that incident. Of these, six were registered in Dehradun and seven in Muzaffarnagar. On March 5, 1996, the CBI filed its chargesheet under section 304 of the IPC in these six cases registered in Dehradun. Notably, following a letter from the district judge to the HC registrar general, these six cases were moved to the Muzaffarnagar court, but they remained unheard. This led to a request for swift proceedings. The primary accused — former Muzaffarnagar DM Anant Kumar Singh, along with seven others — had their cases transferred by the CBI (Dehradun) to the Muzaffarnagar court, Shah added. A CBI investigation was court-mandated. Ex-DM Kumar escaped prosecution due to pending gubernatorial permission, he said. The CBI then registered cases involving charges of murder, usage of lethal weapons and grievous injuries from firing. In cases registered in Muzaffarnagar, the local district court had last year sentenced two PAC constables to life terms after finding them guilty under IPC sections 354, 376 (2) (g), 392 and 509.

AgustaWestland: CBI, ED oppose Christian Michel's plea for release
New Delhi, Aug 4 (PTI) Central probe agencies the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) on Monday opposed alleged middleman Christian Michel James' plea for release in the AgustaWestland VVIP chopper case. Special judge Sanjay Jindal was hearing James' plea for release on the ground that he had undergone the maximum period of sentence of seven years for the purported offences. Special public prosecutor and senior advocate D P Singh submitted that James could not be released on the ground as the term undergone in custody couldn't be considered complete at the present stage. Special public prosecutor N K Matta, who appeared for the ED, also said seven years of imprisonment could not be held as a complete term. The court posted the matter for August 5. James was extradited from Dubai in December 2018 and was subsequently arrested by the CBI and the ED. He was granted bail in the CBI case by the Supreme Court on February 18 this year. Two weeks later, he was granted bail in the ED case by the Delhi High Court. Michel, however, has not furnished bail bonds and remains in Tihar prison, awaiting the renewal of his passport. The CBI, in its chargesheet, claimed an estimated loss of 398.21 million euros (about Rs 2,666 crore) to the exchequer due to the deal that was signed on February 8, 2010, for the supply of VVIP choppers worth 556.262 million euros. The ED chargesheet led against James in June 2016 alleged that he received 30 million euros (about Rs 225 crore) from AgustaWestland.
