
GCC retail sector set to hit $390b by 2028, fuelled by digital innovation
Once anchored in traditional brick-and-mortar models, the sector is now a dynamic driver of economic diversification, technological advancement, and consumer-centric growth, positioning the GCC as a global retail innovator, according to a recent report by Logic Consulting.
The retail landscape in the GCC is undergoing a profound shift, with 87 per cent of consumers embracing a 'phygital' blend of online and offline purchasing channels, says the report titled 'Revolutionising Retail: Unveiling GCC's Five-Year Transformation'.
Shoppers, increasingly digitally fluent and time-sensitive, demand seamless, personalised experiences. This evolution is reshaping retail into a cornerstone of national development, spurring investment in logistics, real estate, and tourism. 'Retail is no longer just transactional; it's a catalyst for economic ecosystems,' noted Haitham Rabie, a lead analyst at Logic Consulting.
The GCC's retail market is divided into food and non-food segments, each exhibiting robust growth. Food retail, valued at $127.2 billion in 2023, is projected to reach $162 billion by 2028, driven by urbanisation and changing dietary habits. Non-food retail, encompassing luxury goods, electronics, and fashion, is growing faster with a compound annual growth rate (CAGR) of 6.2 per cent, expected to hit $243.6 billion by 2028. Saudi Arabia and the UAE dominate, accounting for over 75 per cent of regional retail sales, a share set to expand further.
Digital innovation is at the heart of this transformation. The rise of quick commerce — ultra-fast delivery within 30 minutes — is redefining consumer access to essentials. Digital-first platforms like Noon and Amazon.ae are challenging traditional giants such as Carrefour and Lulu, which are integrating artificial intelligence (AI), live inventory tracking, and omnichannel logistics to stay competitive. AI-driven personalisation and predictive analytics are enhancing e-commerce, creating tailored shopping journeys that resonate with tech-savvy consumers.
Physical retail is also evolving. The GCC is expected to add nearly four million square metres of retail space by 2028, but the focus is shifting beyond scale to experiential shopping. Augmented reality try-ons, interactive store designs, and micro-fulfillment centers are becoming standard, blending physical and digital realms. 'Retailers aren't just selling products; they're curating immersive journeys,' Rabie emphasised.
A notable trend is the rise of value-driven and sustainable retail. While luxury remains a stronghold, private labels and budget-friendly chains are gaining traction among the growing middle class and price-conscious shoppers. Concurrently, over 50 per cent of GCC consumers now prioritise eco-friendly brands, pushing retailers to adopt sustainable practices. For instance, UAE-based retailer Majid Al Futtaim reported in 2024 that 60 per cent of its customers favored brands with clear environmental commitments, reflecting a regional shift toward purpose-driven consumption.
To thrive, retailers must adapt strategically. Logic Consulting outlines five imperatives: crafting a unique selling proposition in a crowded digital market, embracing lean operations and data-driven supply chains, preparing for market consolidation, forging innovative partnerships, and tailoring offerings to local dynamics. These strategies are critical as the GCC retail sector navigates intense competition and rapid technological change.
The GCC's retail boom is bolstered by government initiatives, such as Saudi Arabia's Vision 2030 and the UAE's Projects of the 50, which promote private investment and economic diversification. With a young, affluent, and tech-savvy population — over 60 per cent of the GCC's 56 million residents are under 30 — the region is emerging as a global retail hub. 'The GCC isn't just following global trends; it's shaping them,' Rabie said. As the sector reinvents itself, its trajectory will define the region's post-oil economic future, setting a benchmark for innovation and growth.

UAE: DP World to upgrade, operate Syria's Port of Tartus in $800-million, 30-year deal
DP World has signed a landmark 30-year concession agreement with Syria's General Authority for Land and Sea Ports to develop and operate the Port of Tartus. The signing ceremony took place in the presence of Syrian President Ahmed Al-Sharaa. Under the deal, DP World will invest $800 million throughout the concession period to upgrade the port's infrastructure, aiming to transform it into a major regional trade hub. The enhanced Port of Tartus will serve as a key gateway linking Southern Europe, the Middle East, and North Africa, boosting connectivity and regional commerce. "This agreement marks an important step forward for the Port of Tartus and Syria's maritime sector," said Qutaiba Ahmed Badawi, chairman of Syria's General Authority for Land and Maritime Ports. "Partnering with DP World will allow us to modernise and strengthen the efficiency of our trade infrastructure as we continue to rebuild key trade lanes, support the national economy, and provide more opportunities for the Syrian people," he added. Meanwhile, Sultan Ahmed bin Sulayem, chairman and Group CEO of DP World, said that they see strong potential in Tartus to serve as a vital trade gateway. "(We) look forward to strengthening regional connectivity and economic opportunity through this investment. We believe in the power of trade to help drive long-term stability and prosperity for Syria and the region," said Sultan. The agreement follows a memorandum of understanding (MoU) signed on May 16 between the two sides after the lifting of US sanctions paved the way for the investment. The MoU outlined plans to develop, manage, and operate a multi-purpose terminal at Tartus, with cooperation on establishing industrial and free trade zones. DP World is a subsidiary of the UAE investment company Dubai World. Syria is seeking to attract foreign investments to boost its struggling economy, and the deal was signed in the same week that US President Donald Trump announced plans to lift of sanctions on Syria during a visit to Riyadh.

Saudi Arabia: UAE, GCC residents can now invest in main stock market
Saudi Arabia's Capital Market Authority (CMA) announced that residents of the UAE and other Gulf Cooperation Council (GCC) countries are now permitted to invest directly in the kingdom's main stock market. The regulatory update aims to enhance the appeal of Saudi Arabia's capital market to both regional and international investors. According to the CMA, this move is expected to boost investor protection, build market confidence, attract foreign investment, and increase market liquidity —ultimately contributing to the growth of the local economy. Under the revised regulations, GCC residents can now directly trade in the main market, Tadawul. Previously, their access was limited to the debt market, the parallel market (Nomu), investment funds, and the derivatives market. Their participation in the main market was restricted to swap agreements via capital market institutions, where investment decisions were made on their behalf. The amendments also allow individual foreign investors who previously resided in Saudi Arabia or other GCC countries to maintain their investment accounts and continue trading in listed shares on the main market—even after leaving the region—provided they had opened an investment account while residing in the Kingdom. Saudi Arabia hosts the largest stock market in the Gulf region. In the first half of 2025, it recorded a trading value of $183.5 billion. In comparison, Abu Dhabi posted $48.9 billion, Kuwait $41.1 billion, Dubai $22.8 billion, Qatar $14.6 billion, Muscat $2.4 billion, and Bahrain $1.24 billion.

Dubai awards $172m contract to ease traffic near DIFC and DWTC with new bridges, tunnels and roads
Dubai's Roads and Transport Authority (RTA) has awarded a major AED 633m ($172m) contract to upgrade Al Mustaqbal Street as part of its ambitious plan to enhance urban mobility, support economic growth, and boost quality of life across the emirate. The Al Mustaqbal Street Development Project will stretch from Za'abeel Palace Street to Financial Centre Street and includes the construction of new tunnels and a bridge totalling 1.7km, plus a full street widening to four lanes in each direction. The upgrade will increase capacity by 33 per cent—handling up to 8,800 vehicles per hour—and slash travel times from 13 minutes to just 6.
