This is because market intermediaries fear the proposed reforms could sideline them, jeopardising both their relevance and vital revenue streams. At the heart of the proposed changes is a move to shift Treasury bond trading from the Nairobi Securities Exchange (NSE) to a CBK-owned platform. This new system would designate a select group of top commercial banks as market makers, entrusting them with holding these bonds and consistently quoting both buying and selling prices. Commercial banks already hold the largest share of government-issued Treasury bonds and boast significant liquidity, making them prime candidates for this market-making role, as they can readily settle quoted prices. The Nairobi Securities Exchange said it is carefully reviewing the proposed guidelines. Frank Mwiti, the NSE's Chief Executive, expressed hope that any bond market reform would be implemented through a consultative process.'We are reviewing the guidelines to understand them so that it is much easier to really see what the implications are, and that conversation is happening at the capital markets round table,' Mwiti said. 'I think that the best way to develop the market is through consultations.'Market intermediaries argue that the existing formal market on the NSE fosters effective price discovery. It brings together a diverse array of investors—including foreigners, insurance companies, pension funds, institutional investors, and high net-worth individuals—who hold differing perceptions on interest rate direction. This dynamic, they contend, leads to a more robust market mechanism than one controlled by a select group of institutions. The CBK's draft over-the-counter (OTC) guidelines for the government securities market aim to shift bond trading from the Nairobi bourse to CBK-owned platforms, largely controlled by foreign entities like Bloomberg and Refinitiv. This proposed shift is expected to directly hurt market intermediaries through lost revenues; stockbrokers typically charge a 0.03 percent commission per bond trade, while the NSE levies 0.1 percent of the bond's value. The central bank states that these new institutional arrangements for an OTC market are intended to address challenges in pre-trade price discovery, improve market liquidity, and enhance transparency. Under the proposed system, dealers would confirm trades on Bloomberg's E-Bond and Refinitiv trading platforms, which are linked to the CBK's government bond settlement system called DhowCSD. Market makers, central to the CBK's plan, are individuals and firms that consistently participate in the market, buying and selling securities to provide liquidity and ensure investors can trade quickly and at fair prices. They profit from the difference between their quoted buy and sell prices. This ambitious government bond market reform plan is backed by the International Monetary Fund (IMF) and World Bank. It targets heavily capitalised, CBK-licensed banks to serve as market makers by consistently providing two-way quotes for Treasury bonds. SAP and Saudi real estate developer Red Sea Global (RSG) have marked a new phase in their strategic partnership with the successful deployment of SAP's AI-powered copilot, Joule, across human capital management functions. The rollout represents a significant step in RSG's growth and digital enhancement, following several years of collaboration with SAP across core business operations. The developer was the first organisation in the Middle East and Africa – North region to roll out Joule, launching the initial phase across the HR functions of its core business units and several subsidiaries. A full-scale deployment across all subsidiaries will follow and will ultimately benefit around 10,500 employees. The current use cases focus on three high-impact areas: job description creation, candidate screening and performance management. Joule is embedded within SAP SuccessFactors and enables HR professionals to complete complex tasks through natural language prompts, helping them automate routine processes, improve consistency and make faster decisions. Red Sea Global plans to extend Joule's capabilities into other SAP systems, including ERP and digital spend/procurement, as part of its strategy to enhance productivity and operational insight across the enterprise. A majority of UAE technology leaders identify cloud (93%) and Generative AI (GenAI) (89%) transformation as top business priorities over the next three years, recognizing both as foundational to future growth, according to a new research from leading global online learning platform Coursera, developed in partnership with Amazon Web Services (AWS). Titled From Cloud to AI: How Tech Leaders are Investing in Skills Development to Drive Transformation, the report offers key insights into how organizations and their senior technology leaders are strategically addressing skills gaps to meet their digital transformation goals. The global study was conducted across the US, the UK, India, the UAE, France, and Mexico between March and April 2025. It captures insights from more than 750 technology leaders responsible for large-scale digital transformation initiatives at organizations with over 1,000 employees and average annual revenues exceeding $100 million (with UAE-based companies averaging $21.6 billion). Core findings show that UAE tech leaders view keeping pace with technology (61%) and staying ahead of security threats (60%) as the most critically important drivers of skills development. Optimizing cloud spend (59%) and managing complex infrastructures (52%) were also cited as major concerns, underscoring the urgent need for a skilled workforce. Kais Zribi, Coursera's General Manager for the Middle East and Africa, said: "While automation is vital to transforming teams, workflows, and business operations, the UAE data reveal that strategic investments in human capital through upskilling and reskilling will be crucial to driving innovation. As organizations look to fully harness the potential of cloud and AI, investing equally in technology and people will be foundational to building a future-ready workforce." "This report delivers a clear mandate for technology leaders: investing in skills development must be a cornerstone of every transformation strategy," he stated. The report also highlights that 95% of tech leaders worldwide view cloud transformation as a key business goal. Globally, foundational skills are prioritized, with 63% ranking cloud skills, such as cloud development and engineering, as the most critical, followed by data (58%) and cybersecurity (54%). AI skills rank fourth, with 47% identifying them as important over the next three years. Globally, tech leaders report clear benefits from investing in skills development, including enhanced performance and productivity (72%), greater workforce agility (67%), and improved talent mobility (58%). More than half (52%) of global tech leaders expect 30-50% of tasks to be automated. Nearly all (99%) anticipate their codebases will be partially AI-generated or developed with AI assistance in the next three years, with 86% expecting 20-50% of their codebase to involve AI in its creation, said the study. Yet, 88% believe human contributions remain irreplaceable, emphasizing that AI success depends on greater investment in talent development. In fact, 77% of leaders globally recognize that upskilling existing employees will be essential to achieving transformation goals within the next 12 to 18 months, it added.
