LHC orders Punjab to fix wheat price

LHC's Justice Sultan Tanvir Ahmad, while announcing a reserved verdict on the petition filed by Kisan Board President Zafar Hussain regarding the non-fixation of wheat prices, has directed the Punjab government to implement the law for setting wheat prices.
The court also included in its decision the report from the Agriculture Department regarding the cost per maund — 40 kg — of wheat.
It noted that the government lawyer stated that a law has been enacted for price determination. However, it said, the government institutions failed to perform their constitutional role.
Citing an agriculture department's report, it said the cost per 40kg of wheat this year is Rs3,533.
The order stated that government institutions have acknowledged that wheat is a vital component of food security. The Kisan Board president had approached the LHC on April 8, 2025, over the failure of the provincial government to set wheat prices.

Citing the dire straits in which the agriculture sector has become plunged owing to reduced yield, lower crop prices and higher cost of cultivation, Sindh's farmers have demanded complete freedom to export their produce. The Sindh Abadgar Board, an organisation striving for rights of agriculturists, on Sunday deplored that the existing government policies are putting the agro economy in a slump. "The so-called deregulation policy started with wheat in March, 2024, after which the government didn't procure about seven million tons of wheat, creating a domino effect which allowed middlemen to exploit farmers," reads a statement issued after a meeting of the board in Hyderabad, which was presided by Mehmood Nawaz Shah. The growers recalled that such a sudden stepping back by the government crashed the wheat price from Rs3,800 per maund in the open market to Rs2,200 per maund. "And this occurred against the backdrop of Rs3,450 per maund cost of production." The colossal loss in the previous harvest season has been estimated at around Rs900 billion. According to the farmers, not only the same story was repeated in the wheat harvest season in 2025, the sugarcane sector also followed suit as the growers were made to sell their produce at a lower price while the refined sugar is now being sold at exorbitant rates to the public. The meeting lamented that the government has been spending precious foreign exchange to import agricultural commodities and that too when the time of harvesting the same crops approached closer. "This has resulted in bleeding of the agricultural economy. Consequently, the uptake of fertilizers have reduced, the tractor sales have reduced, the price of diesel and pesticides continues to increase and with all this threat of climate change and extreme events looms large." Recommendations The SAB strongly called for unfettering exports of vegetables and fruits so that the farmers can get prices for their produce on the basis of international markets. They also demanded serious efforts to improve quality of seeds, to control inflationary prices of the inputs, and measures to help farmers improve per acre yields. The farmers pointed out that the agricultural financing through the banks does not even meet 50% of the sector's requirement. They suggested that if the government is sincere in increasing financing options for the sector, the current fixed asset collateral based financing ought to be replaced with the cash flow and revenue based agriculture financing. Addressing the endemic problem of power outages and load shedding, ensuring timely supply of irrigation water, among other measures, were also demanded. Dr Bashir Nizamani, Dr Ali Reza Mirjat, Syed Nadeem Shah, Mohammed Aslam Mari and other representatives of the growers attended the meeting.

LAHORE: The Lahore High Court (LHC) has recently observed that issuing a police character (PS) certificate reflecting a criminal history of an accused despite his acquittal by a court of law in an FIR violates the individual's constitutionally protected right. The court said such a practice not only violates the individual's protected right to human dignity but also imposes a lasting and unjust stigma upon a citizen who has been exonerated through due judicial process. The court said, once an accused has been acquitted by a competent court of law, he is to be considered, treated and regarded as innocent person under the law. Despite a conclusive acquittal of an accused any continuous reference or inclusion of the relevant FIR in official documents like police character certificate is unwarranted, the court observed. The court passed this order in a petition of Abdur Rehman Faryad challenging issuance of a PC certificate mentioning his name in the FIR despite his acquittal by a competent court of law. The court said the petitioner is entitled to a PC certificate that reflects his acquittal and the absence of any subsisting criminal liability. The court said the allegations levelled against the petitioner do not involve moral turpitude, nor do they relate to any offence against the State. The court said it would be legally unjustified to draw any adverse inference or attach any stigma to the petitioner merely based on the registration of an FIR. The court; therefore, directed the Home Secretary Punjab to ensure the issuance of a PC certificate in favour of the petitioner, which accurately reflects his present legal status. The said certificate shall exclude and omit any reference whatsoever to FIR registered at Police Station Nawan Kot, Lahore, in the light of the petitioner's lawful acquittal and the absence of any existing criminal liability, the court added. The court noted that law enforcement agencies have the administrative authority to maintain internal records of reported incidents, including FIRs, for various legitimate purposes. The court said the retention of such data, so long as it is confined to lawful administrative use and is not disclosed or misused in a manner prejudicial to the rights of the individual and cannot be construed as a violation of fundamental rights guaranteed under the Constitution. The court; therefore, directed the office to transmit copy of the court order to the Inspector General of Police Punjab and the Chief Secretary Punjab, to ensure its strict implementation in light of the court's directions and observations. Listen to article Sindh Chief Minister Syed Murad Ali Shah criticised the federal government on Friday for releasing only Rs3 billion this year out of the Rs78 billion it had committed for the K-IV water project for Karachi. He said the Sindh government had funded all associated components of the project itself. Speaking at the inauguration of the 20th 'My Karachi – Oasis of Harmony' Exhibition at Expo Center, on Friday Shah said four major K-IV sub-projects were ongoing. A Rs50 billion expansion of water feeders would be completed this year. A separate Rs170 billion project is bringing water from Keenjhar Lake to Karachi, with a power plant being installed by STDC to support two pumping stations. The chief minister announced that a new 100 MGD Hub Canal had been completed and would be inaugurated on August 14, while the old canal would be restored to the same capacity. By year-end, Karachi is expected to receive 200 MGD water from Hub Dam. He also highlighted the Dumlottee project for South Karachi and said 150 MGD additional water would be supplied to the city this year. Shah urged the federal government to increase Karachi's water allocation from Hub Dam, especially as availability had improved due to better climatic conditions. Referring to the 2015–16 World Bank gap analysis, he said Karachi needed Rs3 trillion to meet modern urban standards. Large-scale infrastructure, he stressed, could not be handled by the provincial government alone and required federal support. He criticised the Centre for not convening the Council of Common Interests (CCI) for 18 months. He pointed out that although Sindh produces 70% of Pakistan's gas, it is denied its constitutional share. He vowed to raise the issue in the next CCI meeting and reminded that the constitution requires CCI to meet every three months. Shah called on citizens to fulfil legal duties, such as paying taxes and registering vehicles, and not blame law enforcement for governance issues. He reassured the business community of the Sindh government's full support. Chairman BMG Zubair Motiwala thanked the provincial government for supporting KCCI and urged the CM to expedite K-IV to resolve water shortages in Karachi's industrial areas. He highlighted the exhibition's global recognition and urged foreign diplomats to promote Karachi's positive image abroad. KCCI President Jawed Bilwani appreciated the 'Marka-e-Haq' theme for Independence Day and recalled the 2004 origins of the exhibition. He urged the Sindh government to establish a world-class Expo Center and upgrade Karachi's only existing one. Bilwani criticised high water tariffs and the incomplete K-IV project. He expressed concern over persistent gas shortages and deteriorating infrastructure. He called for road repairs, better drainage, encroachment removal, improved traffic, street crime control, and accelerated Safe City Project implementation.
