
Aurangzeb highlights Panda, ESG bonds in key meetings at Washington: Finance Division
The meetings were held on the sidelines of the 2025 Spring Meetings of the IMF and the World Bank Group.
In meeting with the Deutsche Bank team led by Myriam Ouazzani, Managing Director for the MENA region, Aurangzeb 'expressed Pakistan's interest in returning to the financial markets, including the issuance of Panda and ESG (environmental, social, and governance) bonds, supported by the country's macroeconomic stabilisation and recent credit ratings upgrade', the statement said.
Panda Bonds are yuan-denominated debt instruments issued by foreign entities in China's onshore market. They provide an alternative financing mechanism for governments and corporations seeking to tap into China's vast liquidity while also supporting the internationalization of the Chinese yuan (RMB).
ESG bonds are fixed-income securities issued to raise capital for projects that align with the principles of environmental, social, and governance criteria. These bonds allow issuers to finance initiatives that have positive impacts in areas such as renewable energy, social equality, and corporate governance. For investors, ESG bonds offer a way to contribute to responsible investment strategies while generating returns from their investments, according to the information available on Nasdaq website.
In his meeting with Moody's commercial team in Washington, D.C Aurangzeb briefed the team on 'Pakistan's macroeconomic outlook, highlighting fiscal and current account surpluses, reduced inflation, a stable foreign exchange rate, and improved reserves', the Finance Division said.
'He also provided an update on the issue of the Panda Bond and agreed to continue discussions on possible collaboration in the future.'
In January this year, Aurangzeb said Pakistan would raise around $200 million to $250 million from Chinese investors through Panda Bonds.
Later in March, the finance czar said Pakistan was preparing to issue its first-ever Panda Bond in the Chinese market this calendar year (2025).
'I have been advocating, and I am very keen, that Pakistan—taking advantage of the second-largest and deepest capital market in the world—goes for an inaugural Panda bond,' the minister said in an interview with China Global Television Network (CGTN) then.

Finance minister lauds CCP's for ‘reducing pending court cases'
Federal Minister for Finance Muhammad Aurangzeb expressed satisfaction over the performance of the Competition Commission of Pakistan (CCP), saying the commission's had brought significant improvements, particularly in reducing the number of pending court cases. Addressing the Senate, the finance minister requested the chairman Senate Standing Committee on Finance and Revenue, to invite Dr Kabir Sidhu, Chairman CCP, for a detailed briefing to appreciate the true extant of reforms undertaken by the commission. He informed the house that over the past two years, the CCP's new management actively pursued litigation in various courts, which resulted in reducing the backlog of cases from 577 to approximately 300. Responding to a motion moved by Senator Mohsin Aziz, the minister emphasised that a transparent and robust regulatory framework is essential in a market-based economy to foster competition and ensure accountability. In this context, he highlighted CCP's recent performance as crucial and deserving of support. He shared that the CCP issued 11 major orders in the past year alone, imposing fines exceeding Rs1 billion. Of this amount, approximately Rs120 million has already been recovered. The inquiry process has been expedited, the issuance of show-cause notices has become more efficient, and the overall hearing mechanism has improved to ensure timely action against violators. The minister further stated that CCP's Cartels Department completed 20 inquiries during the current fiscal year, while the Office of Fair Trade finalised 13 investigations related to misleading advertisements and deceptive marketing. These investigations have led to the issuance of show-cause notices and the initiation of formal hearings, he said. He also informed the Senate about the establishment of a dedicated Market Intelligence Unit within the CCP, which proactively monitors market distortions, price manipulation, and other potential violations of competition law. The minister said that the unit has so far identified 170 potential violations across sectors such as banking, e-commerce, telecom, and real estate, with 28 inquiries already initiated. He added that a Centre of Excellence has also been established within the Commission to conduct research and data-driven analysis of various market sectors.

China's yuan rises to 3-week high on fresh signs of easing trade tensions, firmer guidance
SHANGHAI: China's yuan climbed to a three-week high against the dollar on Wednesday, buoyed by fresh signs of easing trade tensions between the world's two largest economies and the central bank's persistently stronger-than-expected guidance fix. Investor hopes for the two superpowers to reach a final trade deal rose after U.S. Treasury Secretary Scott Bessent said on Tuesday that U.S. and Chinese officials will meet in Stockholm next week to discuss extending a tariff truce. The 90-day tariff truce agreed by Washington and Beijing during trade talks in Switzerland is due to end on August 12. The EU-China summit later this week and the August deadline for Beijing and Washington to 'reach a trade deal will matter with regards to external demand conditions for China, and are likely to set the tone for the China trade in the second half,' Barclays analysts said in a note. The onshore yuan rose to a high of 7.1602 per dollar, the loftiest level since July 3, before changing hands at 7.1617 as of 0342 GMT. Its offshore counterpart followed suit to rise past 7.16 per dollar level for the first time in nearly three weeks. It last traded 0.14% higher at 7.1602. Currency traders also attributed the yuan strength to a much firmer guidance fix as the central bank lifted the midpoint to a fresh eight-month high. Prior to the market opening, the People's Bank of China (PBOC) set the midpoint rate at 7.1414 per dollar, its strongest since November 6 and 182 pips firmer than a Reuters estimate of 7.1596. The spot yuan is allowed to trade 2% either side of the fixed midpoint each day. Some market participants and analysts argued that the economic fundamentals may not support a significantly stronger currency for the time being. 'Exports could face stronger tariff headwinds in the second half after front-loading in the first half … a stronger yuan could further dampen corporate profitability and further weaken the labour market,' said Becky Liu, head of China macro strategy at Standard Chartered. She said a rising yuan would worsen China's deflationary pressure even as authorities are making efforts to revive demand and the broader economy. Liu revised her yuan forecasts to 7.25 per dollar at end-September and 7.35 at year-end, up from the previous predictions of 7.65 and 7.75, respectively - still notably weaker than the current spot level.
