Italy has reiterated its commitment to defence cooperation with Libya following a meeting between its ambassador in Tripoli, Gianluca Alberini, and Abdul Salam Zoubi, Undersecretary at the Ministry of Defence in the Government of National Unity.
In a post on X, the Italian Embassy stated that Ambassador Alberini confirmed Italy's ongoing support for defence cooperation efforts aimed at promoting stability in Libya.
The statement follows recent high-level military exchanges between the two countries, including an Italian military delegation visit to the Air Defence College in Misrata in May, and a trip by senior Libyan army official Salah Al-Namroush to Italy earlier in July for talks with the Italian Chief of Staff . The Head of Government of National Unity, Abdul Hamid Dbeibah, stressed on Friday the need to strengthen partnerships in the fields of energy, oil and gas, and infrastructure, and to link Libya to regional projects in the Mediterranean, including investment in ports, development of electrical grids, and support for joint strategic projects, within the framework of development integration that serves the interests of the peoples of the region and provides new opportunities for growth. This came during the trilateral summit held in Istanbul, which brought together Dbeibah, Turkish President Recep, Tayyip Erdoğan, and Italian Prime Minister, Giorgia Meloni, to discuss regional cooperation, stability, and economic integration in the Mediterranean region, according to a statement issued by Dbeibah's government. Dbeibah stressed Libya's keen interest in consolidating effective partnerships based on a balanced position and mutual respect, and its efforts to restore its regional role as an effective and reliable partner, reflecting the improvement of the political and security situation in the country. The GNU stated that the summit addressed prospects for economic cooperation between the three countries. Dbeibah reviewed in his statement the field efforts led by his government to combat smuggling networks and illegal activities. He also presented a comprehensive vision for enhancing regional coordination in this regard, calling for a quadripartite ministerial meeting, including Libya, Turkey, Italy, and Qatar, to begin implementing joint projects and unify efforts on priority issues. He noted that the State of Qatar has expressed its practical willingness to participate in the areas of logistical, humanitarian, and technical support. Dbeibah also addressed the large-scale security operation recently launched by his government in the capital, Tripoli, and a number of other areas, noting that this campaign aims to end the influence of outlaw armed groups involved in blackmailing state institutions and interfering in their sovereign work. He emphasized that this operation is not a temporary measure, but rather reflects a clear political and security choice to restore the state's prestige and build institutions that operate under the law, free from tutelage or threat. He considered the dismantling of these parallel structures a pivotal step toward ending the influence of gangs and enabling the state to extend its full authority over its institutions and facilities, thus creating a climate for implementing national policies on various issues, most notably migration and borders. He emphasized that the government is in a "stronger position politically and on the ground, and is now capable of playing a balanced and responsible regional role." He noted that the tripartite summit represents clear political support for the sovereign path pursued by the Libyan state and reflects growing international recognition of its efforts to consolidate stability and cooperation in the Mediterranean basin.

Shakshak and his Turkish counterparts also reviewed advanced auditing and monitoring technologies used by the Turkish Court of Accounts, as well as best practices in regulatory work, IT governance, and digital transformation of oversight systems. The two sides agreed to develop a joint roadmap outlining executive programs for technical cooperation, focusing on capacity building and knowledge sharing between the institutions, with the goal of improving audit efficiency and advancing principles of good governance. In addition to his meeting with the Turkish Court of Accounts, Shakshak met with Turkey's Minister of Foreign Affairs, the Deputy Minister of Economy and Trade, and several senior officials.
