‘Long overdue': Experts welcome advisory against private-sector use of NRIC numbers for authentication

[SINGAPORE] Urging the private sector to stop using NRIC numbers for authentication is a timely and pragmatic move to strengthen data security, industry players told The Business Times.
On Thursday (Jun 26), the government released an advisory telling private-sector organisations to move away from using full or partial National Registration Identity Card numbers to authenticate individuals 'as soon as possible'.
The government is also working with regulated sectors – such as finance, healthcare and telecommunications – to develop sector-specific guidance in the coming months.
'This is a sensible move and long overdue. Using NRIC numbers for authentication has always been a weak security practice,' said Bhargav Sosale, data protection officer at medtech company Remidio.
He noted that NRIC numbers are more like usernames than passwords, being 'static' identifiers that are used widely across institutions from banks to healthcare providers.
'(That) ubiquity is precisely what makes them unsuitable for authorisation,' he said.

Even the use of partial NRIC numbers – such as the last four digits – could be dangerous, noted Pang Tzer Yeu, chief information security officer at Red Alpha Cybersecurity.
The risks are also high when NRIC numbers are paired with other easily obtainable information such as one's date of birth, noted Gerry Chng, head of cyber at KPMG in Singapore.
Steven Scheurmann of cybersecurity company Palo Alto Networks sees Singapore's move as a 'significant step' towards bolstering digital safety, especially as identity theft and impersonation tactics grow more complex.
He called on organisations to adopt stronger authentication methods such as complex, unique passwords or multi-factor authentication (MFA). Other options include biometric verification and security tokens.
'These methods offer significantly higher resistance to impersonation and fraud, and ultimately help build trust in digital services,' said Scheurmann, who is Palo Alto's regional vice-president for Asean.
Verification through the Singpass app is another tool that some organisations are already tapping, noted Red Alpha's Pang.
'Many companies have already moved away from using NRIC, but there are a few sectors where I still see it being prevalent,' he said, citing the insurance sector as an example.
For players that still rely on NRIC numbers for authentication, the government advisory 'should be a wake-up call', said Sosale.
Industry reactions
Industry players that BT reached out to said that they would work with the authorities on the matter.
Association of Banks in Singapore director Ong-Ang Ai Boon said that the industry is exploring 'alternative authentication methods in line with today's advisory'.
She noted that NRIC numbers alone cannot be used for financial transactions such as payments and funds transfers.
However, 'there are limited non-transactional circumstances where NRIC numbers are used for authentication, such as to open encrypted documents sent by e-mail', she said.
A spokesperson for AIA Singapore said that the insurer has moved away from relying solely on NRIC numbers for authentication.
'AIA Singapore only collects full or partial NRIC numbers when it is necessary to establish or verify an individual's identity to a high degree of accuracy,' said the spokesperson, noting that this is in line with Personal Data Protection Act (PDPA) guidelines.
The insurer also uses MFA for more secure access to online services. Verification processes are also in place at human-assisted customer service touch points.
'We take data security seriously and will continue to ensure all our data collection processes adhere to PDPA guidelines,' the spokesperson added.
Separately, Singtel told BT that it adheres to the present guidelines on the use of NRIC for authentication.
'We will wait and review any new guidelines from the (Infocomm Media Development Authority) before assessing any potential impact to our operations,' said a spokesperson.
Fellow telco M1 told BT that it uses NRIC to only identify customers, and not to authenticate them.
Hospital operator Raffles Medical Group noted that it relies on NRIC numbers as a unique identifier for patients during admission, registration and billing.
The company 'will continue to take guidance from the Ministry of Health regarding the use of NRIC numbers for the verification of our patients' identity', a spokesperson said.
Data privacy hit the spotlight last December, after a furore over the disclosure of full NRIC numbers on the Accounting and Corporate Regulatory Authority's Bizfile portal.
The government had plans to change the practice of masking NRIC numbers, but the Bizfile portal had run ahead of that intent, the Ministry of Digital Development and Information said at the time.

[SINGAPORE] Attracting and retaining young lawyers is a key priority for WongPartnership's (WongP) Chou Sean Yu, who takes over the reins as managing partner at the Singapore Big Four law firm on Tuesday (Jul 1). '(We are) making sure that we continue to be attractive for young lawyers, because without that core coming in, it is going to be very, very difficult,' said Chou in an exclusive interview with The Business Times. Having the right talent will be key to ensuring that WongP continues to steer in the right direction for growth, he added. This also relates to Chou's next priority, which is to prepare the next crop of the firm's leaders. 'I want to make sure that this very successful transition over the years will carry on,' he said. 'That is what I see (as) my second challenge, because these are very big shoes to get into.' The law firm has already identified who will be part of this slate, he noted, and so now it is a matter of 'making sure the transition is in place'. Sign Up Sign Up Chou succeeds outgoing managing partner Ng Wai King, who has been at the helm for the past 12 years. 'I am grateful for the trust placed in me by Wai King and my fellow partners in being given this opportunity to lead the firm,' said the 54-year-old. 'This is a proud personal milestone for me, having started in the firm as an associate in 1997 and learning the ropes from luminaries such as Wong Meng Meng, the late Alvin Yeo and Dilhan Pillay.' But Ng is not stepping away from WongP completely; he will remain as chairman and senior partner. At 58, Ng is departing from his leadership position two years before WongP's mandatory retirement age of 60 for partners in leadership roles. The firm has been preparing for this transition since 2022, when Chou was named deputy managing partner. 'I have every confidence in Sean Yu's leadership and vision,' said Ng. 'His ability to forge relations and strategic nous will be invaluable as we look towards future opportunities and challenges, both in Singapore and across Asia.' Going regional Chou will remain as head of the litigation and dispute-resolution group, while navigating the law firm through its next stage of growth. One area of opportunity is regional expansion. This is even as the environment is competitive, with law firms in Asean having regional aspirations or international law firms expanding to Asia, noted Chou. WongP started its regionalisation journey eight years ago, when it launched WPG – a law network through partnerships with firms in countries such as Malaysia, Indonesia, and the Philippines, as well as in the Middle East. These plans took a pause during the Covid-19 pandemic, and have since restarted, with the firm looking to deepen its relationships in Thailand and Vietnam. 'We're doing it this way because we find that our clients obviously need help whenever they do business, and having a one-stop-shop service (by which) we can sort of help them is always going to be preferred,' said Ng. Having opened an office in Myanmar a decade ago, which was later shut due to the country's political situation, Ng said the firm does not believe that opening offices is the right way for it to grow. 'That is not our model,' he noted. 'We know that some of our peer firms have done it that way… For us, we think (regional partnerships) is a better formulation.' For WongP to succeed, its core Singapore business – split pretty evenly between corporate and litigation – has to remain strong, said Ng. This means that whether it be a major transaction or dispute, the aim is for the law firm to be among the first to get a call from the client. 'That gives us the ability to go out and do similar things in the region,' he added. Chou's main practice areas include banking and trade-finance disputes, insolvency and restructuring, corporate fraud, investigations and asset recovery and shareholder litigation. His accolades include being listed in the 2022 list of Thomson Reuters' Stand-out Lawyers, an independent global research survey, and achieving recognition as a dispute-resolution star in Benchmark Litigation Asia-Pacific 2021.

One Championship to relocate global production hub from Singapore to Bangkok

[SINGAPORE] One Championship announced on Monday (Jun 30) that it will relocate its global production hub from Singapore to Bangkok, with the move aiming to 'centralise production' and better support the company's expanding content operations. The mixed martial arts organisation, which was founded 14 years ago in 2011, said it will continue to maintain its global corporate headquarters in Singapore. One Championship's chairman and chief executive Chatri Sityodtong said that Thailand has played a key role in the company's global production efforts over the past two-and-a-half years. 'As we scale our operations, this move allows us to centralise production and improve coordination, while continuing to grow our event and content output,' he added. Sityodtong said the move to make Bangkok as the primary production base for global content delivery is 'a step forward in our evolution as a global sports media property'. 'We remain committed to Singapore while reallocating resources to where it makes the most operational sense,' he said. Sign Up Sign Up The statement on Monday said that Bangkok has 'steadily grown in operational importance' for One Championship, with the weekly One Friday Fights event taking place at the Lumpinee Boxing Stadium in the Thai capital. These shows are broadcast to some 195 countries during Asia prime-time hours. A recent Nielsen study estimated that One Championship generates US$470 million annually in economic value for Thailand. 'Given the scale and consistency of these events, consolidating production in Thailand is a logical next step operationally,' the statement said. 'The company has also aggressively adopted artificial intelligence-powered tools for its global content engine across all platforms, boosting productivity and efficiency while streamlining operations.' The statement did not say how many employees, if any, would be impacted by the relocation of the global production hub to Bangkok. When approached for comments, One Championship's co-founder and group president Teh Hua Fung told The Business Times that the relocation is an ongoing process. The plan in the near term is to hire an additional 50 people in Thailand, of which 20 have already been recruited. 'Singapore is still the country with the most staff today, and also remains our global corporate headquarters,' said Teh, adding that Singapore is home to the company's senior leadership, investor relations and strategic planning. Last October, it was reported that One Championship laid off a few dozen employees as part of a cost-cutting strategy to bring the company to profitability. In an internal e-mail sent to staff on Oct 16, Sityodtong wrote that the company was 'on the verge' of profitability on the back of 'record revenues and cost efficiencies', alongside strong viewership numbers. PHOTO: ONE CHAMPIONSHIP Growing revenues One Championship re-domiciled to the Cayman Islands in 2022 as part of its long-term capital planning and corporate structuring. Based on latest available figures provided to BT on Monday, the company's annual revenues over the last five financial years have shown a steady increase. Revenue for FY2020 stood at US$57 million, and this went up to US$68 million (FY2021), US$84 million (FY2022) and US$128 million (FY2023). The expected revenue for FY2024 is US$143 million. 'Our revenue has been growing steadily year on year and will be approaching US$200 million this year,' said Teh. Apart from the One Friday Fights in Bangkok, One Championship continues to stage events in other parts of the world. Earlier this year, there was a major show in the Qatari city of Lusail in February, as well as in the Japanese city of Saitama in March. Its website stated that the next two events outside of Thailand will take place in Tokyo in November, and in the US state of Colorado in June 2026. The latter event was originally scheduled to take place this August, but it was moved to next June after the advertised main event and several other world championship bouts could not take place as scheduled. The last time One Championship held a live event in Singapore was the One Fight Night show in September 2023 at Singapore Indoor Stadium in Kallang.

From Changi T5 to MBS expansion, Koh Brothers Group rides on Singapore's infrastructural upgrades

[SINGAPORE] Construction and property group Koh Brothers is set to usher in a new era of growth, as Singapore embarks on large-scale infrastructure upgrades over the next few years. 'We were there with Singapore in its earlier phases of nation-building – and now we're going through nation-building 2.0,' said group chief executive officer and executive chairman Francis Koh. He was speaking to The Business Times fresh off the group's latest win: a S$999 million contract awarded by Changi Airport for the construction of underground tunnels at the upcoming Terminal 5. The contract was nabbed by a joint venture between Koh Brothers Building and Civil Engineering Contractor – a unit under the group's subsidiary Koh Brothers Eco Engineering – and Japanese company Penta-Ocean Construction. With the new project, Koh noted that the group's order book now exceeds S$1 billion with visibility to 2029. Things have certainly been rosier for the group. Sign Up Sign Up After sustaining one-and-a-half years of pandemic-induced losses, Koh Brothers finally returned to the black with a net profit of S$1.7 million for its latest half-year ended Dec 31, 2024. It had posted a net loss of S$5.9 million the year before. This was despite revenue sliding 21 per cent to S$125.5 million in H2 2024, from S$159.7 million. Koh attributed the turnaround to reduced construction losses, improved profits from associate company Oiltek International, and the group's real estate segment turning profitable. Shares of Koh Brothers closed at S$0.187 last Friday (Jun 27), putting the company's market capitalisation at S$77.1 million. Growing with Singapore The construction of Changi Airport Terminal 5 is likely to be a source of 'very big' contracts for Koh Brothers in the near-term, says group CEO and executive chairman Francis Koh. ARTIST'S IMPRESSION: CHANGI AIRPORT GROUP Key growth drivers for the group will come from the construction of Changi Airport Terminal 5 and the expansion of Marina Bay Sands – both of which are likely to be sources of 'very big' contracts in the near-term, said Koh. As he sees it, the group's strong track record in public-sector construction projects puts it in good stead to bag these tenders. Koh Brothers will also continue its standard slate of government projects, including public housing developments, the expansion of MRT networks, and wastewater treatment. According to the Building and Construction Authority, construction contracts worth up to S$53 billion are expected to be awarded this year. From 2026 to 2029, total construction demand is projected to reach an average of between S$39 billion and S$46 billion each year. Koh Brothers has grown alongside Singapore through the ages, literally. It was, after all, founded by Koh's father – Koh Tiat Meng – in 1966, just a year after the Republic gained independence. Since then, the group has been responsible for laying much of the groundwork that has transformed the Republic into a first-world metropolis over the past six decades. Its major projects include the construction of Marina Barrage, Punggol Waterway, water reclamation plants at Changi and Jurong, as well as Downtown Line 1 Bugis Station and its associated tunnels. Amid booming construction activity, Koh is confident that the group will remain profitable in FY2025 – and perhaps even surpass both top and bottom line numbers from FY2024. Koh is already eyeing future growth opportunities. One key project is the upcoming 'Long Island' reclamation along Singapore's east coast, which will require ground improvement works and also water treatment for the creation of a freshwater reservoir. He expects tenders to start coming in from 2030 onwards, once feasibility studies conclude. Diversification within its niche Some shareholders have raised concerns that the group's portfolio is not diversified enough, given the heavy concentration of revenue from construction and building materials. This segment contributed nearly 95 per cent of total revenue for FY2024, up from 68.8 per cent the year before. The rest came from real estate and leisure, as well as hospitality. But those who take that view lack 'a clear picture' of the business, said Koh, pointing out that there are many sub-segments. For instance, the construction division alone consists of three separate business units: infrastructure piling and foundation works; building construction; as well as water and wastewater treatment. They were previously lumped together as one, before being carved out during an internal operational streamlining in late 2024. The group has also branched out into bio-refinery and renewable energy projects through Oiltek International, which is a subsidiary of Koh Brothers Eco Engineering. PHOTO: BT FILE Koh is ramping up hiring at the building construction unit, as he aims to bid for more private commercial and residential construction contracts down the road. There are plans to increase the unit's headcount to 80 by 2027, from eight employees currently. 'We've always been traditionally perceived as being strong in foundation works, but not so much in (the actual construction of) buildings,' he explained. 'But as a construction company, we should be strong in both areas.' He also has a bigger ambition: to nurture more 'engineer-preneurs' – a portmanteau he coined to refer to engineers turned entrepreneurs – and give them the opportunity to lead some of the group's subsidiaries one day. This plan is already in motion, with the carving-out of distinct business units within the construction segment. Koh wants to reward the group's talent by putting high-potential engineers in charge of these units and empowering them to grow the businesses into subsidiaries. These entities can be potentially spun off for future listings 'when the time is right', he said. Oiltek went on a similar trajectory, as an 80-per-cent-held indirect subsidiary of Koh Brothers Eco Engineering. It was spun off to list on the Singapore Exchange's Catalist board in 2022, before transferring to the mainboard in April 2025. Engineering talent will remain crucial to Singapore, as the Republic continues to embark on infrastructural developments, Koh noted. 'We want to encourage our engineering talent – whether civil engineers, wastewater treatment engineers, or processing engineers – to go on an entrepreneurial path,' he said. 'The idea is for them to helm our business units, grow them into companies, and expand from there… They can be more independent, raise funds by themselves, or do joint ventures.' Challenging real estate environment As the group beefs up its construction and building materials capabilities, its real estate investments have taken a backseat. This is in view of the higher-interest-rate environment, said Koh, noting that government cooling measures have also affected the take-up rates for properties in Singapore. As part of risk management efforts, he has sought to actively reduce the group's bank borrowings. Koh Brothers' total bank borrowings and lease liabilities fell to S$145.7 million in FY2024 from S$217.7 million the year before. Its gearing ratio stood at 0.37 as at end-2024, down from 0.54. Still, shareholders have raised concerns over the lack of ongoing property developments by the group of late, following the completion and sale of Van Holland and Hyll on Holland in H1 2024. In light of this, the real estate segment's revenue contribution plunged to 4.4 per cent in FY2024, from 30.1 per cent in FY2023. ARTIST'S IMPRESSION: KOH BROTHERS Koh Brothers still receives recurring income from four investment properties at home and abroad. These are serviced apartment Alocassia, mixed-use development Sun Plaza, First City Complex in Batam, and Nonhyeon I'Park in Seoul. Given the currently high capital values, some shareholders have suggested the group sell its stake in Sun Plaza – a move Koh is not ruling out. 'If the price is good, we will think about how to unlock shareholder value,' he said. The group will adopt a prudent approach in seeking out future real estate opportunities, he added, flagging projects in the Johor-Singapore Special Economic Zone as possibilities. Within the zone, the group has fingers on the upcoming mixed-use development Medini i-Walk. It has formed a joint venture vehicle in Malaysia – of which it owns a 25 per cent equity stake – with partner Dennis Chiu to undertake the project. Koh pointed out the group holds a competitive advantage in the form of a precast concrete facility in Senai that it owns, under the G&W Group of companies – the building materials division of Koh Brothers. This will allow it to directly supply precast concrete components to Medini i-Walk. Meanwhile, the group's leisure and hospitality segment is likely to remain status quo for now. It has just one asset under this segment: the 130-room Oxford Hotel on Queen Street. Its operations contributed 1.5 per cent of group revenue for FY2024, roughly on par with FY2023's 1.1 per cent. The group intends to prioritise the growth of its construction and real estate businesses over this, said Koh. This is because hotels require a higher capital outlay, with returns on investments often taking longer to materialise than those of residential projects. Nonetheless, Koh Brothers is considering asset enhancement initiatives for Oxford Hotel – its poor ratings on hotel booking websites have been flagged by shareholders. 'We take all these opinions very seriously and will see how we can improve,' Koh said.
