
HK home prices rebound 0.35pc in April

Hong Kong's lived-in home prices rebounded in April, capping a four-month decline.
Official figures released by the Rating and Valuation Department on Wednesday showed that the home price index rose to 285.7 in April, up 0.35 percent from a month earlier, but that was still 7.7 percent lower from a year ago.
For the first four months of the year, however, the gauge declined 1.21 percent.
While prices of small and medium-sized units rose by 0.35 percent month on month on average, that for large units rose higher, 0.42 percent.
Rental prices, meanwhile, continued to head north for the fifth consecutive month, and rose by 0.31 percent to 193.7 last month, or 3.64 percent higher over a year ago.
For the first four months, the rental gauge was up by 0.62 percent.
Commenting on the figures, Eddie Kwok, executive director of valuation and advisory services at CBRE Hong Kong, said residential prices had stabilised and were bottoming out.
"Positive carry for residential properties resurfaces as the one-month Hong Kong interbank offered rate [Hibor] dropped in May," he said.
The one-month Hibor rate, which is linked to local mortgage loans, fell to its lowest point in nearly three years last week, thanks to a flood of liquidity entering the city's capital markets.
"If this trend can be sustained, the residential property market is likely to experience a recovery as it might cost less to repay mortgages as compared to renting," Kwok said.
"And this is likely to attract buy-to-lease investors and end-users entering the residential property market eventually."
But Kwok noted that significant rebounds in prices are still unlikely this year as developers that are keen to clear out their mounting inventories might take the opportunity to replenish their capital and continue to cut prices.
The Hong Kong Monetary Authority has warned that Hibor rates may still rebound.

File photo: RTHK The exams body on Friday announced a 4 percent increase in fees for the 2026 Hong Kong Diploma of Secondary Education (HKDSE) exams and the introduction of a new fees structure for private candidates. According to the Hong Kong Examinations and Assessment Authority (HKEAA), the fees for school candidates for key language and other subjects have been raised by HK$30 and HK$20 each respectively. For a candidate taking six subjects – two language and four other subjects – the total fees will amount to HK3,630. The HKEAA stated that the hike is similar to previous years and remains at a relatively moderate level, with the adjustment taking into account various factors. For private candidates, a flat fee of HK$595 will be charged and there will be a new two-tier fees structure depending on their residency status. Candidates who are non-Hong Kong permanent residents are required to pay HK$1,377 for each language subject and HK$1,119 for each additional subject, HK$600 more when compared with that for local residents. For non-permanent residents who are under 18 years old and sitting the exam for the first time, there will be a new special entry fee of HK$2,000 per person. That would mean examination fees of more than HK$9,800 for those taking four core subjects and two electives. The HKEAA said the fees and charges had been revised to optimise the use of resources and maintain the long-term financial stability of the body. "There has been a notable increase in the number of private candidates in recent years. Some of these candidates, holding non-HKDSE qualifications, are required to submit Special Entry applications, which necessitate substantial manpower and resources from the authority to carefully vet each case," it said. "Additional examination centres and personnel have also been arranged to accommodate the growing number of private candidates, further increasing the operational costs of the HKDSE."

Photo: RTHK A property-services sector representative on Friday urged the government to raise the quota for imported labour in the industry, saying it is plagued by an ageing workforce. Since the launch of the Enhanced Supplementary Labour Scheme two years ago, the government has given the green light for the sector to fill more than 3,000 posts with non-local labour as of the end of last month. About two-thirds have arrived. Poon Kin-leung, chairman of the Hong Kong Association of Property Services Agents, said the sector used to face a manpower shortage of 40 percent. "Even with the import of labour so far, we are still facing a manpower shortage of 15 percent," he said. "For private housing estates, if a person walks in and applies for a security guard position, we will mostly hire him. There is a shortage every day. "For janitors and security guards, many of them are retiring, and it's difficult to get newcomers. Locals who come forward are definitely older ones. So I think we need to do more to import labour. Even a 20 percent increase in quota isn't too much." Chen Zhiyuan from Guangdong is among those working as a security guard in a private housing estate since early this year. He noted that there were cultural differences as well as language barriers with residents, so he would turn to senior staff for help and attend training classes to help him with the job. The estate applied to join the scheme after failing to fill vacancies with local job ads. Wong Hiu-kwan from the estate's property management company said imported staff have helped to cut costs by up to 20 percent. She also said locals and imported workers can complement each other. For instance, younger imported staff could be responsible for patrolling, as many local staff are aged over 60. With the scheme coming to an end in September, the Labour Department said it is carrying out a review to enhance the programme, including safeguarding employment priority for locals, as well as measures to ensure foreign workers' rights and interests.
