VP Sara Duterte urges PMA graduates to be instruments of the truth, not of traitorship
"Lagi sana kayong maging instrumento na magsusulong ng kabutihan, ng tama, ng katotohanan, at tunay na pagbabago sa buhay ng mga Pilipinong patuloy na nangangarap, nagsusumikap, at umaasang magtatagumpay," Duterte said in a video message posted on her Facebook account.
(May you always be instruments that would usher in goodness, righteousness, truth, and true change in the lives of Filipinos who are choosing to dream, work hard, and aim for victory.)
"Huwag sana kayong maging kasangkapan ng pagmamalabis, pagtatraydor, at pagpapahirap ng mga nasa kapangyarihan sa mga kapwa Pilipino na katulad ninyo ay matapang na naninindigan para sa kabutihan, sa tama, sa katotohanan, at sa tagumpay ng mga Pilipino," she added.
(May you not be used for abuse, traitorship, and oppression by those in power over fellow Filipinos who like you are courageously standing up for goodness, righteousness, truth, and victory of our countrymen.)
Duterte gave the message as the PMA Sundalong Isinilang na Kasangga at Lakas ng Ating Bayan Para sa Kalayaan (SIKLAB LAYA) Class of 2025 holds its graduation on Saturday at the PMA grounds in Fort del Pilar, Baguio City. President Ferdinand "Bongbong" Marcos Jr. is expected to be at the graduation ceremony.
The vice president said she deeply recognizes the PMA graduates' love for country which they first showed when they chose to enter the PMA.
"You have chosen the life of selfless service that only the brave, the courageous, and the real patriot would choose — demonstrating strength, integrity, and honor before a nation seeking to overcome institutional abuse of power and extreme inequalities impacting mostly the poor," she said.
"Sa inyong paglilingkod ay magsisiklab hindi lamang ang mga minimithi natin bilang isang malayang bansa kundi pati na rin ang pagliliyab at paglagablab ng ating lakas upang maging tunay na malaya," Duterte said.
(Your service will pave the way for the fulfillment not just of our dreams as a free nation but also the strengthening of our forces so we can become truly free.)
"I trust that you will continue to personify the virtues that shaped your military education and enabled you to become commendable cadets with courage, integrity, and loyalty to your noble path of duty," she added.
She then urged the graduates to look forward to the future.
"Keep the fervor within you burning and continue building a bright future amid every hurdle and challenge in these times of uncertainty so you may stand as a beacon of hope and strength to our hopeful nation," Duterte said.
"May you always strive to restore and uphold the values of an independent, non-partisan and professional institution. One, whose sole duty is to defend the constitution," she said.
"May you never yield to the greed for material gain, political pressure, or foreign influence. May you always stand unbowed. Congratulations, 'Siklab-Laya' Class of 2025! Shukran," Duterte added. —KG, GMA Integrated News

Bersamin: No ICC warrant for Bato, but PH authorities will act if there is one
No warrant of arrest has been issued by the International Criminal Court (ICC) for Senator "Bato" dela Rosa in relation to the previous administration's war on drugs, Executive Secretary Lucas Bersamin said Sunday. However, should the ICC issue an arrest warrant for the senator through Interpol, Philippine authorities may arrest him, he said. 'Wala (There is none),' Bersamin told reporters who covered the departure of President Ferdinand "Bongbong" Marcos Jr. for the US at Villamor Air Base in Pasay City. 'If there should be a warrant, we'll probably do the same thing that we did in the case of the former president [Rodrigo Duterte], if the warrant is coursed through the Interpol because we continue to be a member of the Interpol," Bersamin said. 'We are not going to do things differently unless the Supreme Court in those pending cases makes a different announcement about how we should proceed,' he added. This move, Bersamin said, is non-discriminatory since it is in accordance with the law. 'Nothing discriminatory that we will ever undertake. We're always clear about that, hindi kami (we're not) politically motivated. All those attributions to us were unfair,' Bersamin said. GMA News Online contacted the office of dela Rosa to get his comment on the matter but has yet to receive a reply as of posting time. The Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity stated that Philippine authorities may dispense with the investigation or prosecution if another court or international tribunal is already conducting the investigation. 'Instead, the authorities may surrender or extradite suspected or accused persons in the Philippines to the appropriate international court, if any, or to another State pursuant to the applicable extradition laws and treaties,' the measure read. Dela Rosa, a staunch ally of the Duterte family, served as police chief during former president Rodrigo Duterte's administration. Duterte was arrested in the Philippines by local authorities on March 11 based on a warrant issued by the ICC through Interpol. He is currently detained in the Scheveningen Prison in The Hague for crimes against humanity charges in connection with the killings under his war on drugs when he was mayor of Davao City and when he was president of the Philippines. In March, Dela Rosa was named among the co-perpetrators of Duterte in the war on drugs, as shown in the application of warrant of arrest posted on the ICC website. He was identified as the architect of "Oplan Tokhang," which was first implemented in Davao City when he was then the local police chief. According to police records, drug war deaths totaled about 6,000 Human rights groups however claimed that the death toll was 30,000, including vigilante killings. —KG, GMA Integrated News

VP Sara not in favor of online gambling
Vice President Sara Duterte on Saturday expressed her opposition to online gambling amid proposals in Congress for a total ban. 'I am against online gambling. Hindi ako sang-ayon sa lahat ng klase ng pagsusugal online dahil hindi nakokontrol ng mga magulang ang access ng kanilang mga anak diyaan sa internet,' Duterte said during an interview at the Free Duterte Now rally in The Hague, Netherlands. (I am against online gambling. I am not in favor of any type of online gambling because parents could not control the access of their children on the internet.) According to the vice president, online gambling makes it easy for Filipinos to lose money and often puts families in debt. 'Okay ako sa regulated gambling kung saan di lahat nakakasugal, pero kapag nilagay mo siya online kung na hindi na natin macocontrol kung sino makakapagbukas ng account para magsugal, di ako sang-ayon doon dahil nakakasira ng pamilya yun at nakakasira ng kinabukasan ng kabataan,' she added. (I am okay with regulated gambling where not anyone can gamble, but if you place it online where we can no longer control who can open an account to gamble, I am not in favor of that, as it destroys families and it destroys the futures of the youth.) Several lawmakers from both the Senate and House of Representatives have backed proposals seeking an outright ban on online gambling as they believed regulation would not be enough. The Department of Health also said that online gambling is a health issue that can affect a person's capacity to perform his or her job or can even cause harm. —VBL, GMA Integrated News

Senate bill eyes abolition of travel tax
A bill filed in the Senate is seeking to abolish the travel tax which has been described as "outdated" by the author. 'It is high time to give travelers a break and allow for tourism to flourish by removing one of the barriers to travel," said Senator Alan Peter Cayetano, who authored Senate Bill No. 424. The travel tax, imposed under Presidential Decree No. 1183, was signed nearly five decades ago. Cayetano said that this no longer aligns with current economic and regional goals. 'All Filipinos, especially senior citizens and persons with disabilities, must be able to travel freely, without any form of hindrance... By abolishing the travel tax, we inch closer towards realizing the freedom of movement that our fundamental law envisions for every citizen,' said Cayetano. Cayetano cited studies explaining that while the government may lose P4 billion in revenue as a result of the measure, the country's economy would earn around P299 billion through increased tourism and spending. He is also proposing exempting ASEAN nationals from the travel tax, fulfilling the Philippines' commitment under the ASEAN Tourism Agreement of 2002, which calls for the phasing out of travel levies among member states. —Jiselle Anne Casucian/ VAL, GMA Integrated News
